Question Breaking News : No further construction on forest land, orders High court

The question is who pays for this debacle on part of the Govt ?
What does the flat owner do now that the courts declares their Buildings as illegal ?
Everyone knows that courts are very time consuming and expensive affairs in India.

Who is to blame for this mess ? and how does one make sure that such problems dont recurr in future ?
