If project is not approved by the banks, then it means some legalities are yet to be completed, the most likely being NA Certificate. You need to hire a good lawyer for the same in this case, better to be on safer side.

Absolutely, one can buy from a builder who is not a member of PBAP. Man, Kumar Builders' Lallu Jain went bankrupt & all his projects are severely delayed despite the fact that he was the President of PBAP:p. Tata Housing on other hand is not a member of PBAP yet one can buy here having more peace of mind than PBAP chaps. However, make sure that the builder has to be a major one like Tata Housing, Godrej Properties etc. coz small time builders may take your money & simply vasnish. So, if the builder is local scorpio chap, better to avoid him
