Default No Sanction Plan

We have recently bought a house, after seeing the agreement and the attached drawings we realized that the layout and drawing for our unit has changed since the plan had been sanctioned. The current structure has not been sanctioned. The builder still sold us the property, and we foolishly bought it...and have paid 60% of the House payment.

Questions:
If the plan is not sanctioned, our house is illegal right?
Hence the payment we have made is against nothing?
How do we get out of this situation? We have already spent more money on the interior of the house.
