    NHAI to pay up for delayed okays

    New Delhi: In a first-of-itskind move, the National Highways Authority of India (NHAI) is likely to pay per day penalty to private developers in build, operate and transfer (BOT) projects in case it fails to get statutory clearances and approvals in the scheduled time frame.
    If it happens, the highways authority will have greater accountability in public-private partnership (PPP) road projects rather than passing all the responsibility to contractors. Sources in the highways ministry said the proposal was among those discussed at a high level meeting in the Prime Minister’s Office (PMO) on Monday, which was attended by highways secretary, NHAI chairman and officials from finance ministry and Planning Commission. Highway developers have for long blamed delay in getting environmental clearances and problems in land acquisition as the main reasons for projects getting delayed.
    NHAI and highways ministry have a provision of paying penalty to contractors in case of government funded engineering-procurement-construction (EPC) projects, though there is an upper cap for this penalty. “This will ensure that NHAI or the ministry will award projects after getting clearances and land, something that has been envisaged in the EPC contract model. There will be less scope of delay. Moreover, government agencies cannot wash their hands off after moving files,” a ministry official said. GMR had cited delay in getting statutory clearances while serving termination notice for the 555-km Kishangarh-Udaipur-Ahmedabad project which was bid out at highestever premium of Rs 636 crore every year.
    In a move to make banks comfortable with lending to highway projects, NHAI reportedly raised the issue of recognizing the total project cost (TPC) estimated by private concessionaires. At present, projects are bid out at TPC fixed by NHAI while private developers’ estimates are invariably 30-40% higher. Though banks lend based on the higher estimate, they run the risk of losing money in case the project is terminated. This is because NHAI guarantees 90% payment of debt to the lenders in case of termination but it recognizes only its own TPC. So, banks have greater risk in lending for a project where the TPC is higher than the NHAI estimate.
    The highways authority also pushed for allowing concessionaires to exit from already constructed and tolled stretches. It has been claiming that such a move will infuse greater equity in the highway sector. Private developers’ equity is caught up in at least 100 projects since the present norms stipulate that a developer has to keep at least 26% stake in a project for the entire contract period. Though the norms were relaxed in 2009, projects awarded before that are not allowed to avail early exit option.

      Sharing factual information is not persuading/ convincing. Rohini1 is sharing photos of malls, universities and those are real photographs. If you really like those, then it is not his fault. If you feel those photographs are really compelling someone to consider investing in Kundli, I would still not blame him.

      Since all plots/ apartments are 100% sold out in Kundli, there is no network of builders trying to convince people to buy in resale. Also, there is no broker network in Kundli since they have low business compared to regions which are unsold.

      Go to Yamuna expressway, go to Noida Extension where more than 50% projects are unsold. Thats where brokers try to convince people.

        When KMP AND KGP will come, it will improve connectivity of entire NCR region. Progress is not confined to KUNDLI itself. It will be like Delhi third ring road.

          Agreed but why there is no development in H I J K L blocks?Why rate of construction on plots is very less? U can see so many broker in Delhi so by ur theory delhi has also 50% unsold property.

            Who says no development.
            The sector roads have been build in these blocks (Except L block). All the utilities of sewege and electricity have been provided. The posession have been offered by builders.
            Now its upto the plot owner to build. Builder has fulfill its promises.

              So many unconstructed patches r there in between almost every sector roads.So many agricultural lands r still there.pl update

                Villas are completed in J block, there is construction going in some plots in H/I/J/ K plots. If you keep looking at negatives, then you will not see anything happening there.

                why dont you give credit to malls that have been completed, universities that are running successfully, Q cinemas which ran full house on Valentines day.

                First change your mindset, then only you can see the development happening. Otherwise you will spend rest of your life cribbing in this IREF forum........

                  How many villas r in J blocks? Is any construction going on H I J K blocks ? Amazing only u can see being a positive thinker.

                    As far as I am concerned I am more then satisfied with the progress of Kundli. When I initially invested here few years back. There was no development I could not even drive down to my plot in K block. My vision at that time was for 7 to 10 years.
                    But now withing three years:-
                    Kingsburry has been occupied.
                    Sector roads have been devloped.
                    NH1 has been expended.
                    TDI mall is ready.
                    TDI Club is ready.
                    Peoples have started building thir houses in TDI.
                    Gurudwara and Mandir is ready in TDI.
                    Hospital is launched in TDI.
                    Tourist attractions like Jurrasic park, Haveli, Madhaya are there.

                    Ab kya har plot per helipod ka arrangment hona chahiye. To prove the development.

                      Helicopter kya doge.Minimum req. Road is still not connected there properly.what to talk about rest facility. Do u know the time period promissed to offer possession for the complete project at the time of booking?
