At paper it seems rising, not sure about the logic behid it.

currently it's skyrocketing.

Default Real Sector in Bhubaneswar

Nice view by Carbideman & also by Sandip.

The Choatic problem is there in Bhubaneswar due to some government babu's attitude and thugs who are running the market. Actual these problems are due to following reasons :

1. Earlier all the records are with Puri district, till Khordha District created on 1979.
2. All earlier records are hand written. not properly updated, even some earlier documents are lost(?) in Puri district.
3. Now govt. has started e-registration, e-records from May 2010. Till then you have to depend on manual registration/ records.
4. Land Settlement has not done for some mouzas since last 20 Years.

But now govt is serious to correct this anamolies.
1. Have started e-registration system ( benefit to purchaser to get registered documents within a day or two)
2. Land records ( visiting www.bhulekh.ori.nic.in) a person will know about land records ( stitiban , leased, devottar, cast of owner, number of owners etc.)
3. visitng www.bdabbsr.in, a person can find proposed land use, road etc.
4. Evicting encroached govt. Land, making roads, developing parks in new areas like Khandagiri, Patrapada, Aiginia, Paikarapur etc. as govt is trying to divert the populations to south Bhubaneswar area to minimize congestion in main developed areas.

As far as cost is concerned there is no thumb rule in Bhubaneswar like other cities/ countries. Govt. does not have any control. No infrastructure facilities like Road, Water, Electricity, Drainage System. Rates are increased due to unknown reasons.
