as per a recent GO (in June 2010), outside CMA area, panchayats are authorised to give building plan approval upto 4000sqft G+2 for residential..beyond that it goes to DTCP (outside CMA)..i recently got building approval from kanathur panchayat on ecr..the approval looks pucca with approval no and resolution number passed at the panchayat meeting for the approval.
