Default FSI Rules CMDA

I would like to know the FSI rules for the non processing area in an IT/ITES SEZ on the Old Mahabalipuram Road. It appears 3.75 FSI is permitted for SEZ area.

For IT / ITES, 150% of the present FSI applicable for the site is allowed. ie Where FSI is 1.0, you will get 1.5, where FSI is 1.5, you will get 2.25 and where FSI is 2.5, you will get 3.75 max. You have to get ELCOT NOC for the same and it should be leased to only IT /ITES companies approved by STPI / SEZ rules.

But there are a number of Development Control rules and restrictions that control the FSI and we have experimented and found that max approx 3.0 FSI is achievable economically.

For example, you have to build 1 car park (approx 250 sft incl drive way, ramps etc) for every 500 sft office space. This means that if you build 100000 sft office space, you have to build 50000 sft covered car park and no IT company will pay rent for this.

The rules regarding non processing areas of IT SEZ are still nebulous. If it is only 10 hectares, you have to leave 1 hectare for OSR and building non processing areas can max be 10% as part of the buildings (like cafetria, gym, banks, food courts, shops, serviced apartments etc). For bigger projects say 100 hectares or 1000 hectares, you may get upto 40% as non procesing area. But getting the FSI and transferring the FSI will be governed by the existing DCR and so achieving 3.75 is very difficult.

I would like to know is Ground Space Regulations is applicable for SIPCOT?

If applicable what is the limit?
