This is a great initiative... and i think this might just be a start.... if someone has the patience and resources.. then this is the best way to go....
Patience: No choice as.. you need a lot of it even with builders.
Resources (non-monitary): Collectively all ppl involved through relatives and friends might be able to get some leeway in the required government departments.
Resources (Monitary): Bank Loan.. Personal Savings... this is required for the builders as well but most important you require much less.!!!!!
