      When you buy plot the role of builder is over once you get the posession. On or before posession builder has to coply with HUDA/DDA for the basic utilities - sewege, road, electricity etc.
      Once you get the posession you are out of builders grip. You can then freehold the plot and be free.

        NCR bhai is really struggling to understand that TDI or Ansals have given possession to its plot owners nearly 2 years back. Plot owners can now get their land registered in their name and build their houses. These builders have provided possessions to its owners and have provided the basic amenities which is needed for possessions.

        NCR bhai, please do some search if land possession is offered, then that means Builders have done their role.

          KMP expressway delay: Lenders feel the heat

          With the concessionaire of the 136-km Kundli Manesar Palwal (KMP) expressway repeatedly missing the completion deadlines for the past three years, financial institutions funding the project are getting jittery. The project was scheduled to get into commercial operation by July 29,
          2009.

          Subroto Gupta, chief general manager, IDBI Bank, Mumbai, which is the lead lender for the KMP project had in October 2012 expressed grave concern of all the project lenders because of substantial time and cost over-run of the project despite release of need-based funds from time to time to the concessionaire -M/s KMP Expressways Ltd. As on date, the lenders have disbursed Rs. 983 crore to the concessionaire out of the sanctioned loan amount of Rs. 1149 crore.

          The October 2012 communication from IDBI Bank to HSIIDC said: "I would like to highlight that in June 2013, the concessionaire would be exhausting the maximum permissible time of four years beyond the scheduled commercial operation date (CoD) as per the extant RBI guidelines for infrastructure sector. In these circumstances, it is imperative that all stakeholders - the concessionaire, HSIIDC and lenders work together to ensure that normal construction activities are resumed at the earliest and continue as per schedule."

          The lead lender had also suggested for constituting a core committee, comprising representatives of the HSIIDC, independent consultants, engineers and three major lenders to review the progress achieved by the project on a fortnightly basis to facilitate a closer monitoring of the project.

          The lenders also requested HSIIDC to grant an extension of commercial operation date to May 31, 2013, which has already been taken on record by all project lenders while approving the debt restructuring package for the company.

          The HSIIDC, however, responded by saying since the concessionaire has been revising the commercial operation date time and again because of slow progress and as the work is yet to be substantially completed, it was difficult to decide the modalities of the revised commercial operation date at this stage.

          The HSIIDC also said that instead of having a core committee of lenders and independent consultants to monitor the project, the representatives of senior lenders might be included in the monitoring committee headed by the chief secretary.

            Agreed with u washington bhai , it is all an ideal condition but in this case Again I m requesting pl update ur self honestly before proving me wrong if u r an investoe not a chanel partner.

              After the posession and registration. The infrastructure become the responsiblity of authority (HUDA/DDA). They are responsible for building roads and amenity out of the EDC changes that are levied to the plot/flat owner. The current EDC charges are about Rs1900 per sq yard.
              So if any one buy 500 yard plot he/she roughly pays about Rs.10,00,000 to HUDA for roads and basic enhancements like park,sewege,electricity etc.

                  KMP Expressway kicks up fresh row

                  Delayed by more than three years, the Kundli-Manesar-Palwal (KMP) Expressway project has run into another dispute. The concessionaire for the project, KMP Expressways Ltd, has invoked the arbitration clause of the concession agreement following a dispute with the Haryana government on the change of scope of the project.

                  While the concessionaire initially claimed Rs. 527 crore that was brought down to Rs. 199 crore for the change of the scope of work done so far, the Haryana State Industrial and Infrastructure Corporation (HSIIDC), which is the executing agency for the project, has finalised the claimed amount to Rs. 79 crore. Haryana officials said the concessionaire had submitted inflated cost estimates against the change of scope.

                  The HSIIDC has also raised a bill of Rs. 180 crore on account of negative change of scope due to the reduction in quantity of fly ash and granular sub-base (GSB) used in the construction.

                  The concessionaire has challenged the details of change of scope and invoked the arbitration clause as per dispute resolution provisions of the concession agreement.

                  The HSIIDC has also appointed a former engineer-in-chief of Haryana PWD, KB Lal Singal, as its nominee arbitrator. The third arbitrator is yet to be appointed.

                  “The concessionaire should complete the project first. The issues pertaining to change of scope will be settled thereafter,’’ said an HSIIDC official.

                  A KMP Expressways Ltd spokesperson said: “Arbitrators from both parties would arrive at a just figure for the change of scope claims that the Haryana government should be agreeable to pay. If the change of scope claims do not get sorted out, there could be a delay in the project.”

                    haha and mr huda saying at DU delhi that haryana is grpwing much fastrr than gujarat .
                    Big thieves they are look at KMP and even gurgaon region suffering from severe power and water shortage while gujarat gets 24 hours 3 phase electricity . . Evenly haryana is buying power from gujarat to meet up power shortage . Shame on this haryana GOVT .
                    these govt are a bulls*** even yamuna expressway got stalled 10 years and even till now it has not received completion certificate .
                    and see metro was proposed for greater noida in 2008-9 but then stalled after 3 years now again proppsed to fool the innocent buyers thankfully on KMP 2000 crore has been spent that money cannot go waste project will definately come ..
                    And also work of 10 universities have already started in education city so these two things are coming 100% surely !

                      Don't worry very soon even YEA will overshadow Kundli the way development is happening in Sonipat/Kundli.
