Default Rates and Opinions about S3

I am thinking about booking a flat a 3 BHK in S3. Initial rate quoted was 2400 and even in the first meeting, the guy at the counter said it could be lowered down to 2350 or so. I guess there is still scope for 50 psf -100 psf to go down even today.

What is your opinion about the builder and the scheme? Is it worth buying that rate? Are there any other good schemes at that rate in PS?
