Default Rules for Old building re-construction (Pagadi System)

Hello Members,

I am staying in santacruz in old building. We are staying as tenants in Pagadi system. Our builder is planning to reconstruct the whole building and a new building in the nearby available space. We will get additional FSI only if uses our building. He is ready to give 15% extra space to us. And asking us to pay for any additional space if we need. Is any one aware of any rules around such a case? Or can we approach any other official department to force builder to keep his word so that we wont fool us in future.
