Default ग्रेटर फरीदाबाद के मास्टर रोड को मंजूरी

फरीदाबाद। ग्रेटर फरीदाबाद के सेक्टरों को आपस में जोड़ने के लिए प्रस्तावित मास्टर रोड का रास्ता साफ हो गया है। हरियाणा शहरी विकास प्राधिकरण(हुडा) के 398 करोड़ रुपये के इस प्रोजेक्ट पर हरियाणा सरकार ने मंजूरी की मुहर लगा दी है।

गे्रटर फरीदाबाद में सेक्टर-75 से लेकर सेक्टर-89 तक हुडा 15 नए सेक्टर विकसित करने जा रहा है।

इन सेक्टरों की आपस में कनेक्टिविटी को बढ़ाने के लिए 52 किलोमीटर लंबे मास्टर रोड के निर्माण की योजना बनाई गई थी। मास्टर रोड के लिए कुल 1029 एकड़ जमीन का अधिग्रहण किया गया है। लेकिन सेक्टर-75 और सेक्टर-80 के किसान मुआवजा बढ़ाने की मांग को लेकर आंदोलित हैं और मामला अदालत में विचाराधीन है। इसी के चलते फिलहाल हुडा ने 52 में से 31 किलोमीटर लंबे मास्टर रोड के निर्माण का बजट प्रस्ताव तैयार किया था।
मास्टर रोड प्रोजेक्ट को देख रहे हुडा के उपमंडल अभियंता राजीव शर्मा ने बताया कि बजट प्रस्ताव को चंड़ीगढ़ से मंजूरी मिल गई है। जिसके बाद निविदा आमंत्रण सूचना को तैयार करने की प्रक्रिया को अंतिम रूप दिया जा रहा है।

एकड़ जमीन पर 50 हजार फ्लैट
करोड़ से बनेगा 31 किमी मास्टर रोड
हरियाणा सरकार ने बजट प्रस्ताव किया मंजूर
हुडा ने टेंडर आमंत्रित करने की प्रक्रिया शुरू की
123 करोड़ बढ़ गई लागत

मास्टर रोड के निर्माण में लगातार हो रही देरी के चलते इस प्रोजेक्ट की लागत 275 करोड़ रुपये से बढ़कर 398 करोड़ रुपये पर पहुंच गई है। मास्टर रोड के लिए अधिग्रहण की कार्रवाई कई साल पहले ही हो गई थी, लेकिन प्रोजेक्ट में देरी के चलते कई किसानों ने अपनी जमीन की मिट्टी खोदकर बेच डाली।

Default EDC/IDC Charges from 150 to Rs. 360-KLJ Sector -77

Hi,

I had booked the flat in KLJ in 2008 when the EDC/IDC charges were Rs. 150.

Yesterday only received a letter where KLJ is informed and demanded Rs. additional Rs. 210 EDC/IDC charges.

Means if the units is 1250 SQ. FT then we have to shell out Rs. 3 Lac additional from our pocket.
Which is not feasible.

What is your advise on this .

How to deal with the situation.

Dear Rajiv

Its the situation faced by everyone in G Faridabad, enhanced EDC charges are imposed by govt of haryana / huda, unforunatly in builder buyer aggrement its been mentioned that actual EDC will be collected by HUDA at the time of possession. so legally they can enhance it and you are abide to pay it.

Though on the other hand HUDA didnt spend a single penny so far on developmemt , but they are asking more money from flat owners, it was challanged in Punjab & Haryana high court.

So far no decision has come but there could be two possibilities

1. The court can wave of enhanced EDC, if yes that builders will have to pay back it to customers.

2. If EDC is not ruled back, than you have to pay it and also pay heavy penality to the builder for delay.

So ball is in your court .

Yes, it is paid news.

HUDA collected huge sum of money as EDC in 2005-2008 period and didn't do any infra development with that money. You can bet that most of the money that was collected as EDC few years back must have disappeared in the pockets of sarkari babus and politicians.

Now they are collecting more money as increased EDC and to justify that increased EDC, Haryana government and builders are planting news of road construction and so on to keep the people interested and extract more money out of investor's pocket as EDC etc.

Such type of news stories can't be trusted unless the under-construction roads are visible in the area.

On this thread the issues of EDC/IDC increase and approval of estimate for NIT regarding sector roads, seem to have got mixed up.

First things first, as the quote about approval mentioned in the newspaper, is from a HUDA officer (Rajiv Sharma- Subdivisional Engineer), it should be correct. If true, this is a moment to rejoice as most builders have been mentioning the non availability of external infra as the main reason for delays in possession.

Secondly, the increased EDC/IDC which has been increased since 1995 10% compounded until 2009 and then more than doubled retrospectively from 2005 has resulted in an increased EDC/IDC payouts from individual subscribers pocket. The main reason for such huge rise is the increased payout to farmers for compensationagainst acquisition of land.

Till date there is no court case against HUDA by farmers (asking for additional compensation, I believe) and all payments were settled by HUDA in 2010. Only possession was delayed by HUDA. Now farmers taking cue from Noida agitations are trying to make more money. The Noida and Neharpar farmers' cases, however are entirely different by any extent of imagination.

Administration needs to put its foot down as such heavy increases are not justified over such large periods of time and may be viewed, only to please a particular vote bank at the cost of denial of houses to public on legally licensed residential colonies!! EDC increases are not justified either from the point of view of govts responsibility towards homeseekers, constitutional rights to habitation and exhorbitant increases much higher than inflation in the country.
The compensation matter have been settled by HUDA and the farmers had accepted the compensation earlier without any protest.

The actual matters now are
a) the manner in which EDC is being calculated by Builders and
b) the excessive increase of EDC by HUDA.

Its pertinent that a group for challenging EDC calculation by builders be formed and matter decided in court of law. No amount of representations to builders, administation have yielded any result evident from past experience. Many homeseekers have tried to discuss their case with builders/administration/RTI/Protests regarding super area increase without any avail.

Regarding excessive increase of EDC matter is already taken up in court both by GFWA and now even developers of the area have changed tack and filed another court case against EDC matter.

The struggle continues for honest, law abiding, tax paying, salaried persons and hopefully good sense will prevail ahead of the state elections and govt will provide some respite.

पुल के लिए भूमि अधिग्रहण की तैयारी



फरीदाबाद। मास्टर रोड को मंजूरी मिलने के बाद गे्रटर फरीदाबाद को पुराने फरीदाबाद से जोड़ने की कवायद पर काम तेजी से शुरू हो गया है। सेक्टर-74 व 75 की डिवाइडिंग से सेक्टर-3 व 8 की डिवाइडिंग को पुल के माध्यम से जोड़ने के लिए उत्तर प्रदेश और हरियाणा वन विभाग की 0.6 हेक्टेयर भूमि का अधिग्रहण किया जाएगा। हुडा ने अधिग्रहण प्रस्ताव तैयार कर दोनों प्रदेशों के वन विभागों को भेज दिया है।
गे्रटर फरीदाबाद से कनेक्टिविटी के लिए हुडा ने कुल पांच नए पुलों का प्रावधान किया है। हुडा ने सबसे पहले सेक्टर-74 व 75 की डिवाइडिंग से सेक्टर-3 व 8 की डिवाइडिंग को जोड़ने के लिए पुल के निर्माण की योजना बनाई है।

गे्रटर फरीदाबाद की तरफ पुल से उतरते वक्त यूपी वन विभाग की 0.3 हेक्टेयर और फरीदाबाद की तरफ बाईपास पर हरियाणा वन विभाग की 0.3 हेक्टेयर भूमि आएगी। जिसके लिए प्रस्ताव दोनों प्रदेशों के वन विभागों को भेज दिया है।

दूसरे पुल का सर्वे जल्द
गे्रटर फरीदाबाद के सेक्टर-87 की आउटर पैरीफेरल से सेक्टर-18 व 29 की डिवाइडिंग को जोड़ने के लिए सर्वे का काम हुडा द्वारा जल्द पूरा कर लिया जाएगा। इसके लिए हरियाणा सिंचाई विभाग को हुडा की तरफ से रकम भी अलॉट की जा चुकी है।

हमारी तरफ से उत्तर प्रदेश और हरियाणा के वन विभागों को भूमि संबंधित प्रस्ताव भेजा जा चुका है। मंजूरी मिलने के साथ ही अगली प्रक्रिया पर काम शुरू हो जाएगा।

Before people start celebrations, please note that it has taken HUDA 7 long years just to "propose" the new bridges.

Please don't expect the construction to complete in our lifetimes.

Greater Faridabad is and will remain Gutter Faridabad.
