रियल एस्टेट में सहारा ने बनाया अंतरराष्ट्रीय संयुक्त उपक्रम
मुंबई सहारा समूह ने निर्माण क्षेत्र में पैठ बढ़ाने के लिए एक अंतरराष्ट्रीय संयुक्त उपक्रम की शुरुआत की है। दुनिया की सबसे ऊंची इमारत (दुबई का बुर्ज खलीफा) बनाने वाली अमेरिकी कंपनी टर्नर कंस्ट्रक्शन इंटरनेशनल एवं एक्रोपोलिस कैपिटल ग्रुप इस उपक्रम में सहारा की भागीदार होगी। सहारा समूह के चेयरमैन सुब्रत राय ने गुरुवार को संवाददाता सम्मेलन में सहारा टर्नर कंस्ट्रक्शन लिमिटेड नाम की इस नई कंपनी की घोषणा की। इस मौके पर टर्नर कंस्ट्रक्शन के अध्यक्ष एवं सीईओ निकोलस ई. बिलोट्टी और एक्रोपोलिस कैपिटल समूह के प्रबंधन साझीदार अनंत जैन भी मौजूद थे। सुब्रत राय ने बताया कि भवन निर्माण क्षेत्र में काम कर रही सहारा प्राइम सिटी लिमिटेड के साथ टर्नर के हाथ मिलाने से देश में अंतरराष्ट्रीय गुणवत्ता एवं तकनीक वाले भवनों के निर्माण में मदद मिलेगी। संयुक्त उपक्रम में सहारा की हिस्सेदारी फिलहाल 63 फीसदी होगी। टर्नर को निर्माण क्षेत्र में कई अंतरराष्ट्रीय ठेकों का अनुभव है। राय के मुताबिक यह कंपनी अगले कुछ वर्षो में 10 करोड़ डॉलर से ज्यादा का निवेश करेगी। नई कंपनी फिलहाल सहारा सिटी होम्स टाउनशिप की परियोजनाओं को आगे बढ़ाएगी। -Dainik Jagran |

DLF, state govt get HC notice over allotment of 350 acres in Wazirabad
GURGAON / CHANDIGARH: Allotment of around 350 acre prime land, acquired for public purpose by Haryana government, to real estate giant DLF for developing luxurious golf villas and golf course in Gurgaon has come under the scanner of Punjab and Haryana high court. The HC on Thursday issued notices to the state government and DLF seeking their response on the issue. Division bench headed by Chief Justice Ranjan Gogoi has also issued notices to Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) and Haryana Urban Development Authority (HUDA) asking them to file a reply by April 19. DLF is developing air conditioned apartments/villas and an 18-hole golf course on the land under the project 'The Magnolias'. A public interest litigation (PIL) was filed by Omprakash Mukdam, a resident of Wazirabad village in Gurgaon. The petitioner has alleged that acting on the instance DLF, Haryana government acquired the land for 'public purpose' to develop recreational/ leisure project and then issued it to M/s DLF Ltd, jeopardizing the interest of general public and inhabitants of Wazirabad village. The PIL also sought quashing of the letter of allotment of the land in favour of DLF. The petitioner says the ownership of the land should be transferred back to the gram panchayat of Wazirabad. Mukdam submitted before the HC that HUDA acquired a total of around 350-acre land of Wazirabad village on two occasions for 'public purposes'. First, 75 acres of land was acquired through notification of September 8, 1997 and then around 275 acres of land was acquired through notification of August 8, 2003. Subsequently the land was transferred by HUDA to HSIIDC, which on February 9, 2010 transferred it to M/s DLF Ltd on free hold basis. Even the process of allotment to DLF from the agencies of the state has been questioned. The land was allotted through a bid in which for all practical purposes DLF was the only qualified bidder because the other two bidders were disqualified on account of 'technical error'. The land cost DLF Rs1750 crore. Narinder Singh, petitioner's counsel, said the allotment process appears to benefit DLF, as the real estate company could not have acquired the land directly to set up it 'dream project'. -TOI |

चुनाव के बाद होगी सभी फ्लैटों की रजिस्ट्री
नोएडा (ब्यूरो)। अब तक आवासीय समितियों के जिन फ्लैटों की रजिस्ट्री नहीं हुुई है, चुनाव के बाद उन सभी की रजिस्ट्री हो सकेगी। वे चाहे मल्टीपल अटॉर्नी के चलते अटके हों या फिर किसी अन्य वजह से। बृहस्पतिवार को अपर महानिरीक्षक निबंधन की अध्यक्षता में जिले के रजिस्ट्री अधिकारियों की सेक्टर 33 स्थित कार्यालय में हुई बैठक में यह संकेत दिया गया। चुनावी अधिसूचना के चलते अधिकारियों ने औपचारिक तौर पर तो कुछ नहीं कहा, मगर इतना जरूर संकेत दिया कि मल्टीपल अटॉर्नी पर बिके फ्लैटों की रजिस्ट्री को लेकर प्राधिकरण से बातचीत हो चुकी है। चुनाव के बाद पहली बोर्ड बैठक में प्राधिकरण इस पर फैसला कर लेगा। इसके बाद शासन से मंजूरी लेकर समाधान योजना लागू की जाएगी। इसके तहत रजिस्ट्री कराने के लिए इन सभी को एक निश्चित समय सीमा दी जाएगी। उसके बाद इन फ्लैटों की रजिस्ट्री नहीं होगी। रजिस्ट्री विभाग के आंकड़ों के मुताबिक, अभी छह हजार फ्लैटों की रजिस्ट्री बाकी है। इसमें मल्टीपल अटॉर्नी वाले फ्लैट करीब ढाई हजार हैं। इसके अलावा सोसायटी के दस्तावेज में ही ट्रांसफर होने वाले फ्लैट व अब तक कंपलीशन न लेने के कारण रजिस्ट्री न करा पाने वाले सोसायटी के फ्लैट धारक भी हैं। वहीं, बृहस्पतिवार को अपर आईजी निशा गोयल ने सेक्टर 33 स्थित कार्यालय में जिले के अफसरों के साथ बैठक भी की। इसमें अब तक रजिस्ट्री न करा पाने वाले छह हजार फ्लैटों से करीब 75 करोड़ रुपये का राजस्व मिलने का अनुमान लगाया गया। अब तक 14,500 फ्लैट रजिस्टर्ड हो चुके हैं और इनसे करीब 180 करोड़ रुपये मिल चुके हैं। ब्यूरो -Amar Ujala |

HC SCRAPS LAND GIVEN TO GHAI'S FILM INSTITUTE, RAPS VILASRAO
The Bombay high court on Thursday ordered filmmaker Subhash Ghai to return the 20 acres allotted to his film institute in Goregaon in 2000 and said then Maharashtra chief minister Vilasrao Deshmukh “misused his official position“ to allow the deal. The court struck down a joint venture between the Maharashtra Film, Stage and Cultural Development Corporation and Ghai's Mukta Arts that runs the Whistling Woods International institute. Of the 20 acres, the state government was asked to immediately reclaim 14.5 acres of open land. The institute will have to return the remaining 5.5 acres after completing ongoing courses and shut down by July 2014. The judges said it was unacceptable that Deshmukh, who is now union science and technology minister, had personally counter-signed the joint venture agreement as a “token of goodwill and at the spur of the moment“. Ghai said he would challenge the verdict in the Supreme Court. Deshmukh didn't respond to phone calls and text messages, but Maharashtra chief minister Prithviraj Chavan hinted that the state might file an appeal. The Congress could find it difficult to defend Deshmukh if the opposition launches an attack on him. Deshmukh quit as chief minister in 2008 in an unceremonious manner after the 26/11 terror attacks. एमिटी नहीं ओखला बर्ड सैंक्चुरी होगा मेट्रो स्टेशन का नाम!
अथॉरिटी ने डीएमआरसी से नाम बदलने की सिफारिश की नोएडा नोएडा को साउथ दिल्ली से कनेक्ट करने वाले मेट्रो रूट पर प्रस्तावित नए मेट्रो स्टेशन का नाम अब एमिटी नहीं बल्कि ओखला बर्ड सैंक्चुरी होगा। नोएडा अथॉरिटी ने डीएमआरसी को भेजे एक पत्र में इस नाम की सिफारिश की है। इसके साथ ही ओखला बर्ड सैंक्चुरी अब मेट्रो के नक्शे में भी शामिल हो जाएगा। इससे इस टूरिस्ट स्पॉट का महत्व बढ़ जाएगा। सूत्रों के अनुसार पिछले महीने डीएमआरसी की ओर से तैयार डीपीआर में बॉटैनिकल गार्डन से कालिंदी कुंज तक करीब 3.71 किलोमीटर लंबे रूट पर एमिटी के नाम से एक स्टेशन का प्लान दिखाया गया था। इसके बाद इस रूट का पूरा प्लान तैयार करते समय अब यहां की फेमस ओखला बर्ड सैंक्चुरी को महत्व देते हुए नोएडा अथॉरिटी ने इस स्टेशन का नाम एमिटी की जगह सैंक्चुरी के नाम पर रखने की सिफारिश की है। इस स्टेशन से बर्ड सैंचुरी सिर्फ 1 किलोमीटर की दूरी पर होगी। नोएडा अथॉरिटी ने इसे यूपी गवर्नमेंट के निर्देश पर पर्यावरण संरक्षण के लिहाज से डिवेलप करने का प्लान बनाया है। -nbt |

Congestion, builders’ disinterest stall redevelopment projects here
Mumbai: Being one of the most densely populated wards in the city, the E ward — comprising Byculla, Mazgaon, Reay Road and Kamathipura areas among others — displays the worst possible congestion and lack of sanitation. Having the highest number of decades-old slum and chawl settlements made up of old, dilapidated and cessed structures closely packed against each other, lack of redevelopment projects is the biggest concern for lakhs of people living here. As against the city’s average population density of 26,722 persons per sq km, E ward (spread over 7.32 sq km) has 59,538 people living in the same area, second only to C ward’s average of over 90,000 people. Narrow bylanes with heaps of garbage running between matchbox buildings is a common sight in old areas of Nagpada and Agripada. While most residents of these old, creaky houses prefer redevelopment of their buildings, unreasonable landlords and lack of interest among builders have rendered the pace of redevelopment slow. Each cessed structure stands on a plot measuring merely 400 sq ft. R A Chaudhary, a resident of Byculla and an official in the Mumbai Fire Brigade, said because of the small plots, builders do not find redevelopment projects under 33(7) commercially viable. “Builders will not be interested unless a group of cessed buildings come together and ask for a cluster redevelopment project. But the landlords here act like goons who do not give title clearances. Moreover, there is no clear majority amongst the residents of these buildings. Out of sheer apathy, people prefer staying in these houses,” he said. He said fire-fighting is also difficult in these lanes, where two-wheelers are illegally parked and even the smallest fire tender cannot enter the lanes. These areas also have small cottage industries and mini industrial estates in Byculla and Mazgaon areas. These, along with illegal slaughter houses, add to the poor sanitation. The other prominent chawls include the Khatau Chawl, BIT chawls and the Dagdi Chawl, known for its famous resident, don-turned-politician Arun Gawli. Gawli’s daughter Geeta and sister-in-law Vandana are corporators in wards 205 and 204 respectively. The ward also includes the country’s largest red-light area, Kamathipura. The E ward also has large tracts of Mumbai Port Trust Land such as areas of Reay Road, Darukhana and parts of Dockyard Road. NCP corporator Mangesh Bansod said there are limited BMC services in the area, such as adequate water supply and garbage collection. Darukhana, which used to be a thriving dock in the 19th century, now has a number of ship breaking and metal scrap selling units with workers employed in dangerous work conditions. The area is largely encroached upon by slums and also has many wholesale storage units for iron and steel. Ship breaking is not only environmentally hazardous but also leads to occasional fire incidents that have claimed lives of many workers in the past. Redevelopment may have been slow for cessed buildings but large tracts of defunct mill lands such as Khatau Mills have seen rapid redevelopment with swanky tall high-rises in Motisha Lane. The Ghodapdeo area with old slums has seen a considerable amount of redevelopment with the MHADA developing almost 70 buildings in the area. However, water shortage is a problem here. Three-time Shiv Sena corporator Ramakant Rahate said the BMC’s water pipelines to each of their buildings are a mere two inches in diameter, leading to water shortage. The Sane Guruji Marg, along which the Arthur Road Jail is located, witnesses severe traffic jams during evening and morning peak hours due to the construction of the Jacob Circle-Wadala Monorail. The ward has few open spaces worth mentioning. The revamp plan of the Byculla Zoo, owned and maintained by the BMC, has been mired in controversy with citizen groups opposing the multi-crore project, which they feel, will rob the zoo of its green cover. Similarly, since the Joseph Baptista Garden atop the Bhandarwada Hills — nicknamed “Malabar Hill of the poor man” — overseeing the Mumbai harbour was brought under the BMC’s Rs 3-crore revamp project, the residents now see tiles and concrete instead of grass and tall trees. -Financial Express |

Punjab softens stand on UT periphery properties’ case
Chandigarh: Finally, the Punjab government has decided that it will not oppose if the investigation of the case pertaining to alleged illegal properties owned by various high-ups in the periphery of Chandigarh is handed over to a special (judicial) Tribunal. The State has decided to convey to the Punjab and Haryana High Court that though there is no “need” for a Judicial tribunal to probe the case, it is not “averse” to the transfer of investigation to a judicial tribunal, if the High Court decides so. The final decision assumes significance since the Punjab government had till now vehemently opposed the transfer of investigation of the case to a Judicial Tribunal. “Though we have decided to state that there is no need for a Judicial Tribunal to look into the case, the State will not oppose if the High Court decides to transfer the matter to a Judicial Tribunal,” a senior government functionary told Newsline. The State will emphasise the several status reports prepared by government agencies on alleged illegal properties owned by high-ups in the city’s periphery. The case will come up for hearing on Thursday. Highlighting the gravity of the case, the High Court had remarked that it is equivalent to the infamous 2G spectrum case. The High Court had asked the Punjab government to give its final response during the resumed hearing of a PIL arising out of a suo motu notice taken by Justice Ranjit Singh. Office space saw high vacancy last quarter
Mumbai: With the commercial market being hit by a slump after being on a high for the past two years, office space across Mumbai have recorded high vacancy levels in the last quarter of 2011. The impact has been felt most in Lower Parel, which witnessed a 42 per cent vacancy in this period. According to the latest office market report released by CB Richard Ellis (CBRE), with companies putting their expansion plans on hold, several transactions for office space in the fast-emerging commercial market of Lower Parel could not be closed. As a result, occupancy levels remained low. The only significant leasing transaction that occurred in the last quarter of 2011 was India Hotel taking up 40,000 sq ft in the Indiabulls Finance Centre. The report states that the high level of vacancies has forced developers to delay their project completion plans to 2012. It says, “Sluggish market conditions led to delay in completion of almost 1.1 million sq ft of new office supply in one of the prominent projects (in Lower Parel) to early next year.” While Lower Parel has been the most hit, other office micro-markets of Nariman Point, Worli-Prabhadevi, Bandra-Kurla Complex, Andheri, Powai, Navi Mumbai and Thane witnessed low vacancy levels and no change in rental values. Due to this, the last quarter of 2011 saw very little new grade A office supply being infused into Mumbai’s commercial market. Much of this delayed supply is likely to be ready in 2012, which will further increase the vacancy rates and exert a downward pressure on rentals. The report predicts a bleak scenario for the year ahead with demand for office space expected to slip further not only in Mumbai but in major cities across the country. Anshuman Magazine, chairman and MD for CBRE South Asia, said the slowdown in supply and absorption of office space points to the uncertainty within the corporate sector. “The continuing volatility in the global and Indian financial markets coupled with rising inflation and interest rates has led corporates and developers to be cautious in their expansion plans,” he said. He pointed out that the liquidity crunch, high interest rates and wavering demand, which are adversely affecting commercial projects’ completion, are here to stay until the economic situation improves. The latest report on India’s commercial property by the Royal Institution of Chartered Surveyors (India), the international self-regulatory body for property market, also states that the office market is “levelling off after having risen substantially over the past two years”. Case stalls low-cost housing project
Pune: After the cancellation of the DB Realty project to build low-cost houses for the poor, the Pimpri-Chinchwad New Town Development Authority (PCNTDA) had in October 2011 taken upon itself to construct 5,040 homes under the Basic Services to Urban Poor (BSUP), and 2,750 homes for the Middle Income Group (MIG) and High Income Group (HIG). However, the township project is yet to start as a case regarding the cancellation by DB Conwood and Man Infrastructure is pending in the high court. “We are awaiting the court decision before starting the project,” said PCNTDA chairman Yogesh Mhase. Even as the project was to take off, the ase has stalled the development, he added. “The hearing has not taken place yet,” said Mhase. Former divisional commissioner Dilip Band had cleared the project but it never took off. It was supposed to be completed in two years. However, citing the delay, the central government had cancelled the DB realty project and subsequently the PCNTDA scrapped it. The project entailed making low-cost (Rs 1-1.5 lakh) houses available to residents. “Now, we will have to initiate the tendering process once again and build 8,000-10,000 houses on our own. It will take another three years for the township to be ready,” officials said. DB Realty Ltd had contended that its Rs 400-crore township project was cancelled by PCNTDA without citing any reason. Band had said the project was cancelled because PCNTDA could not take the allotted money from the central government. Sahara launches construction JV with Turner
Mumbai: Privately held conglomerate Sahara India and U.S.-based Turner Construction Co have formed a construction joint venture that plans to build projects worth $25 billion over 20 years in India, the companies said on Thursday. Sahara, with assets of $26 billion, has global interests in finance, infrastructure and real estate, hospitality and media and entertainment. Turner, a subsidiary of German construction group Hochtief, builds about $8 billion worth of projects every year. The joint venture, Sahara Turner Construction Ltd, aims to complete projects worth $2.5 billion over five years, the companies said. Sahara India will initially invest $100 million and will hold 63 percent of the joint venture, Chairman Subrata Roy told reporters, adding the group could raise its investment to more than $300 million later. Nicholas Billotti, chief executive of Turner Construction International, the company's overseas business unit, declined to provide details of its investment or shareholding in the joint venture. -Financial Express |
