Today,
One of my director civil(projects) friend with a highly reputed builder from Gurgaon had a strange story to share.

Labourers and supervisors initially were working fine in the lower floors but as they are going to upper floors (8th and above),they are reluctant to climb up and are wasting time and in the process ,quality deterioration and delays are the primary issues which he is facing in the upper floors.

Now rather than working on all the towers simultaneously ,they are taking 4 towers at a time and deliberately delaying the others as this Labour thing is really going out of control with no alternative.

Labour shortage is another grave issue, as NREGA and improving situation in Bihar is a big magnet to saty at home..

If this is happening in 7000/=sft projects ,god knows what will happen in 2000-3500sqft projects.

This reminds me of what I heard some 8 years back in Bangalore. The ppl in the 9 floors society (where we had rented a just constructed flat) staying at upper floors complained of quality and structural issues while ground and first floor ppl had no major issues. The reasons the society president stated:
1) Labourers were reluctant in working on upper floors during structure completion. As a result, impacted the general strength of structure, especially brick work. There were complaints of internal bricks falling down at upper floors.
2) The furnishing began with the lower floors and then progressed to upper floors. With time, the builder realized they can save money. The quality of furnishings was worse as floors progressed.

I was not too sure of the reasoning the society head gave at that point in time. Think i can relate to it now.

NREGA is having interesting effects everywhere. In my native place, my mom complains that due to NREGA, maids are now either very hard to come by or are charging a lot for the same work

Many issues are mixed up conveniently to drive the point. Lets see it logically

Reluctance to work in Highrise .. It is purely related to workplace safety and insurance policy and compensation in case of accidents. Builders has long way to go.

NREGA .. as Mikhail already mentioned, it affect to any labour market... the solution is competitive salary for shorter term and construction technology in longer term. Our construction are too much labour intensive, we need to automate more to drive the cost aspects.

Quality on higher floor not as good ... interesting theory.

This is an interesting perspective. But for high rise buildings.. 10 floor plus...isnt there a small lift functioning which transports the labour/materials etc?

Agastya, wherever there is money involved, there is corruption. I am not saying that you are, but being cynical doesn't help. Despite of this corruption, NREGA has benefited countless people and the change is visible in two villages where i keep going now and then. Is the sarpanch there spotless, i doubt, but despite corruption things are improving.
