Default Method used for calculating FSI in India??

Hey ppl ,

The Fsi ( floor space index ) fixed by government bodies in different cities varies a lot .In some cities its 5 whereas in some from 1.33 to 1.45 ... Which ever article I have read says that government bodies fix it on the basis of the "development" in that zone/area/city ....what i want to understand is :-

1) That how do the government bodies calulate the fsi ?
2) Some factors might be different for diff cities but there have to be many common factors , what are those factors ? & how much weightage does each one of them have ?
