Default Allocating Flat unit without approved building plan

Hi,
I have a question regarding the allotment of flat unit by builders.

The builders in Gurgaon normally give you the allotment of the flat unit with all the required details before they get the approval of the building / site plan from HUDA. This practice is being followed by some big brand builders.

I would like to ask

1. Does HUDA allow this practice in any of its law?
2. If not, then how these builders allocate the flat unit without taking the approvals from the authority?

also what is the way we can check what approvals are required and what are pending before investing in a project ......

I think there is no clear way to get this information during the project launch dates.

But we builders do show the required approval letters to the prospective buyers before giving the allotment. This practice is not mandatory as of now, so most builders get away with it.

this is totally illegal .... a builder can not start selling even advertising their project without getting license and building plan approval from the authority.... feel free to ask any more info ..... 9716839593

In such a case all the projects which are being launched by big builders are illegal. you can take example of any project on Sohna road, the approvals only came after the allotment was already done.
