Typicaly I visit the site once a year to pay the land tax in the nearby Jadegenahalli panchayati office, will send in an update after my next visit before March 2013.

Not sure if you are still waiting for a response, but anyways here is some
feedback, may help the others. I am a site owner in this township(bought 40x60
in 2007) and things have started improving only in the past year(2011 onwards). Had visited the site today (25 March 2012) and its in a much better shape than last year(21 March 2011). There are three gardens that have come up well and all have the 'Hoskote Planning Authority' boards in them. Roads and electricity have been completed for a while now and the big water tank looks ready too. Another addition is the individual water connection to each plot. 900/sq ft is a great price, current quotes are around 1100/sq ft. Is 900 the final price or other charges like registration, khata, maintenance will be added? Are you planning this as an investment or will build a house here in the future? Currently there is no house/construction happening here.

Coming to your questions -
(i) As an investment perspective?
Appreciation has been gradual from the past 6 years, but looks like its improving now. A couple more apt complexes has sprung up on the Malur road towards Hoskote in the past year.
(ii) Or as something that can be held for 15 years and build a retirement house on it after 15 years?
Assuming retirement means a relaxed life, and that the area will develop well in the coming years, it may not be possible as this property is bang on the main road.
(iii) How is the reputation of Windsor Developers? And what is a reasonable per-square-foot rate to pay there?
They have been quite good with the development of the layout, although recently heard that they are charging higher maintenance fee. As there are many empty plots the developer may charge extra from the existing owners to compensate for his maintenance expenses. Please clearly get all the charges and details in writing before making any commitment.
I have seen complete posting and happy to know the details.
I am also planning to buy a plot in the same layout. I would like to know few things.
1. They are quoting 1000 rs per sqft + registration + maintenance.
Is it reasonable or is it high price ?
2. According to you people, how long it will take to develop that area. As of now there is no density and we can not build home and stay there. However layout is fully developed.

That depends on how much the registration and more importantly the maintenance fee is. The Registration is a one time cost, but the maintenance fee may be an on-going cost, depending on the terms of your contract. Be sure to confirm the maintenance cost and duration/period.

Well, as mentioned previously the development has been gradual in the past 6 years. It is difficult to predict when things will speed up, but hoping for a 10% appreciation/per year in future. Also if there is a recurring maintenance fee, it will reduce your earnings accordingly.
Thanks for your reply. 20rs/sqft they have quoted for maintenance charges. It is for 3 years. Registration will be around 1.15 lakhs including all the charges.
Finally they are ready for 950rs/sqft for plot, which looks reasonable to me. What do you say ??

After 1 km there is a village but layout is totally empty and not sure how much time it will take.
Looks like you have good negotiation skills, may need a primer from you Yes, 950 seems to be a good deal. As this is going to be a long term investment (say > 10 years), you should also find about the maintenance after 3 years, assuming the association is not formed by then. Based on the HPA website only 60& of the plots have been released for sale, 40% are pending approval.
i have a plot in this layout. has anybody got khatha for the site. they are taking money at the time of registration but vague on the timeline when they are going to give it. If anybody has any info, pls let me know.
Also, according to some latest document, i think the phase II is 100% released from HPA. I will check the document and let you know.
