The increase is not from 2.75 to 3.75 but 1% of 2.75 which comes to 0.0275.

So if a green builder was earlier making 100 flats, he can now make 101 flats, addition of 1 flat.

I think the reporters of TOI are very weak in Maths and not very responsible in reporting actual facts and figures.
