Its better to define the criteria:

1. Location - surroundings, area
2. Social Infra - Self sustained GC
3. Quality of construction, amenities, include operational maintenance quality/price
4. Price-VFM
5. Rentals - value/demand
6. Future worthiness (if not good now, atleast down the line 3 years period pick up - grace period)
7. Delay in possesstion
