Default Disputed Property. Experts, Please Guide.

Hi Friends,
I hope you all have been doing well!

I need your help to understand, what can be done in case of disputed property, in the following scenario.

Place - Delhi

Property - DDA Flat (Ground Floor) As allotted in 1972 to X (fictitious name), Later on (in 1987), First floor was built by X's daughter, A with the roof right to live till her death.

X died, 5 years back, without leaving any will behind.

Successors - Sons - A (Daughter) B (Daughter) C (son) D (son) E (son) F (son).

Arrangement - C has the papers given by DDA to X and has a right on Ground Floor.

A (Daughter) who is living on first floor since 1987 and has following documents.

1. MCD approved map for construction on first on her name.
2. Property taxation on her name for since she is living.
3. Seperate electricity connection on her name for Ist floor.
4. A will by X (died father) stating her right on ist floor with roof right till she is alive.
5. Relenquishment deed for Ist floor from B, D, E, stating no interest / right on ist floor and happily surrender to A.

Now for C and F (2 brothers) - F is lost no information no idea of his existence.

C has occupied Gnd floor and has DDA papers a proof of allotment. C is not in talking terms with any of brothers and sisters. C is not ready for mutation with A.

Dispute - How can C sell Ist floor and and roof? are there buyers? what can be done?

Please Help!

Thanks a ton.
