I have been taken for a ride by a flat builder at chennai. I booked the flat Three years ago.

Amenities which have been promised such as Commercial block, super market , Health club and Community hall has not come up.

Delay in Handing over of the flat ( More than 18 months delay , from the date of agreement)

UDS calculation some less amount being transferred.

adding injuryfurther, he is now trying to sell the building meant for Commerical complex to some NRI Businessmen.

Waterleakages , poor construction quality and Wood quality observed.

Iam still holding 2% of total sale consideration , for him to complete the PENDING Works , Few days back , he has sent his Employees and threatened my Aged parents that , if the pending amount is not being given within Two days, EB and water connnection will be cut to the flat.

My Aged parents are staying in the flats and iam staying away.

What is the legal remedy to stop this unauthorised entry into my flat and stop this recurrence ?

Under what grounds and who is the appropriate authority i should take it up
