Default Advice sought on CRZ stipulation applicable to ECR

CRZ stipulates that "construction/reconstruction of dwelling units between 200 and 500 metres of the High Tide Level (HTL) is permitted as long as it is within the ambit of traditional rights and customary uses such as existing fishing villages."
In this regard, please advice if I sell a plot of residentail land situated about 300 meters from the sea, near the ECR (East Coast Road), can the buyer obtain approval to construct a house and if so are there any limitations/ restrictions applicable to either the sale or construction in the said land.
