Maharashtra, Gujarat discussions progress faster than other 4 states in Delhi-Mumbai Industrial Corridor scheme


The Delhi Mumbai Industrial Corridor Development Corporation Ltd (DMICDC) is scouting for land to establish the proposed seven ‘smart cities’ alongside the 1,500-km industrial corridor planned across six states – Uttar Pradesh, Haryana, Rajasthan, Gujarat, Maharashtra and Madhya Pradesh.

The seven smart cities, to be developed as world-class manufacturing hubs, are to have individual master plans. Each of these would require different sizes of land, for which DMICDC, aspecial purpose vehicle comprising government and private entities, is in talks with the state governments to acquire land in the six states.

The seven manufacturing hubs proposed to be developed in the first phase are DadriNoida-Ghaziabad in UP, Manesar-Bawal in Haryana, Khushkhera-Bhiwadi-Neemrana in Rajasthan, AhmedabadDholera in Gujarat, PithampurDhar-Mhow in MP, and Dighi Port and Shendra in Maharashtra.

“Each city has a different requirement. Our talks with the Maharashtra and Gujarat governments have reached an advanced stage and we are hopeful of starting work there by March next year,” Amitabh Kant, managing director and chief executive officer of DMICDC, told Business Standard.

He said talks with the other four states were progressing but refused to divulge any details. According to other officials, the talks for acquiring land in Haryana have faced some hurdles. So, the first phase of the project, expected to be implemented by 2019, might face some delays.

“I do not believe in rushing things and commit any mistake on such a vast project. We are planning it for the next 30 years. The master-plan is getting notified by the state governments, one by one.

The process of acquisition of the land got delayed due to the new land acquisition policy. Land is a state subject, so every state has their own model of acquiring land. Of course, a lot depends on the political will of aparticular state,” Kant said.

The master plans have been designed by leading international consultants, after discussions with the state government and other stakeholders. Some of these consultants are Halcrow (UK), Kuiper Compagnons (Netherlands) and Jurong (Singapore).

By the initial plan, each city is to have a resident population of not less than two million, with targeted employment of 0.8 mn. The DMICDC is also to develop some of the ‘early bird’ projects that will take shape in the first phase of construction. These ancillary projects will be recycling units, airports, exhibition centres, power generation units and water management ventures.

The project envisages a total investment of $100 billion. Last year the Union Cabinet approved financial assistance of ~17,500 crore over the next five years through the DMIC project implementation fund.

This is to be set up as a Trust, for the development of industrial cities at ~2,500 crore per city on an average, subject to a ceiling of ~3,000 crore per city.

For arranging composite financing solutions for the vast project, DMICDC has partnered with Japan’s Sumitomo Mitsui Banking Corporation.

The progress and implementation of projects in DMIC will depend upon the availability of land, scale and size of projects, various approvals from different states and the central government agencies. During the visit of the Japanese Prime Minister to India in December last year, their side announced $4.5 bn contribution for projects with Japanese participation through financing from the Japan Bank for International Cooperation and aid through the Japan International Cooperation Agency to the DMIC facility.

Recently, the project secured all the required environmental clearances, for all the six cities. The ministry of commerce and industry has also completed a perspective plan for the entire corridor.

LUCKNOW: In yet another example of the growing bonhomie between the Samajwadi Party and the Congress, the UP government has decided to lend full support to the Centre in its bid to set up the Delhi-Mumbai Industrial Corridor ( DMIC). The corridor passes through the Greater Noida-Meerut-Muzzaffarnagar region in the state. The stretch is part of the 1,483-km dedicated corridor conceptualized to boost industrial growth in the country.

Chairing a meeting of industrial department officials on Saturday, Chief miniser Akhilesh Yadav hailed the project as "extremely crucial" for the growth of the state. The project, which envisages setting up of seven investment and 13 industrial regions between Jawaharlal Nehru Port in Mumbai and Dadri in Greater Noida, will pass through two investment regions in UP -- Greater Noida and Meerut-Muzzaffarnagar.

The ambitious project also provisions setting up of a dedicated freight corridor to an extent of 150 to 200 km on both sides of the investment region. The project becomes even more crucial for UP because the proposed east-west corridor merges at Khurja, which lies in the state.

In the first phase, the Greater Noida Development Authority (GNDA) has decided to develop Bodaki railway station, Greater Noida-Noida metro rail link, Dadri-Vallabhgarh railway station, Noida, Greater Noida-Faridabad expressway, Logistic park/township and an auto-mart. The authority has also indentified setting up of a power plant in the region as a crucial feature.

Yadav said that directions have been issued to GNDA and UPSIDC to identify a site for setting up of a hi-tech integrated industrial township in the region. The chief minister said that the corridor will help the farmers, especially of the east UP, to ship their produce to places as far as Mumbai. He, however, said that land will be acquired with the consent of the farmers. The Centre will invest around Rs 3,000 crore in the region lying in UP. Secretary, commerce and industry, Government of India, Saurabh Chandra, said that the project will bring an investment of over Rs 75,000 crore to the region. This will include setting up of industries, including food, IT, electronics and automobiles. In all, the project is expected to create 12 lakh jobs, Chandra said.

3 जिलों में जमीन अधिग्रहण की प्रक्रिया पूरी

दिल्ली-मुंबई फ्रेट कॉरीडोर प्रोजेक्ट के लिए गौतमबुद्धनगर, हापुड़ और बुलंदशहर जिले में जमीन अधिग्रहण की प्रक्रिया पूरी कर ली गई है। किसानों को मुआवजा बांटा जाना भी जारी है। वहीं गाजियाबाद और मेरठ में अभी कुछ काम बाकी है। मेरठ मंडल के कमिश्नर ने शेष कार्रवाई को जल्द पूरा करने के लिए सभी जिलों के डीएम को निर्देश जारी किए हैं। सभी जिलों में कुछ जमीन का पुनर्ग्रहण भी प्रस्तावित है। पुनर्ग्रहण के लिए प्रस्ताव शासन को भेजा गया है।
फ्रेट कॉरीडोर के लिए मेरठ मंडल के मेरठ, गाजियाबाद, हापुड़, बुलंदशहर और गौतमबुद्धनगर जिले की जमीन अधिग्रहण की जा रही है। इस संबंध में हाल ही में मेरठ मंडल के कमिश्नर मृत्युंजय कुमार नारायण ने सभी जिलों के डीएम के साथ समीक्षा मीटिंग की थी। समीक्षा के बाद कमिश्नर ने अपने दिशा-निर्देश सभी डीएम को जारी किए हैं। समीक्षा के अनुसार, गौतमबुद्धनगर जिले में जमीन अधिग्रहण का काम पूरा हो चुका है। यहां के सभी 17 गांवों की 31.780 हेक्टेयर जमीन का अधिग्रहण किया जा चुका है। जबकि 13 गांवों की 8.090 हेक्टेयर जमीन पुनर्ग्रहण होनी प्रस्तावित है। अधिग्रहण के लिए 75.04 करोड़ रुपये मुआवजा बांटा जाना है, जिसमें से 37.62 करोड़ रुपये बांट दिए गए हैं।
हापुड़ में 9 गांवों की जमीन अधिग्रहण और 7 गांवों की मात्र 0.7126 हेक्टेयर जमीन का पुनर्ग्रहण होना है। इस जिले में भी अधिग्रहण की प्रक्रिया पूरी हो गई है। वहीं, बुलंदशहर के भी सभी 59 गांवों की 196.6983 हेक्टेयर जमीन का अधिग्रहण पूरा हो गया है जबकि वहीं 49 गांवों की 31.6068 हेक्टेयर जमीन का पुनर्ग्रहण किया जाना है। मेरठ में 17 गांवों में से 16 गांवों की जमीन का अधिग्रहण हो गया है। गाजियाबाद के 16 गांव की 347 हेक्टेयर जमीन का अधिग्रहण किया जाना है। इसमें से 2 गांवों में अधिग्रहण किया जाना बाकी है।

क्या है प्रोजेक्ट

ग्रेनो से मुंबई तक बनने वाले इंडस्ट्रियल कॉरीडोर (वेस्टर्न फ्रेट कॉरीडोर)के निर्माण को रेलवे बजट से मंजूरी मिल चुकी है। ये दादरी से दिल्ली, गुजरात होते हुए मुंबई के जवाहर लाल नेहरू पोर्ट ट्रस्ट (जेएनपीटी) तक पहुंचेगा। वहीं, पंजाब के लुधियाना से कोलकाता तक ईस्टर्न फ्रेट कॉरीडोर बनाया जा रहा है। यह लुधियाना से अंबाला, सहारनपुर, मेरठ, हापुड़, दादरी, खुर्जा, अलीगढ़, इटावा, कानपुर, इलाहाबाद, बिहार के मुगलसराय, झारखंड से होता हुआ वेस्ट बंगाल के दनकुनी तक पहुंचेगा। ईस्टर्न कॉरीडोर भी दादरी में आकर वेस्टर्न कॉरीडोर से मिलेगा।

रेलवे की वेस्टर्न डेडीकेटेड फ्रेट कारीडोर परियोजना के लिए रेलवे ने 19 गांवों की जमीन अधिग्रहण के लिए अधिसूचना जारी कर दी है। इन सभी किसानों की जमीन परियोजना के लिए अधिग्रहीत की जानी है।
वेस्टर्न डेडीकेटेड फ्रेट कारीडोर परियोजना के लिए रेल मंत्रालय द्वारा जारी अधिसूचना में बल्लभगढ़ खंड के गांव प्रहलादपुर माजरा डीग, फतेहपुर बिल्लौच, लडौली, बहबलपुर, फफूंदा, दयालपुर, मच्छगर, बुखारपुर, नवादा तिगांव शामिल है। जबकि फरीदाबाद खंड के गांवों में तिगांव, नीमका, सदपुरा, फरीदपुर, खेड़ीकलां, नचौली, भोपानी, ढाढर, महावतपुर, लालपुर के किसान शामिल हैं। अब इस किसानों की जमीन का अवार्ड सुनाया जाना है। पिछली बार अधिसूचना जारी होने पर रेलवे के समक्ष 128 आपत्तियां आई थीं। रेलवे उसके निष्पादन की बात कह रहा है।
क्या है फ्रेट कारीडोर परियोजना
वेस्टर्न डेडीकेटेड फ्रेट कारीडोर परियोजना के तहत दादरी, फरीदाबाद, रेवाड़ी से मुंबई तक माल ढोने के लिए अलग से रेलवे लाइन निकालने की योजना है। यह फरीदाबाद, पलवल से होते हुए रेवाड़ी तक जाएगी। रेवाड़ी से राजस्थान होती हुई मुंबई जाएगी। इसके लिए अभी भूमि अधिग्रहण की योजना चल रही है
किसानों में इससे नाराजगी
फ्रेट कारीडोर परियोजना के लिए जमीन अधिग्रहण संबंधी अधिसूचना जारी होने के बाद संबंधी गांवों के किसानों में नाराजगी है। परियोजना से संबंधित किसान संघर्ष समिति के अध्यक्ष पंडित मकरंद शर्मा फतेहपुर बिल्लौच का कहना है कि अधिसूचना के माध्यम से उन्हें पता चल रहा है कि सभी 128 शिकायतों का निष्पादन कर दिया गया है, जबकि परियोजना के अधिकारियों ने किसानों के साथ कोई बैठक ही नहीं की है और न ही कुछ लिखित में दिया है। जब तक विभाग किसानों को पूरी तरह से संतुष्ट नहीं करेगा, वे परियोजना का काम शुरू नहीं करने देंगे।
