This applies only when you're unable to invest money elsewhere with returns better than your home loan rate. If you have Rs. 10,000 surplus, and if the bank fixed deposit rate is 8%, and the home loan rate is also 8%, it doesn't make any difference whether you put the money into the bank, or repay your loan. In fact, in such situation you should choose a bank deposit which can always be liquidated in case of emergency. The loan once repaid cannot be claimed back - refinancing/borrowing against a house is costlier than borrowing against paper assets.
