    Surat pips 14 cities in energy conservation

    SURAT: The city's rapid strides in production of energy from unconventional sources, its energy efficient designs and innovative green building concepts have won the acknowledgement of US Green Building Council. Fourteen cities of the country had recently participated in a national challenge in 'Leadership in Energy and Environmental Designs' (LEED) organized by US Green Building Council and Surat was declared the winner.

    Surat emerged winner as it had provided and worked on all parameters like energy, water, waste, transportation, prosperity, health and safety as per international standards. The winner was declared after complete scrutiny of relevant data, but there were no second or third places in the competition. The Green Business Certification Institute (GBCI) Private Ltd that organized the national challenge is associated with US Green Building Council and works for resource conservation and environment protection.

    Surat Municipal Corporation's special commissioner for smart city project M Nagrajan said, "This shows that the work being done in Surat meets global benchmarks and parameters. Surat's green initiatives have now started to yield results. No other city in the country generates offshore wind energy like we do. Our operations on solar energy are good too."

      GARBAGE DUMPED AT AMC HQ

      AMC officials found themselves in a dilemma on Wednesday afternoon after residents of Danilimda ward brought a tractor full of garbage and dumped it inside as well as outside the civic headquarters in Danapith The residents were led by Danilimda councillor Shahezad Khan Pathan. “As AMC workers have not been picking up garbage from the ward for a month now, we have been forced to resort to such steps,” claimed frustrated residents. The contract for doorto- door collection of garbage got over a month ago. AMC drew up another one to continue with regular garbage pickup. However, the service was not started in Danilimda.

      “The mayor has been visiting other areas and inaugurating the new garbage collection contract but is yet to visit Danilimda. Because of this, only five tractors have been collecting garbage from this area which has a total population of 1 lakh people,” said Rahim Pathan, a resident. Shahezad Khan Pathan said, “For the past one month, no worker from AMC has arrived to collect garbage. All the roads in our area are covered with filth which leads to rise in diseases during rainy season. When no help was forthcoming, we decided to show our anger by dumping garbage in the AMC office.”

      We have granted work of six zones to 12 contractors. Work in 11 wards has commenced. By August 15, work will resume in all 48 wards of the city.

        Archaeological Survey of India battles with encroachments

        TNN | Updated: Aug 11, 2017, 06:25 AM IST Representative image AHMEDABAD: Even as the old city of Ahmedabad gained the status of an Unesco world heritage site, Archaeological Survey of India (ASI) continues to grapple with the issue of rampant encroachment on age-old monuments in the Walled City. After a record 40 FIRs registered against several establishments in 2016, ASI has started a fresh round of complaints under the Ancient Monuments and Archaeological Sites and Remains Act.

        According to a complaint by Hansa Makwana, an employee of ASI office in Ahmedabad at Bhadra, they have come to know about a new construction and extension of an existing building in Dhalgarwad area.

        When a team visited the said spot, they learnt that the building belonged to Akhar Husain and Rizwan Qureshi, residents of Darul Sugra Husain Building behind Italian Bakery. The construction is within 100 metres of the protected monument of Shah Kupai Mosque. When the owners were asked for permission to construct the said building, they admitted that they did not have any. Thus, ASI officials decided to take formal action against the building owners for flouting norms.

        "Most of the monuments protected by ASI are concentrated in the Walled City areas and that's where there are most cases of encroachments. While many flout the norm of distance of 200 meters from the monument, many are obstructing the monument itself or encroaches on its premises," said a senior ASI official.

        He added, "Legal recourse has not exactly posed as deterrent as either the cases are pending for long or the accused were let go with a slap on the wrist. However, ASI has sought permission to pursue a number of such cases to higher courts."

          Ahmedabad builder cheats buyer, resells mortgaged home

          Sambhav Infrastructure is back in the news for all the wrong reasons. One of the flat owners at ‘Stavan Avisha’, a residential property built by Sambhav Infrastructure Private Limited in Satellite, has lodged a complaint at Anandnagar Police Station against the director of the company Mihir Desai. The complainant has alleged that Desai had registered an illegal ‘banakhath’ on the former’s home, to procure a loan to the tune of Rs 77 lakh from a non-banking financial company.

          Dr Dilipkumar Sanghvi is a resident of Godhra and he purchased a flat in Satvan Avisha in February 2014 for Rs 42 lakh. He completed the documentation in May 2014 and immediately took possession of the property and rented it out. Around a month ago, Jeetendra Sarda, Sanghvi’s tenant informed him that Indiabulls Housing Finance Limited has pasted a notice on the door.

          The notice states that Mihir Desai had sold the flat to Shranik Sheth through a registered banakhath and Sheth procured a loan of Rs 77 lakh from Indiabulls; this deal happened before the flat was sold to Sanghvi. Sheth is one of the financiers of Sambhav Infrastructure. Mihir Desai is already in jail as he has been previously charged in separate cheating cases. Anandnagar Police have filed a complaint against Mihir Shah under section 406, 420 and 120B of IPC.

          Sanghvi’s lawyer, Parimal Desai, said, “In the application we have demanded that a case be registered against Sharnik Sheth and Indiabulls for flouting norms pertaining to sale of property. A home loan cannot be issued on registered banakhath. That apart the loan was twice the property value.” He also alleged that Desai had sold five flats in the same apartment complex to Sheth, against which Sheth procured loans from Indiabulls.

            Metro project clears hurdle in land acquisition

            AHMEDABAD: The Metro Link Express for Gandhinagar and Ahmedabad (MEGA) has cleared its first hurdle in land acquisition by settling a dispute with residents of Jivraj Park, whose houses and shops are to be removed to pave way for the metro project.

            Occupants of two housing colonies - Vishwakarma and Mangaldeep - have agreed to vacate their land on MEGA's proposal to pay around Rs 42 crore to owners of 11 bungalows, three flats and six shops. Three bungalow owners will get plots near Shreyas Crossing, which will be of the same size as that of the plots they are losing, said the residents' advocate Vikram Thakor.


            This compromise was reached after 22 occupants of these two housing societies challenged MEGA's land acquisition process in January 2016. They objected to the rail route finalized by the authorities. They also rejected a proposal of shifting to a plot near Juhapura.

            As the court proceedings moved ahead, MEGA proposed them compensation in cash or plots. Only three bungalow owners opted for plots, and other residents agreed to cash. MEGA paid 80% of the amount while entering into the agreement with the residents, and the remaining 20% was decided to be paid at the time of the award passed by the district collector.

            Last month, MEGA urged the high court to dispose the case and assured the court that the entire payment will be made within a month's time. However, on Tuesday, the state government and MEGA sought six more months. The HC told the authorities that since it is a settlement with consent from the residents, there is no need to issue any notification.

            The high court directed MEGA to deposit the remaining 20% amount with the district collector within two days. All residents have been asked to remain present before the district collector on October 5, and the collector has been directed to announce final award of compensation on October 24.

            The residents are elated following the settlement. Dr Bharat Merchant, who owns a bungalow over 250-metre plot in a society, has opted for a plot near Shreyas Crossing. He said, "It is not that we have been paid at market rates, but whatever amount is decided is not bad. I was getting Rs 2.30 crore for my property, so I opted for same size plot. There is multiple ownerships in many properties and hence they opted for the cash."

              ASI on drive to clean unprotected monuments

              AHMEDABAD: The Excavation Branch V of Archaeological Survey of India (ASI) at Vadodara is marking 'Cleanliness Week' starting from September 16 with a drive to clean unprotected monuments in the state.

              A team currently working at Vadnagar chose four monuments — Pachhimi Mata Vav, Saptarshi Kund, Sharmishtha Lake and Zunzuniya Well — for the purpose and involved local people in the drive.

              Dr Abhijit Ambedkar, deputy superintending archaeologist, said that the monuments belonging to Solanki era were chosen for their historic, architectural and aesthetic value. "Our purpose was to create awareness about the monuments and encourage litter-free surroundings," he said.

                Thaltej plots fetch Rs 312.90 cr

                tnn | Sep 30, 2017, 04:34 IST Ahmedabad: Two premium land parcels in posh Thaltej are of the city fetched Rs 312.90 crore in an auction by the charity commissioner on Friday. Ahmedabad-based real estate developers SHG Realty LLP and True Value Infra Build LLP won the plots.

                The amounted bid by the realtors was Rs 90 lakh more than the base price of Rs 312 crore.

                At the auction, one plot measuring 11,381 square metres went to B-Safal Group's SHG Reality for Rs 170.40 crore and the other 9,500 sq m plot was bagged by True Value Infra Build for Rs 142.50 crore. A total of three bidders participated in the auction.

                The land parcels belonged to Gujarat Institute of Chemical Technology (GICT) and are located close to the Consumer Education and Research Centre (CERC) campus near Thaltej Crossroads.

                The auction was conducted by charity commissioner Y M Shukla. Three objections were received regarding the auction, which GICT was directed to reply to.

                The hearing for the objections will be held on October 16. The trust that runs GICT wants to sell this land to raise funds to create a world-class engineering education hub in Ahmedabad.

                  Realtors to launch fewer new projects this Diwali

                  Ahmedabad: Diwali is unlikely to add a shine to the real estate market as realtors expect fewer new launches in the wake of compliance issues with the Real Estate (Regulation and Development) Act, 2016 (RERA), issues related to Goods and Service Tax (GST) and overall sluggishness in the realty market. Developers' estimate that new launches will not be more than 15%- 20% of the number of projects launched last year.

                  "I was planning to launch three projects in Diwali. However, the launch has been postponed till January next year. The decision was taken due to delays in securing approvals, without which a developer cannot register projects with the state-level RERA regulatory authority," said a realtor, who asked not to be named.

                  There many others who do not see many projects coming to the market this Diwali. "Even on Dussehra, the number of new launches was less than 10% of new schemes launched last year. There will not be many new launches in city during Diwali as well. It should not be more than 15%-20%," said Ashish Patel, president, Gujarat Institute of Housing and Estate Developers (GIHED), the Ahmedabad chapter of Confederation of Real Estate Developers' Associations of India (CREDAI). Around 100 new projects hit the Ahmedabad market last Diwali.

                  "Apart from the compliance with RERA, there is still confusion among developers and consumers about input tax credit under GST. This coupled with sluggish market conditions has adversely impacted new project launches," added another builder.

                  According to developers, there are often delays in granting approvals such as environment clearance, plan passing and conversion of agricultural land into non-agricultural. "For any realtor, this process takes around 10 months. Only after getting all these approvals, can one register projects under RERA," said a city-based developer.

                      AHMEDABAD: The construction industry which was reeling under the effects of implementation of Real Estate Regulations Act (RERA) rules, was given an adrenaline shot on Thursday by the state government. The announcement included bringing the ‘Common General Development Control Regulation (GDCR)’ into force across cities and towns, except Gandhinagar city.

                      Most sops were doled out in shape of several tweaks to the existing development control regulations. With the 2022 vision of building 9.8 lakh affordable houses the BJP, ahead of the polls, relaxed several norms.

                      Confederation of Real Estate Developers Associations of India-Gujarat, chairman, Shekhar Patel, said, “CREDAI welcomes the implementation of common GDCR. Cities like Surat and Vadodara will benefit from revisions in FSI.”

                      He added, “Customers will gain as there will be construction of more homes. Higher FSI will also help bring down the prices of properties.”

                      In Surat plots or properties coming up adjoining 45 mt wide roads will get the benefit of an FSI of 4 within 200 metre area alongside the road. Again in Vadodara and Surat cities, an FSI of 3.6 will be assigned for upcoming properties adjoining 36-metre-wide roads within a band of 200 metres alongside the road. “The condition being that the extra FSI will have to be bought by the developer over already assigned base FSI,” said deputy chief minister Nitin Patel.

                      In case of category ‘A’ and ‘B’ municipalities, which form the satellite townships of Gujarat mega cities the state government will allow an extra 0.6 FSI on payment to push construction activities. Besides this Patel claimed that the hollow plinth under multi-storeys, mostly used for parking purposes will be exempted from FSI calculations.

                      In ‘C’ and ‘D’ category Nagarpalikas the government will deduct 30% of plot area for common amenities, while in ‘A’ and ‘B’ category municipalities the deduction is 35%.
