Default Questions about flats in Gram panchayat areas, Pune

1. My flat is outside PMC limits. It is under Gram panchayat.
The builder has taken permissions from PMC town planning to construct building.( Yes .town planning approves construction plans way beyond the current PMC limits..) However as this is not in PMC when completed and as of today, there is no occupancy certificate/completion certificate.The builder says a certificate by the architect stating that the buildings are complete and fit for living is enough under these circumstances.
Can anyone confirm that this is correct ?

The Gram panchyat idiots would issue a certificate( of course with under the table payment..)
Is it worth anything ?

2. When the land comes in PMC/PCMC in future, would there be an audit by PMC/PCMC to check compliance ?

3. Would there be another round of palm greasing to get the occupancy/completion certificate ? What happens ?

4. Another thing is I was out of country for a while. I approached the village council for property tax payment after coming back. Now they say they do not know anything about my flat and you should first register the property in village council( wink wink..pay me something on the side ). The developer had facilitated such registrations in the past for the people present and now he is out of picture as handover to association happened.
Question is what can the Gram panchayat do if I never go and register property with them and never pay tax.? What powers do they have against me? ( I am Anna now and do not want to pay bribes !!)

5. Another questions is what happens if the village comes inside PMC or PCMC in near future ?( I keep hearing rumors about it..) The Gram panchayat never tried to collect tax from me as such. What would be the PMC or PCMC 's position ?

Yes.. I have committed the sin of buying on the other side of the highway (the non-PMC side Baner- mahalunge road . Mahalunge end !!). I am OK with the flat as of now and living there without too many problems !! Touchwood !!!

Do you mean where you have societies like Kirti Elegant (Next to Balewadi stadium?) ?

What is the name of your society and where it is located exactly in Mahalunge? I am gathering this information because i too interested to book in KUL Ecoloch scheme in Mahalunge. I want to be aware the pros and cons of a project which comes under Gram Panchayat. Can you share your experience in details?

I live in Kirti Elegant It is behind the shroff soleno !!

I visited KUL echoloch once with a relative and it did not pan out..
KUL and Kumar builder is very much in discussion in these forums for various reasons ( search Kumar Kruti, Shantiniketan etc..!!)

As you can see I am the one asking questions here !! So joing in we blind men shall all try to figure out the elephant !!

I have booked a flat in project "64 Green Meadows" at Marunji in gram panchayat area....I think this is simple if the project is approved from the banks and have APF number with them, then it generally comes in legal constructions as bank made a search report when builder comes for funding loan for the project.... I hope it will be helpful.

Talk to any good property lawyer instead of getting confused from many people from govt agencies.
