Great thought and analysis!!!
In India, where earthquakes create chaos every other year, people seem to be quite ignorant about the seriousness of preventing the aftermath. Its true you cannot stop a natural calamity from happening but I do believe that we can definitely help ourselves by protecting our shelter, by adapting to the earthquake norms.
In India people wake up only after an earthquake strikes and the damage is already done. But sadly.... seem to forget soon after. How can we forget the earthquake that toppled the buildings in Ahmedabad a few years back like paper boxes?
Nowadays, there has been an initiative taken by the top developers to construct buildings where they specify that

Zone-V seismic considerations - a level above mandatory compliance for the region.

This kind of an advertisement is generally seen with high-end apartments. But what does that actually signify and what's the credibility to check the developers claim.
And why not 'earthquake resistance' is made mandatory. Though its claimed in paper.
Can anybody help.....
