नोएडा
किसान रिजर्व कैटिगरी स्कीम के ड्रॉ होने तक किसान कोटे के 5 पर्सेंट प्लॉटों की आवंटन प्रक्रिया ठंडी रहेगी। लैंड डिपार्टमेंट समेत अथॉरिटी के अन्य अफसरों के इस स्कीम में बिजी रहने के चलते 1 महीने बाद प्लॉटों की फाइलों पर काम होगा। अथॉरिटी के प्रशासनिक अफसर राजेश प्रकाश से किसान संगठन के सदस्यों ने 5 पर्सेंट किसान कोटे के प्लॉटों को लेकर मुलाकात की थी। वार्ता के दौरान राजेश प्रकाश ने लैंड डिपार्टमेंट के सभी अफसरों को किसान रिजर्व कैटिगरी की सूची तैयार करने को कहा था। आपत्तियों के निस्तारण के बाद 15 सितंबर तक इस कैटिगरी का ड्रॉ हो सकता है। अथॉरिटी ने 1976- 97 के बीच जमीन देने वालों किसानों के लिए रिजर्व कैटिगरी की स्कीम करीब 9 महीने पहले लॉन्च की थी।

Homes no bigger than a bus

Yeh kamra toh shuru hone se pehle hi khatam ho gaya, bhai!” This piece of wit from the sidekick ‘Circuit’, of Bollywood blockbuster ‘Munnabhai MBBS’ fame, is being played out in the affordable housing sector today, where real estate developers are offering homes that measure a mere 250 square feet. “Which is, as big as a bus!” said a real-estate expert who did not want to be named.


Affordable, but how liveable?


In order to make the dwelling more affordable, reducing the saleable area is one of the several measures that are being adopted by real-estate developers who have entered the market in the National Capital Region, Mumbai, Ahmedabad, Kolkata, Pune, Bangalore and Chennai.


As a result, affordable houses have shrunk by at least 40 per cent of the sizes that existed a decade ago, say real-estate experts.


“According to our estimates, the sizes of affordable houses in Gujarat has shrunk by at least 40 per cent in the last decade,” says Nirav Kothary, head of industrial real-estate division at Jones Lang LaSalle (JLL), a global property consultant.


A recent report titled ‘Affordable Housing in India’ from JLL clearly states, “In order to reduce costs and improve affordability for the buyer, developers have adopted several measures. This includes units having reduced saleable areas of 250-350 square feet for one room-kitchen, and 400-500 square feet for one bedroom-hall-kitchen formats.” Experts describe these homes as being no bigger than a state transport bus operating in the state.


Real-estate developers say that the rising cost of land in urban centres is the main cause behind the shrinkage in the sizes of affordable houses. While experts believe that smaller housing units are an apt answer for India’s housing problems, a research study conducted by the Hyderabad-based Indian School of Business (ISB) in 2011, points out that families feel “uncomfortable” to live in houses that are smaller than 700 square feet.


Even large affordable housing players like Tata Housing are offering units as small as 293 square feet (carpet area) and in Ahmedabad it costs Rs 8 lakh.


In the period 2009-12, affordable housing projects priced between Rs 5-10 lakh have been sold on an “application model” due to huge demand, with multiple takers for the same unit, says JLL.


Thriving market, new suburbs


Increasing land prices have also pushed affordable housing projects away from city centres. Mumbai and NCR have affordable housing projects located 65-75 km away from the city centre. On the other hand, Ahmedabad and Kolkata provide better proximity, with projects located at a distance of 15-20 kms. Bangalore, Pune and Chennai also have projects after a distance of 25-30 km from the city centre, states the JLL report.


The shortage of land has been exacerbated artificially by poorly conceived central, state and municipal regulations. As a result, land prices in India are much higher than intrinsic levels that can support mass real-estate developments.


Mumbai is currently leading the affordable housing sector, with over 15 projects. Karjat, Palghar and Boisar in the neighbouring Thane and Raigad districts are the popular locations for homes at that price point. In Ahmedabad, the localities of Narol and Vatva have multiple ongoing projects.


Apart from Tata Housing the other players are Value Budget Housing Corporation, Foliage, DBS Affordable Homes and Nirman Group. Other big players such as HDIL and Usha Breco Realty have been successful while Mahindra Lifespaces, TVS Housing and S Raheja have announced future developments targeting this segment are.


“There cannot be houses as small as 250 square feet,” says Umang Thakkar, CMD Dharmadev Infrastructure which is currently building 10,000 affordable housing apartments in various areas of Ahmedabad and start at 600 square feet.


Thakkar who has been in the affordable housing business for the last 20 years feels that rising prices of land and the changing lifestyles of people have caused houses to shrink. “The prices of land have risen several fold over the last few years. Moreover, people no longer live in joint families. There are more number of singles and migrants who prefer smaller houses,” says Thakkar.


In order to ensure low construction cost, the building structure is typically low-rise with Ground+ four floors, without a lift. “The low-rise structure and adoption of technologies such as aluminium formwork and building information modelling enables developers to complete the project within a short period of 18-24 months, thus decreasing the collective time and better returns,” the JLL report states.


THE AFFORDABILITY GAME


To make the housing project more affordable for the buyer, developers are adopting the following measures:


Limited options: Units offered are mostly one room-kitchen and one-bedroom-hall-kitchen formats


Reduced areas: Units have reduced saleable areas of 250-350 square feet for one-room-kitchen and 400-500 square feet for one-bedroom-hall-kitchen.


Low construction cost: Structure is typically low-rise with ground+3 or ground+4 floors, without lift.


Shorter period of construction: The low-rise structure and adoption of technologies such as aluminium formwork and building information modelling enables developers to compete the project within a short period of 18-24 months, thus decreasing the collection time and improve returns.

Default Crackdown on land encroachers

NOIDA: The Noida Authority will lodge FIRs against those found encroaching upon land adjacent to villages. In a meeting held with senior officials of various departments of the Authority on Sunday, CEO Sanjeev Saran, directed for strict action to be taken on anybody found encroaching on such land. The CEO also passed directions for development of markets in vacant commercial spaces.

The Authority has decided to carry developmental works on such village lands and begin its disbursal to farmers under the 5% developed land quota scheme. "The Authority will do developmental work on these lands like construction of sewer lines, water supply pipes, electricity transmission lines, etc prior to its disbursal," said CME (Civil), AK Goel.

The Authority has also decided to take punitive action against those who have already encroached upon such land in a special drive to be conducted soon. Senior police officers have already been informed about this drive.

Meanwhile, the planning department of the Authority has been asked by the CEO to prepare a blueprint for development of markets in vacant commercial spaces within residential sectors. Around 15 sectors have been identified for the purpose.

"Work on developing these markets would commence within a week. Commercial schemes for shops will also be launched as soon as the civil works begin," said Goel.

Default Industry slams power tariff hike in Noida

Noida: In a further setback to industrialists already incurring losses and contemplating moving to Gujrat, the Uttar Pradesh Electricity Regulatory Commission (UPERC) has announced that a hike in power tariff for the industrial and commercial areas in western UP is inevitable. A team led by UPERC chairman Rajesh Awasthi held a public hearing in Noida on Saturday to allow individuals, associations and others to put across their arguments. A 33% hike has been proposed.

The chairman said the new rates would come into effect from October 1 and a formal announcement would be made by September 25. The proposal to increase tariff for commercial and industrial users has been met with stiff opposition from industrialists in Noida. The entrepreneurs and industrialists have exhorted the government not to revise tariff, as it would further hit industrial output. Industrialists have warned that increasing the burden on industries would not only discourage new investments, but also force the existing units to move out to states offering a more conducive environment.

The UP government had in June proposed a 33% hike for commercial and industrial users. The power department had sent the proposal to the UPERC for approval, citing losses to the tune of Rs 25,000 crore and a hiatus of around three years since the tariff was last revised.

Though the final decision would be taken only after a nod from UPERC, industrialists who anticipate increased production costs have demanded that the proposal be withdrawn. In a memorandum submitted to the UPERC chairman the Noida Entrepreneurs' Association (NEA) said the power corporation should treat Noida differently. "Noida is a separate profit centre, and therefore, it should have different tariff," said Vipin Malhan, president of NEA. "The industry is already paying higher tariff than other categories of consumers and is also bearing the burden of cross-subsidy of other categories," Malhan said. He added that if hiking tariff was unavoidable, then it should be raised for all categories of consumers and not just for the industry.

Several other entrepreneurs echoed these sentiments during the meeting, calling the steep hike in industrial tariff unjustified. "At a time when industries in UP are going through a rough patch due to the absence of a conducive tax regime among other reasons, a hike would prove disastrous," said Sudhir Jain, another industrialist. "Noida contributes a huge part of the revenue for UP and has taken the state to new heights. Instead of hiking tariff, the government should bring in new schemes to bolster industrial growth here," added Sushil Agarwal.

Lucknow: Vowing to provide adequate infrastructural facilities in the state, Chief Minister Akhilesh Yadav on Sunday said his government was planning to spend Rs 50,000 to 60,000 crore for construction of roads. “We are committed to provide infrastructural facilities in the state and plans are afoot to spend Rs 50 to 60 thousand crore for construction of roads,” he said. The state government was making all out efforts to improve power scenario in the state, Yadav said at a function here. The Chief Minister underlined the need for use of Information Technology for providing better facilities to the people.

Default Housing scheme for journalists on anvil

Chief Minister Akhilesh Yadav on Saturday said his government would soon bring a housing scheme for journalists keeping in mind the problems being faced by them. A delegation of Uttar Pradesh Accredited Journalist Association, led by its president Hemant Tiwari and secretary Siddharth Kalhans, met the CM and raised the issue.

The delegation said while the number of journalists had increased manifold in the last 16 years, no provision of a new housing scheme was made.

Akhilesh said efforts would be intensified to provide plots to journalists at cheaper rates with the start of Patrakarpuram phase three scheme soon. If any hurdle was faced then multi-storeyed flats would be provided at cheaper rates, he said.

नोएडा।। दिल्ली से आगरा की कनेक्टिविटी और आसान हो जाएगी। दरअसल नोएडा अथॉरिटी ग्रेनो एक्सप्रेस-वे से नोएडा एंट्री पॉइंट के बीच 6 लेन की एलिवेटेड रोड बनाने की प्लानिंग कर रही है। दिल्ली के चिल्ला रेगुलेटर से महामाया फ्लाईओवर के बीच 5.8 किमी इस रोड का डिजाइन तैयार करने के लिए अथॉरिटी ने कंसल्टेंट कंपनियों से ईओआई मांगे हैं।

अथॉरिटी अफसरों के अनुसार इस एलिवेटेड रोड के तैयार होने के बाद दिल्ली के आईटीओ से ग्रेटर नोएडा होते हुए आगरा तक का रूट सिग्नल व जाम फ्री हो जाएगा। 3-3 लेन की एलिवेटेड रोड की फाउंडेशन बीच के पिलर पर टिकी होगी। अथॉरिटी अफसर इस कोशिश में हैं कि पिलर फाउंडेशन शाहदरा ड्रेन के बीच में न तैयार कर साथ में जाने वाली सर्विस लेन पर बनाया जाए। ऐसा होने पर प्रोजेक्ट के अप्रूवल में दिल्ली से मंजूरी लेने की जरूरत नहीं आएगी।

जाम से बचाएगी एलिवेटेड रोड

नोएडा एंट्री पॉइंट से ग्रेनो एक्सप्रेस-वे तक कुल 4 लेन की सड़क है। एक तरफ राष्ट्रीय दलित प्रेरणा स्थल एवं ग्रीन गार्डन और दूसरी तरफ सेक्टर-15ए होने के चलते रोड का चौड़ा होना संभव नहीं है, जबकि दिल्ली और ग्रेनो एक्सप्रेस-वे 6 लेन का है। यमुना एक्सप्रेस-वे के चालू होने और कालिंदी कुंज से आने वाले हैवी ट्रैफिक के चलते यहां अक्सर जाम की स्थिति बनी रहती है। आने वाले दिनों में यहां से रोजाना करीब 1.5 लाख गाडि़यों के इस रूट से गुजरने की संभावना है। ट्रैफिक की इस समस्या से निपटने के लिए ही अथॉरिटी ने शाहदरा ड्रेन पर 6 लेन की एलिवेटेड रोड बनाने की योजना बनाई है।

दूसरे सेक्टरों की मार्केट पर डिपेंड होने वाले कई सेक्टरों के लिए एक अच्छी खबर है। अथॉरिटी ऐसे 15 सेक्टरों में थीम मार्केट की सौगात देने जा रही है। इन सेक्टरों में खाली पड़े कमर्शल प्लॉटों पर थीम मार्केट डिवेलप किए जाएंगे। अथॉरिटी सीईओ ने ऐसे सेक्टरों में स्टैंडर्ड नक्शे के आधार पर एक जैसी दुकानें बनाकर स्कीम लॉन्च करने के निर्देश रविवार को दिए हैं। अधिकारियों ने ऐसे सेक्टरों को चिन्हित कर लिए हैं और कंस्ट्रक्शन के लिए प्लानिंग डिपार्टमेंट को फाइल सौंप कर जल्द काम शुरू करने का निर्देश दिया है। साथ ही सेक्टरों में खाली पड़े फैसिलिटी प्लॉटों पर मदर डेयरी और सफल के बूथ चालू करने को कहा है। अथॉरिटी अफसरों के अनुसार कंस्ट्रक्शन शुरू होने के साथ ही दुकानों की कमर्शल स्कीम लॉन्च की जाएगी।
अथॉरिटी सीईओ संजीव सरन ने रविवार को ऐसे 15 सेक्टरों में थीम मार्केट बनाने का निर्देश दिया जहां, मार्केट नहीं हैं। इन सेक्टरों में दुकानों को एक जैसे थीम पर बनाया जाएगा, जिसमें सभी दुकानें एक लंबाई-चौड़ाई के अलावा एक जैसी बनाई जाएंगी। दुकानों का आवंटन स्कीम के जरिए किया जाएगा। साथ ही सेक्टरों में खाली पड़े फैसिलिटी प्लॉटों पर मदर डेयरी और सफल के बूथ चालू करने को कहा है।
वेलकम टू नोएडा
नोएडा एंट्री पॉइंट पर अब तक लोगों को सिर्फ हिंदी में लिखा नजर आता था कि 'नोएडा में आपका स्वागत है'। अब वहां पर इंग्लिश में भी 'वेलकम टू नोएडा' लिखवाया गया है। इंग्लिश में लिखवाने के पीछे अफसरों ने कोई आधिकारिक तर्क नहीं दिया है, लेकिन बताया गया है कि यमुना एक्सप्रेस-वे और दिल्ली के बीच पड़ने वाले नोएडा से गुजरने वाले विदेशी टूरिस्टों की सुविधा के लिए यह किया गया है।

Default Yamuna e-way may get petrol pump by Sept 15

GREATER NOIDA: A day after TOI reported how a Noida resident had to sweat it out in the sun for three hours after he ran out of fuel on the Yamuna Expressway, the speedway operator on Monday promised to improve facilities. The company has begun a departmental probe to establish the official at fault due to which the commuter had suffered. The company has also indicated that the first petrol pump may become operational by September 15 near Tappal.

Speaking to TOI, Sachin Gaur, director and CFO in Jaypee group said, "We have taken the matter seriously and initiated a probe to know how the incident occurred. We will invite suggestions from the public and, on our part, kept a vigil on every development. Our officials will regularly visit the expressway to check that things are in place."

So far, there are no petrol pumps along the entire 165km stretch of the expressway. "Six petrol pumps have been proposed on the expressway, three on each side. As Tappal is the mid-point of the route, we are trying our best to make the first petrol pump there," Gaur said.

The group has also started working on the project 'service on wheels', which will be a repair assistance service provided to commuters. "Keeping vehicles breakdown in mind, we will launch a service to give all roadside repair assistance solutions. Under this service, our fully-equipped vehicles would have all facilities to solve problems," Gaur claimed. The expressway call centre has received 450 calls from commuters so far and 300 litres fuel has been given to those whose tanks got empty.

When asked about the response time for services to commuters, Gaur said that they are trying to keep it at 15-20 minutes. "However, we will try and reduce the response time over a period," he added.

The expressway operator warned that the tyres of vehicles may burst due to overspeeding. "Keeping this issue in mind, we will launch an education drive. We are also in talks with a tyre manufacturing company to provide solutions on the expressway by opening some outlets," Gaur further said.
