A bunch of jokers, say your friends or my friends can be panchayat union members. So that much about the worth of panchayat approval. DTCP is an approval for a layout given by a directorate for town planning. It is a different ball game. This is a genuine approval. There are plots that are also approved by CMDA (MMDA in those days). Now if you buy a panchayat approval you can go to CMDA and get approval for your house. If you get it then it should be fine, but plain Panchayat land is not really approved land.
