Default सोसाइटी की रजिस्ट्री का साफ होगा रास्ता

नोएडा। पेनाल्टी तय न होने से अटकी सोसाइटी फ्लैटों की रजिस्ट्री का रास्ता जल्द साफ हो जाएगा। प्राधिकरण इन फ्लैटों पर पेनाल्टी निर्धारित करने में जुट गया है। मंगलवार को निबंधन अधिकारियों के साथ बैठक में प्राधिकरण के एसीईओ प्रमांशु ने यह आश्वासन दिया।

बैठक के बाद डीआईजी स्टांप वीडी शर्मा ने बताया कि प्राधिकरण उन समितियों की सूची तैयार कर रहा है, जिन्होंने अब तक सबलीज नहीं कराई है। खुद कार्रवाई करने के साथ ही प्राधिकरण यह सूची जल्द ही निबंधन विभाग को भी सौैंप देगा। विभाग रजिस्ट्री न कराने वालों को नोटिस भेजेगा। प्राधिकरण ने सोसाइटीवार पेनाल्टी तय कर जल्द जारी करने की बात कही है। निबंधन विभाग के अनुसार शहर में आवासीय समितियों के करीब तीन हजार फ्लैटों की रजिस्ट्री शेष है। इनमें ज्यादा सोसाइटी उत्तर प्रदेश सोसाइटी एक्ट के तहत पंजीकृत है। इनको रजिस्ट्री कराने पर स्टांप शुल्क में 50 फीसदी छूट है। यानी 2.5 फीसदी के आधार पर स्टांप शुल्क चुकाना होगा। इनसे 50 करोड़ रुपये से अधिक स्टांप राजस्व मिलने का अनुमान है। वहीं, प्राधिकरण से आवंटित संपत्तियों की रजिस्ट्री न होने का मुद्दा भी बैठक में उठाया गया, जिस पर प्राधिकरण ने इनकी सूची तैयार कर नोटिस भेजने की बात कही। बैठक में एआईजी स्टांप एसके सिंह व प्राधिकरण के कई अधिकारी भी शामिल रहे।

Default CREDAI Kerala organising State Conference for builder fraternity on September 8

KOCHI: CREDAI Kerala is organising the first ever State Conference, 'CREDAI STATECON 2012' for the builder fraternity of the State on September 8, 2012 at Kochi. CREDAI Kerala was formed in the year 2010. It has 4 chapters at Thiruvananthapuram, Kochi, Thrissur & Kozhikode and nearly 160 members.

The Chief Minister Oommen Chandy, Minister for Labour & Rehabilitation Shibu Baby John, Mr Lalit Kumar Jain, President CREDAI National and other dignitaries will attend the conference.

The conference will focus on the need for responsible and sustainable development of real estate industry. The conference will discuss topics challenges for affordable development, optimization of cost, standard operating procedure and innovative solution in real estate development.

UPSIDC sanctions funds for works in industrial areas


NOIDA: The Uttar Pradesh State Industrial Development Corporation (UPSIDC) has sanctioned around Rs 3.20 crore for maintenance of civic facilities in industrial areas under its control in Greater Noida. After a meeting with industrialists and senior officials of the district administration in Surajpur on Thursday, corporation officials said that maintenance works would commence soon.

The Greater Noida chapter of Indian Industries Association had for long demanded that UPSIDC undertake maintenance works of roads, drains and low-lying areas. UPSIDC has earmarked Rs 50 lakh for maintenance works in Site B, Rs 50 lakh for Site C, Rs 70 lakh for Site 4 and Rs 1.50 crore for Site 5. At the same time, Uttar Pradesh Power Corporation Limited ( UPPCL) officials informed the district administration in the meeting that 400 streetlights have been procured for industrial areas and they would be fixed after meetings with industrial associations.

The administration has also directed Noida and Greater Noida authorities to immediately reconvene meetings of their respective sub-committees formed for providing assistance to industries. "The meetings should be held on a regular basis and problems faced by industries mitigated," said BS Yadav, ADM (E), Gautam Budh Nagar. "Given the increase in plying of heavy vehicles in industrial areas, the authorities are also required to make adequate planning for improving transport infrastructure," added Yadav.

DEMAND BESTS SUPPLY IN RESIDENTIAL REALTY

The residential sector saw a steady demand across almost all the major cities with capital values in majority of the micro-markets remaining stable across high-end and mid-end segment properties,according to a study.PRABHAKAR SINHA writes


As the number of new launches of housing units in almost all the cities in the country has declined,their prices have either appreciated or remained stable.

If the pace of the new launches does not pick up,the prices are likely to rise further in the short to medium term.

According to a study conducted by global consultancy firm Cushman and Wakefield (C&W),an estimated 17,500 residential units were launched by organized developers in the second quarter of 2012 in major cities across the country,registering a decline of nearly 44% over the previous quarter.

This decline in launches,the report said,can be attributed to a number of factors like delay in approvals,significant inventory in certain locations,as well as postponement of project to coincide with the new launches in the festival season.Of the 17,500 units launched,C&W said 70% catered to the mid-segment,as it continues to see maximum demand from end users and investors.

The luxury housing segment continued to witness demand with a few high-value transactions being concluded in cities like Mumbai and the NCR.Some of the prominent micromarkets that recorded appreciation include Gurgaon in the NCR,in which the luxury segment witnessed a rise of 10% in capital values.Prime high-end locations like central Bangalore,far north in Mumbai,south Kolkata also recorded an increase in capital values of 11%,9%,and 6% respectively,indicative of the steady demand.
Capital values of mid-segment properties in almost all the cities also remained largely stable during the quarter with a few exceptions like north and southwest Bangalore,recording an increase of 13% and 10% respectively;Powai in Mumbai recorded an appreciation of 12% in 2Q 2012.

Shveta Jain,the director (residential services) at Cushman & Wakefield India,says: Going forward,we anticipate an improvement in the economic scenario will provide the much needed impetus to boost the demand.Values are expected to remain stable in the short term and the developers may also offer attractive options and incentives to attract buyers during the festive season.

The NCR comprising Gurgaon,Noida and New Delhi saw a decline of approximately 24% in new launches.Of the projects launched,Noida saw the highest number of new units launched in April-June 2012.

Most of the projects were launched in the mid-segment category on account of demand from that segment.As a result of high demand in the location,mid-segment properties in Gurgaon saw a rise in capital values by approximately 6% over the previous quarter.Capital values across other micro markets in both categories mid- and high-end remained stable with the exception of the luxury category in Gurgaon,which recorded a rise of 10% in values over the previous quarter.
Shveta Jain says: Several projects are in the pre-launch stage in Gurgaon and are likely to be launched in the coming months at higher prices,revising the market benchmark upwards.The rents and capital values are expected to remain stable in the short term,barring Gurgaon and Noida,which may see marginal appreciation.

Mumbai


The city recorded launch of only nine projects totalling 1,200 units,significantly lower than 4,400 units in the previous quarter.The new projects were mainly concentrated in the peripheral locations with a few located in the suburban locations of Andheri and Goregaon,and they were launched at higher prices.Capital values remained stable across all micromarkets,barring those in north,far north and northeast.This was mainly due to the low availability of quality options in these areas.
Shveta Jain says: The capital values across the city are expected to remain stable till the current levels of unsold inventory is reduced.New projects to be launched are likely to be concentrated in the locations of Goregaon and Mulund,as there is an inherent demand for residential properties in these locations.The stipulations in the new Development Control Rules (DCR) to charge a premium for the additional FSI and allocation of 20% area for the lower income groups will require the developers to revisit and revise their plans.

Default London's Berkeley group woos Indian for housing project

New Delhi: London's leading real estate firm Berkeley group is wooing Indian investors to buy homes in its luxury housing project adjacent to iconic 'Tower Bridge' on the banks of river Thames.

The top management of Berkeley Homes, part of the group, is currently in the national capital to showcase its project to home buyers and investors in India. According to Knight Frank, 3.6 per cent of Indian invest in prime central London. Berkeley Homes is developing about 400 units in this project 'One Tower Bridge' located on the river Thames between Tower Bridge and City hall on the south bank. "We have come here in India for the first time to promote our products. We are meeting people since yesterday and we have got a good response," Berkeley Homes Managing Director Piers Clanford told reporters here.

"Prices starts from about 9,00,000 pounds and goes up to 20 million pounds," he said. The total investment on this project, to be completed by 2016, would be 350 million pounds, Clanford said.

Property consultant Knight Frank is helping Berkeley group, which is listed on London Stock Exchange with a market cap of 1.6 billion pounds, in selling this project.

"We expect as much as 10 per cent of sales from Indian, which includes those who are already living in London," Knight Frank Partner (Residential Investment and International Project marketing) Sebastian Warner said.

On the London property market, he said, "it is a safe and secured market. Titles are clear".

Warner said property market is picking up in London and expects housing prices to rise by 20 per cent in the next four years.

Default UPSIDC to develop integrated industrial township at Chola

LUCKNOW: The Uttar Pradesh State Industrial Development Corporation has been identified as the nodal agency for developing the integrated industrial township at Chola in Dadri-Noida-Ghaziabad area.

Emphasising that there is ample scope of industrial development in Uttar Pradesh under Delhi-Mumbai Industrial Corridor project, infrastructure and industrial development commissioner Anil Gupta said different agencies of the state government will have 51% equity, while Delhi Mumbai Industrial Corridor Development Corporation Limited will have 49% stake in the proposed Special Purpose Vehicle to develop an integrated industrial hi-tech township. In the SPV formed with DMIC, Greater Noida Authority and Bulandshahr Khurja Development Board would be participants. Gupta also said that the state government is exploring the possibility of a project on the lines of DMIC on Eastern Dedicated Freight Corridor to spur industrial development along the DMIC corridor.

Of 1,890 kilometres of the Eastern Freight Corridor Project, nearly 1,100 kilometres passes through Uttar Pradesh. The government will also set up five feeder routes measuring nearly 700 kilometres, out of 14 feeder routes proposed under Eastern Freight Corridor, in UP. Managing Director, UPSIDC, Manoj Singh also said that UPSIDC will have equity in the form of around 2,000 acre of land that is being acquired in Chola near Ghaziabad.

In a separate decision, the UPSIDC board also cleared a proposal for UPSIDC to contribute to the proposed extension of a 9.41-km Metro rail line to New Bus station and from Ghaziabad to Dilshad Garden. The board also decided that UPSIDC will generate funds for this purpose by levying Metro cess at the rate of Rs 5,000 per square metre on land in industrial areas in and around Ghaziabad.

Board of directors of UPSIDC also gave in-principle approval to make freehold of all housing land of UPSIDC. A housing policy will be formulated in this regard. IIDC, Anil K Gupta said, "It is a major policy decision and a final decision will be taken only after approval by the state cabinet combined with opinion of finance and law departments." Gupta also issued strict directions to senior officials of UPSIDC to demand better performance in maintaining industrial estates held by corporations, within a month.

Transport Nagar to be ready by December


NOIDA: The Noida Authority has resumed work on the Transport Nagar project and aims to complete it by December. This will come as a relief to thousands of transporters as well as residents considering the frequent traffic jams and illegal parking of commercial vehicles on city roads.

Tenders were invited and preliminary work for developing the 25.83-hectare Transport Nagar in Sector 69 had started in September last year. However, the project was held up after the model code of coduct came into force in the district ahead of the assembly elections.

With demands for a designated site for transporters growing louder, the Noida Authority has revived the project. Laying of water and sewerage network as well as construction of roads has started again.

The Authority had decided to build a Transport Nagar to put an end to traffic snarls, provide space for commercial transport operations and address illegal parking of commercial vehicles on roads in the absence of an official depot. The map of the chosen site was finalized and approved by the Authority Board members in March last year. The hub will have 500 plots, each measuring 120 sq m, as parking areas with a capacity to house about 2,500 vehicles. Parking space will also be provided for commercial vehicles plying with national and state permits.

The Authority will also develop dedicated commercial roads, petrol pumps, CNG stations, parks, and small and medium budget hotels at the transport hub.

According to Vedpal Chaudhary, President of Noida Transport Association, about 1,500 commercial vehicles enter Noida every day and "in the absence of an official depot, it results in major traffic snarls."

Chaudhary added that the new hub will ease traffic woes in Delhi too, as a majority of commercial vehicles shuttle between Delhi and Noida.

"Commercial vehicles are often found parked illegally and traffic is slowed down by trucks parked on the roads. The upcoming hub will solve this problem," said a senior Authority official.

Default NH-24 widening meets roadblock

NOIDA: Widening of the NH-24 between the Delhi-Uttar Pradesh border and Dasna in Ghaziabad into a six-lane corridor — for which tenders were to be released in July — has encountered another roadblock. In a communication sent to both the development authorities of Noida and Ghaziabad, the surface transport ministry has conveyed that the widening of the stretch and construction of an elevated road will be undertaken at the same time.

Opposed to this, both Noida Authority and Ghaziabad Development Authority have jointly written to the ministry voicing their concerns at the proposal. The authorities have said that the highway would experience heavy traffic congestion for several months if construction for both projects starts at the same time.

As per Noida Authority officials, a letter was sent on Friday to the ministry signed by the chiefs of Noida and Ghaziabad, shooting down the proposal and communicating their misgivings about the dual project plan. "After a meeting on June 23 with the road transport and highways minister, CP Joshi, the widening of NH-24 was sanctioned," said AK Goel, chief maintenance engineer (civil), Noida.

"It was decided that before anything else, the stretch would be widened to ease traffic congestion on the highway. We received the minutes of this meeting on August 6, but an entirely different plan was outlined. The minutes indicated that both the projects — widening and elevated road — were to be undertaken together," Goel said.

"Considering the heavy traffic that uses the stretch daily, it would be disastrous to start both the projects at the same time. We have proposed that widening of the 21km stretch be taken up independently of the elevated road project," Goel added.

Complaints of major traffic jams during morning and evening peak hours are constantly being received by the two authorities. The four-lane road from Ghaziabad border to Dasna is one of the most congested highway corridors in the country. At present, the stretch witnesses long traffic snarls. As per an estimate, over 1.5 lakh commuters use this stretch daily.

Though the widening plan was conceived almost six years ago, it did not take off. Due to traffic congestion on UP border-Dasna stretch, the exercise to develop it as a six-lane route was re-started three years back. After several flip-flops, in April this year, the highways ministry proposed to carry out the widening work on contract and a tender was also floated, but the plan was scrapped later. NHAI then proposed to widen this portion as part of the Delhi-Meerut expressway project on build, operate and transfer mode. In that case, private developers would have financed the entire project.

In July, tenders for the proposed widening project estimated to cost Rs 150 crore were released and the bidder was to be finalized. Earlier, Noida Authority had also proposed an elevated road at a cost of Rs 4,650 crore to be built on a 31km stretch from UP Gate to Dasna to ease traffic problems. About 10km road of this will pass through Noida.

The elevated road would solve the congestion problem that plagues the highway, an important link for Noida, Ghaziabad and Delhi commuters. As per initial estimates, Rs 150 crore per kilometre was to be spent on construction of the elevated road.

नोएडा अथॉरिटी किसानों को 10 पर्सेंट जमीन के बदले सिर्फ 5 पर्सेंट जमीन ही देगी। अफसरों के मुताबिक, अथॉरिटी के पास जमीन काफी कम बची है। इसके चलते बाकी 5 पर्सेंट जमीन नहीं देने का प्लान बनाया गया है। वहीं, सुप्रीम कोर्ट से राहत न मिलने पर 5 पर्सेंट जमीन की एवज में मुआवजा देने का विकल्प रखा जाएगा। हालांकि इससे पहले अथॉरिटी सुप्रीम कोर्ट में अपना पक्ष जरूर रखेगी।

यह है मामला: 1997 के बाद अधिग्रहीत हुई जमीन के बदले किसानों को 5 पर्सेंट डिवेलप जमीन देने का नियम है। इस दौरान किसानों को 10- 12 साल तक जमीन नहीं मिली तो वे हाई कोर्ट चले गए थे। 21 अक्टूबर 2011 को इलाहाबाद हाई कोर्ट ने अथॉरिटी को 64.7 पर्सेंट मुआवजा और 5 की जगह 10 पर्सेंट डिवेलप जमीन देने का आदेश जारी किया था। इस पर अथॉरिटी ने बढ़ा मुआवजा देने की बात मान ली, लेकिन 5 पर्सेंट एक्स्ट्रा जमीन देने को लेकर हाथ खड़े कर दिए थे। अब इस मामले की सुनवाई सुप्रीम कोर्ट में पेंडिंग है।

किसान 10 पर्सेंट जमीन पर अड़े: सौहरखा ग्राम प्रधान नरेश यादव ने बताया कि अथॉरिटी ने अर्जेंसी क्लॉज लगाकर जमीन अधिग्रहीत की थी। ऐसे में किसानों को 10 पर्सेंट जमीन ही चाहिए।


5 पर्सेंट जमीन के बदले देंगे मुआवजा: अथॉरिटी के डिप्टी सीईओ वी. यादव ने बताया कि 1997 के बाद जमीन देने वाले सभी किसानों को 10 पर्सेंट जमीन देना संभव नहीं है। अगर सुप्रीम कोर्ट का फैसला अथॉरिटी के पक्ष में नहीं आता है तो 5 पर्सेंट जमीन देने के बाद बाकी जमीन की एवज में मुआवजा दिया जा सकता है।

एसईजेड की जमीन पर निगाहें: किसानों को 10 पर्सेंट जमीन देने के लिए अथॉरिटी को करीब 500 एकड़ जमीन की जरूरत होगी। इसके चलते रिलायंस को एसईजेड के लिए आवंटित 2500 एकड़ जमीन पर किसान और अथॉरिटी दोनों की निगाहें हैं। बता दें कि 2006 में यह जमीन एसईजेड के लिए करीब 6 हजार करोड़ रुपये में अलॉट की गई थी। हालांकि इस अलॉटमेंट को बीएसपी सरकार ने रिजेक्ट कर दिया था, जिसका मामला अभी कोर्ट में पेंडिंग है।

Default Villagers clash with police in Noida

LUCKNOW: Angry villagers in Haibatpur in Noida extension on Monday fought a pitched battle with the police and Noida Development Authority workers when an anti-encroachment squad tried to demolish some illegal shops.

Several policemen were injured as the irate mob set a shop on fire and vandalised the site office of a builder. They also blocked traffic by setting tyres on fire, police said.

Noida senior superintendent of police Praveen Kumar said that the villagers pelted stones at the police force and attacked workers at a construction site soon after the anti-encroachment drive commenced.

A company of the Provincial Armed Constabulary was deployed to contain any further violence.

The rioting mob was contained after two hours, the anti-encroachment drive was withdrawn due to heavy resistance. The situation is tense but under control, the district police said.
