Tribune News Service Chandigarh, January 11 Coming to the rescue of agriculturists, whose land was acquired for development of a residential and commercial area in Karnal, the Punjab and Haryana High Court has directed HUDA to consider the oustees’ pleas after advertising plots in Sector 32 and 33. A Division Bench also set a six-month deadline for HUDA to complete the exercise of advertising the plots. more than 25 petitions were filed before the high court on the issue by Karnal-based agriculturists. Taking up the petitions, the Bench of Justices Hemant Gupta and AN Jindal asserted: “The petitioners are the erstwhile landowners, whose land was acquired by HUDA for development of a residential and commercial area in Sectors 32 and 33, Urban Estate, Karnal.” “The petitioners claim that they are entitled to residential plots being oustees consequent upon the acquisition of their land. Counsel for the respondents does not dispute the right of the agriculturists, such as the petitioners, whose land has been acquired for the purpose of development of an urban area, for allotment of plots in terms of the policies formulated by HUDA. “Counsel for the respondents has placed on record a communication dated January 4, received from the Chief Administrator, HUDA. He states that within six months, HUDA shall advertise plots in Sector 32 and Sector 33, Karnal, including those for the oustees. “The petitioners can submit their applications in response to the advertisement to be issued and such applications shall be considered in accordance with law”. Taking on record the assertion, the Bench added: In view of the statement, we dispose of the present writ petitions with a direction to the respondents to advertise the plots, including plots for the oustees, in Sector 32 and 33, Karnal, within six months, not later than July 31, 2012”. Before parting with the orders, the Bench added: “The respondents shall consider the applications of the oustees as per their entitlement and eligibility in accordance with law”. |

सेक्टर-३२ के बाद अब 33 में बंधी प्लाट की आस
रमेश पाल त्न करनाल ![]() सेक्टर में बसने को लोग न केवल हरियाणा अर्बन डेवलेपमेंट अथॉरिटी (हुडा) के लक्की ड्रा प्लाटों के लिए बढ़ चढ़कर आवेदन करते हैं, बल्कि प्रापर्टी डीलर्स के माध्यम से भी मोटे भाव चुकाकर प्लाट खरीदते हैं। पिछले साल सेक्टर 32 के प्लाटों का ड्रा निकलने के बाद इस वर्ष लोग सेक्टर 33 में प्लाट की आस बांधे हुए हैं। लोगों की इसी इच्छा के मद्देनजर सेक्टर 33 में संभावित कुल 1256 प्लाट निर्धारित किए हुए हैं, जिनमें से कुछेक प्लाटों का पहले ड्रा हो चुका है। सेक्टर-33 का ड्रा होने पर जैसे कई लोगों का भाग्य खुल गया है। क्योंकि आज सेक्टर में प्लाट लेना कोई आसान काम नहीं रह गया है। इसलिए बहुत से लोग इसी आस में रहते हैं कि वे भी अपनी किस्मत को जरूर आजमाएंगे। इस तरह से बहुत से लोग सेक्टर-33 के लक्की ड्रा में प्लाटों के लिए अपने भाग्य को आजमाने के लिए विभाग द्वारा आवेदन आमंत्रित करने की इंतजार में हैं। लेकिन उनकी यह इंतजार अधिक लंबी नहीं रहेगी। हुडा सेक्टर-33 के प्लांटेशन के लिए कार्रवाई में लगा हुआ है। इसके लिए डीटीपी कार्यालय द्वारा डिमार्केशन प्लान बनाया जा रहा है। हॉयर अथॉरिटी से डिमार्केशन प्लान का अनुमोदन होने के बाद प्लाटों की आगामी कार्रवाई हो जाएगी। क्योंकि फिलहाल प्लाटों की बनाई गई लिस्ट टेंटेटिव है। इसलिए डिमार्केशन के बाद ही स्पष्ट हो पाएगा कि कितने प्लाट इस सेक्टर में कट पाएंगे। यह होंगी सेक्टर्स में सुविधाएं : नए विकसित होने वाले इस सेक्टर में कन्वीनिएंट शॉपिंग सेंटर, इंस्टीट्यूशनल साइट, स्कूल, नर्सिंग होम, कम्युनिटी सेंटर, क्लिनिक, ओल्ड ऐज होम, रिलीजियस बिल्डिंग, इंडोर सब स्टेशन, वाटर वक्र्स, पेयजल ट्यूबवेल, पुलिस पोस्ट की सुविधाएं दी जाएंगी। प्लाटों की संख्या एक कनाल-44 14 मरले-280 10 मरले-213 06 मरले-248 04 मरले-26 02 मरले-254 03 मरले-206 Dainik Bhaskar Last edited by sublimation; 21-01-12 at 05:56 PM. Tribune News Service Karnal, January 23 Facing the problem of congestion, encroachments, shortage of parking and unregulated traffic, the Karnal administration recently swung into action to identify places for constructing additional parking space and removing encroachments on roads. Deputy Commissioner Neelam Pradeep Kasni and SP Rakesh Arya took round of the town. The Deputy Commissioner issued orders to officials of the municipal corporation for developing parking lots at a few places and asked them to locate more such places where parking space could be created by levelling the land. She said small parking lots should also be developed in congested areas in the vicinity of banks and other institutions frequently visited by customers. Kasni asked the shopkeepers not to encroach upon roads and confine their goods to their shops. She said unauthorised rehris should be removed and alternate place should be provided to them. She said the old rickshaw stand, near the bus stand, would be restored after removing the encroachments and a toilet and auto stand would be constructed near Karan Park. She directed the police to check the papers of three-wheelers and assign them routes and also warned the vendors against encroaching upon the roads which created traffic congestions and caused inconvenience to the people. Meanwhile, the SP identified the accident-prone locations and directed the officials concerned to put lights, signals and other indicators on place to caution drivers. The number of accidents had increased in the recent past due to foggy conditions and these steps were necessary to ensure a smooth and safe traffic, the SP added. |

HC sets 6 months’ deadline to advertise plots
Saurabh Malik Tribune News Service Chandigarh, February 4 In a major relief to “erstwhile” landowners whose land was acquired for the development of two sectors in Karnal Urban Estate, a Division Bench of the Punjab and Haryana High Court has set six months’ deadline for the State of Haryana and other authorities to advertise plots for the oustees. The significance of the judgment by the Bench of Justice Hemant Gupta and Justice AN Jindal can be gauged from the fact that as many as 28 petitions filed by the erstwhile landlords have been decided by the order. As the petitions filed by Paramjit Singh and other petitioners against the State of Haryana and other respondents came up for hearing, the Division Bench was told their land was acquired for development of residential and commercial area by the Haryana Urban Development Authority in Sectors 32 and 33 of Karnal Urban Estate. The petitioners claim that they were entitled to residential plots, being oustees consequent to acquisition of their land. Taking up the petitions, the Bench observed: “Counsel for the respondents do not dispute the right of the agriculturists, such as the petitioners, whose land has been acquired for the purpose of development of urban area, for allotment of plots in terms of the policies formulated by HUDA…. “Counsel for the respondents states within six months, the HUDA shall advertise the plots in Sector 32 and Sector 33, Karnal, including the plots for the oustees. for an enduser working in karnal it is far from the main city. there are better projects in the karnal town itself(e.g narsi global spaces& sector-32/33 HUDA plots) which will develop faster than CHD project,so it is better to invest there. CHD city plots from first phase are available between(14 K to 17 K per sq yard) depending upon the location. |

Greetings Had a chance to look at Alpha plots and found the development world class. With a NH and State Highway on both sides and commercial sector being developed by HUDA in close ambit, the township offers a future vantage point. In close proximity to small Tourism golf course, vast natural water body(lake), Existing DPS an international school being developed as part of integrated township, a plot here definitely holds promise in medium to long term both as INVESTMENT AND ENDUSE. PH1 possessions offered within 3 years like any alpha project on time. A dozen or so houses being constructed, not long before something available at less than half the price of Narsi would deliver in the midst of good connectivity and closeness to nature as a self sustained eco system. ![]() ![]() Cheers

Greetings Good initiative.. practically with prices of key towns going out of reach of middle class salary earners, govt employees, bank employees, independent professionals and even businessmen alternative tier 2 cities offer a substantial upside. With connectivity to both Delhi and Chandigarh, Karnal is a particularly interesting town with a decent population growth and rich peripheral upcountry markets. Cheers |
