Mumbai slips behind Pune, Delhi in home-loan demand
MUMBAI: Mumbai has fallen by the wayside in the mortgage market rankings as record realty prices keep customers away, say real estate and home finance executives. Pune and New Delhi have overtaken India's financial capital with steady demand, while Mumbai has fallen to third or fourth position for housing finance. "It used to be number one but there are not many new projects that sell in big numbers," said V Srinivas Rangan, exeutive director HDFC. "So, most sales are outside Bombay where the value is lower. We are witnessing good volumes from the northern market, especially the National Capital Region (NCR)." In addition to affordability in the north, Mumbai real estate is seeing a slowdown due to lack of infrastructure and economic slowdown. With the financial situation worsening over the last couple of years, Mumbai — predominantly a banking and fiancial services oriented region — has lost its position. Apart from unaffordable prices, the dearth of new launches in Mumbai is a key reason for falling sales. "Lending in Mumbai has come down. Prices have shot to unsustainable levels," said VK Sharma, MD and CEO, LIC Housing Finance. "The real estate market is under stress. New projects are not coming up and existing ones are getting delayed. Also, with prices at this level, expectation of returns has also fallen." Most realty projects are in the services sector, especially IT and banking. The Mumbai market has been predominantly banking and financial services oriented. In other metros, a lot of the work is in distribution, marketing and back office. Also, real estate costs are very high in Mumbai. The type of rentals we pay for back office does not make any economic sense, added Sharma. According to Jones Lang LaSalle India, Pune and Delhi-NCR continue to see good traction as these markets continue to be affordable and new launches are helping to keep the momentum. Of the total launches in Mumbai, NCR and Pune since January, around 60% were in NCR, 25% were in Pune and the rest were in Mumbai. "In the Mumbai Metropolitan Region, sales momentum continues to be better in Navi Mumbai as costs are still affordable and launches are taking place there. However, in Mumbai itself the momentum is sluggish as there are no major launches except in Worli, Lower Parel and Prabhadevi," said Om Ahuja, CEO, Residential Services, Jones Lang LaSalle India. Many developers in the city have revised and submitted their project plans to the civic authorities following the recent amendment in Development Control Rules. There's enough demand for the right products with the right price," says Ahuja, emphasising that if developers in Mumbai that are launching projects offer their products at the right price, customer response can improve. Every year, the Pune market sees sales of around 57,000 residential apartments and most of these are bought by people who come to work there. In Gurgaon, this number can be 30% higher, and this average is being maintained as these cities continue to offer jobs, said property consultants. The job market in Mumbai, on the other hand, does not look quite as attractive in the current scenario, they said. Credai opposes VAT on flats sold in 2006-’10
The Confederation of Real Estate Developers’ Association of India (Credai), Pune Metro, has opposed state government’s order asking them to pay value added tax (VAT) on flats that they sold between June 2006 and March 2010. The real-estate body has asked for extending the deadline of August 31 to pay the retrospective tax. Credai director-general D K Abhyankar said that after April 1, 2010 the developers have been paying 1 per cent VAT on property sale under the composite scheme. However, he said that Credai has already approached Supreme Court and the petition related to the payment of VAT is pending before the court. “A petition has already been filed in the apex court, but the government has asked us to clear VAT by August 30. We have requested the finance department to extend the deadline. We have urged that the deadline be extended by at least three months as the order has been issued in hurry,” he said. Abhyankar said total VAT that would be paid by developers has not been worked out yet, but the number of flats that were sold during the period in the city is over 1.5 lakh. Credai said the real-estate industry is already battling issues of delay in clearances in real-estate projects and the new order has only come as a dampener. Now,a 3D printer that can build a house in 24 hours
London: A scientist claimed to have developed a 3D printing technology that could be used to build a house in under 24 hours reducing the cost of construction. Professor Behrokh Khoshnevis from the University of Southern California claimed that his Contour Crafting construction method can build entire houses with all the fixtures and fittings,the Daily Mail reported.Countour crafting is a layered fabrication technology that uses a huge moveable gantry to build a house in the same way that a 3D printer deposits layers of plastic. Strong walls are built up layer by layer using concrete with automatic reinforcement,while plumbing and electrics are also added by the system during the building process. The nature of the technology means it will also be possible to create curved walls and architecture that is both exotic and beautiful, Khoshnevis was quoted as saying by the paper. गंगा हाइटेक सिटी योजना को हरी झंडी
ठ्ठ जागरण ब्यूरो, लखनऊ पूरब का मैनचेस्टर कहे जाने वाले कानपुर में एक अत्याधुनिक औद्योगिक नगरी बसाने की कवायद शुरू हो गई है। बहुमंजिला इमारतों से युक्त और चहारदीवारी से घिरी इस औद्योगिक नगरी को गुड़गांव की तर्ज पर विकसित करने की योजना है। वहीं इसके भीतर के रिहायशी इलाके को चंडीगढ़ सरीखा स्वरूप देने की मंशा है। मंगलवार को मुख्यमंत्री अखिलेश यादव ने प्रोजेक्ट के लिए सैद्धांतिक सहमति दे दी है। कानपुर में कंपनी बाग चौराहे के पास स्थित गंगा बैराज से उन्नाव की ओर डेढ़ से दो किमी की दूरी पर यूपीएसआइडीसी की 1151 एकड़ जमीन पर यह हाईटेक इंडस्टि्रयल सिटी विकसित की जाएगी। सिटी का 31 प्रतिशत क्षेत्रफल औद्योगिक, 18 प्रतिशत आवासीय, 15 से 18 प्रतिशत हरित क्षेत्र और शेष मिले-जुले प्रयोजन के लिए इस्तेमाल किया जाएगा। यहां 28 से 35 मंजिला भवन होंगे जिनके सामने की ओर ग्लास स्ट्रक्चर का इस्तेमाल किया जाएगा। औद्योगिक क्षेत्र की इमारतें वर्टिकल मैन्युफैक्चरिंग फ्लैटेड स्ट्रक्चर के आधार पर बनाई जाएंगी। इन भवनों में सूचना प्रौद्योगिकी, बिजनेस प्रोसेस आउटसोर्सिंग, वित्तीय सेवाएं, होटल, वस्त्र, आदि सेक्टरों की कंपनियों के दफ्तर होंगे। इस टाउनशिप का खास आकर्षण यहां प्रस्तावित एक्सपोजीशन मार्ट होगा। इसके आधे हिस्से में कार मार्ट होगा जहां हर तरह की गाडि़यों के शोरूम होंगे। बाकी आधा हिस्सा चमड़े से बने उत्पादों और हस्तशिल्प को समर्पित होगा। परियोजना के अंदर प्रस्तावित आवासीय सेक्टर को चंडीगढ़ की तर्ज पर बसाने की योजना है। रिहायशी इलाके में बनाए जाने वाले मकानों का अग्र भाग पीछे की ओर होगा जिससे कि लोग आगे की ओर दुकानें व शोरूम न खोल सकें। टाउनशिप में प्रस्तावित भवनों की डिजाइनिंग इस तरह की गई है कि उनके ऊपर से गुजरती आकाशीय रेखा लहरों के आकार सदृश दिखेगी। इस औद्योगिक नगरी की एक और खासियत यहां के बीचो बीच 300 एकड़ पर प्रस्तावित पार्क होगा, जिसका आकार गंगा नदी के प्रवाह क्षेत्र जैसा घुमावदार होगा। पार्क में गोल्फ कोर्स और सेहत के लिहाज से पैदल चलने के हिमायतियों के लिए वॉकिंग प्लाजा भी होगा। पार्क और हरित पट्टियों में स्पि्रंक्लर सिंचाई की व्यवस्था होगी। सुरक्षा के लिहाज से इस अत्याधुनिक औद्योगिक नगरी के चारों ओर चहारदीवारी बनाई जाएगी। टाउनशिप में प्रवेश के लिए दो मुख्य रास्ते होंगे। तेज और धीमे चलने वाले यातायात के लिए अलग-अलग लेन होंगी। सुरक्षा और निगरानी के मकसद से टाउनशिप में जगह-जगह क्लोज सर्किट टीवी कैमरे लगाये जाएंगे। टाउनशिप के औद्योगिक क्षेत्र में एफ्लुएंट ट्रीटमेंट प्लांट और आवासीय इलाके में सीवेज ट्रीटमेंट प्लांट स्थापित किए जाएंगे। सिटी में वाटर रीसाइक्लिंग की भी व्यवस्था होगी। बिजली, टेलीफोन, ऑप्टिकल फाइबर के केबल तथा रसोई गैस व पानी की पाइपलाइन अंडरग्राउंड डक्ट से गुजरेंगे। मुख्यमंत्री ने कहा कि राज्य सरकार हाईटेक सिटी के विकास को बढ़ावा देगी। ट्रांस गंगा हाईटेक सिटी परियोजना को मुख्यमंत्री की ओर से हरी झंडी दिखाए जाने के बाद यूपीएसआइडीसी के प्रबंध निदेशक मनोज सिंह ने बताया कि अब इस प्रोजेक्ट को निगम के बोर्ड से मंजूरी दिलाई जाएगी। इसके बाद कंसल्टेंट का चयन होगा। |

दिल्ली समेत देश के 10 शहरों में मेट्रो पर काम
शहरी विकास मंत्री कमलनाथ ने आज बताया कि देश के दस शहरों में मेट्रो परियोजनाओं पर काम चल रहा है। उन्होंने लोकसभा में जानकारी दी कि दिल्ली, बेंगलूर, चेन्नई, गुडग़ांव, फरीदाबाद, हैदराबाद, जयपुर, कोलकाता, मुंबई और कोच्चि में मेट्रो परियोजनाओं पर काम चल रहा है। मंत्री ने लिखित उत्तर में बताया कि अहमदाबाद से गांधीनगर के बीच मेट्रो रेल परियोजना के लिए गुजरात सरकार से अभी औपचारिक प्रस्ताव और विस्तृत परियोजना रिपोर्ट प्राप्त नहीं हुई है। उन्होंने कहा कि तकनीकी पहलुओं को मंजूरी देने को छोड़कर मेट्रो परियोजना के क्रियान्वयन और आर्थिक सहायता देने में रेल मंत्रालय की कोई सीधी भूमिका नहीं है। business standard |

कानपुर में हाइटेक सिटी
उत्तर प्रदेश की औद्योगिक नगरी कानपुर को मुख्यमंत्री अखिलेश यादव ने हाइटेक औद्योगिक सिटी की सौगात दी है। निजी सार्वजनिक सहभागिता (पीपीपी) के आधार पर विकसित की जाने वाली इस हाइटेक औद्योगिक सिटी को गंगा पार इलाके में बसाया जाएगा। यादव ने कहा है कि प्रदेश सरकार राज्य में हाइटेक शहरों के विकास को बढ़ावा देगी। उन्होंने कहा कि बदलते परिवेश में रहन-सहन के तरीके में बदलाव आया है और लोगों की आवश्यकताएं भी बढ़ गई हैं। ऐसे में यह जरूरी है कि नई अवधारणा और आवश्यकताओं के आधार पर हाइटेक शहर विकसित किए जाएं, ताकि लोगों को सारी सुविधाएं एक ही जगह पर मिल सकें और उन्हें इधर-उधर भटकना न पड़े। मुख्यमंत्री ने यह बात राज्य औद्योगिक विकास निगम लिमिटेड द्वारा कानपुर में प्रस्तावित नई इंडस्ट्रियल सिटी के निर्माण के संबंध में आज यहां सचिवालय एनेक्सी में आयोजित प्रस्तुतीकरण के मौके पर कही। उप्र औद्योगिक विकास निगम लिमिटेड द्वारा कानपुर में ट्रांस गंगा क्षेत्र में एक औद्योगिक नगर की स्थापना के संबंध में प्रस्तुतीकरण में बताया गया कि प्रस्तावित नगर 1132 एकड़ के क्षेत्र में बसाया जाएगा और यह चारों तरफ से दीवार से घिरा होगा। इस पूरे नगर में अंडरग्राउंड वायरिंग, केबलिंग, गैस आपूर्ति, जलापूर्ति, ऑप्टिक फाइबर इत्यादि की सुविधा उपलब्ध कराई जाएगी। औद्योगिक नगर में निर्मित की जाने वाली इमारतें 28-35 मंजिला होंगी, जिनमें सूचना प्रौद्योगिकी से संबंधित उद्योगों, बीपीओ, वित्तीय संस्थानों, होटलों इत्यादि की स्थापना प्रस्तावित है। Business standard |

NOIDA: Farmers of villages along the Yamuna Expressway gathered at Zikarpur village on Tuesday to observe Martyrs' Day on the second anniversary of the clash with security personnel in Tappal, Aligarh in 2010 which had left more than four dead. Farmers also demanded opening of a new interchange for the expressway near Bajna in Mathura district and extension of the service road along the speedway till Agra. "The nearest interchange is more than 15km away and villagers have to travel for long to access the highway," said a farmer leader, Ram Babu Katelia.

Greater Noida: With a view to prevent land agitations, the Bharatiya Kisan Sangharsh Samiti has written to Uttar Pradesh Chief Minister Akhilesh Yadav and the CEO of Greater Noida Authority, asking for pubic hearings before the government acquires land under the Greater Noida Master Plan 2021.
The Samiti, an umbrella organisation of farmers in Greater Noida, asked the administration to carry out a survey of residential land before any acquisition takes place. “Land agitation has hurt the interests of both farmers and buyers. One of the main issues was the usurping of land under the urgency clause. They are going to acquire land for development projects under the Greater Noida Master Plan. Therefore, we have asked for public hearings and intimation so we can voice our grievances in case any acquisition takes place,” a BKSS member said. Dushyant Nagar, a member of the organisation said, “The major bone of contention was the issue of regularisation of abadi (residential) land. This happened because there were problems in the earlier government estimates of the people living in our villages. Therefore, we want another survey to take place before any land is acquired.” The farmers also asked for schools, colleges and hospitals to be built in the area. “When we were negotiating with the administration and the Greater Noida Authority was asking us to call off our protests, we were promised schools, roads and hospitals. This is a legitimate demand because when our land was acquired under the urgency clause, all of this was promised. Therefore, we have asked for roads, a green belt, schools and colleges for our children, which will not only provide opportunities in these sectors, but will also provide employment when they are being built,” Bhisham Singh, another BKSS member, said. New Delhi: As the country has limited land resource, city building rules should be liberalised to allow maximum covered areas in construction of houses and commercial buildings, Assocham President Rajkumar N Dhoot said today.
"Recommendations of the Ashok Chawla Committee on Natural Resources (in this regard) the Floor Area Ratio (FAR) should be implemented," the Assocham chief said in a statement here. As per the FAR rules, a proportion of the plot size has to be earmarked for open space in the building. The builders have been demanding that this ratio should be reduced. It varies from state to state. He said several other recommendations of the Chawla panel should also be implemented to ensure that no forcible land acquisition takes place and the farmers are compensated well. As the committee suggested, a transparent and dependable system of land bank data should be put in place by the government. Besides, a part of the notional gains by the land acquirer should be used for public welfare in the areas. "Land is a sensitive and sentimental issue for the farmers. But it is a crucial requirement for economic growth and removal of poverty. Some of the models adopted by the states like Haryana have been successful," Dhoot said. He said farmers would agree for parting with their land if they too gain from the development process. In its report submitted to the government in May, 2011, the Chawla Committee had made some useful recommendations which, if implemented, can resolve several of the knotty problems confronting the whole issue of land acquisition, Assocham chief said. "The bottomline should be: win/win situation for the acquirer as also the farmers who is parting with the land," Dhoot said. One of the most contentious issues relates to the quantum of compensation paid to the farmers. This arises out of a wide difference between the market price of land and the value which is shown in the government records, known as 'Schedule of Rates' (SoRs). The SoRs form the basis for giving compensation to farmers. As per Chawla panel's recommendation, there should be regular updating of SoRs in line with the corresponding market rates. "Once the gap between the market rates and the SoRs is brought to a minimum, there would be less pressure for allotment of land at the so-called institutional rates," the chamber said.
