    Haryana to find way to push forward stalled expressway project within a month

    NEW DELHI: Facing criticism for inordinate delay in the completion of Western Peripheral Expressway (WPE) or KMP expressway, which is one half of the ring bypass around Delhi, Haryana government on Monday made a commitment to the Centre to find a solution to the stalled project in the next one month. Sources said the options being weighed are replacing the present concessionaire and to undertake the remaining construction work under government funding mode.

    Blaming the earlier government for not pushing forward the project, Haryana chief minister Manohar Lal Khattar said that completion of the stalled project is one of the priorities of the new state government. "We will have another round of meeting and consultation to solve the issue," he said after over an hour long meeting with road transport minister Nitin Gadkari and top functionaries in the ministry.

    Sources said that the outstanding debt of about Rs 1,300 crore provided by a consortium of banks to this 135 km project has become the biggest problem for Haryana government. "It's clear that the present concessionaire cannot complete the project and the company has to be replaced. But we have to address how the banks can get back their investment," said one of the officials who was present in the meeting.

    He added one option discussed was to take over the project and build it with government funding. "The toll amount that would be collected can be used to pay back to the banks. Even if the banks would have brought in a new concessionaire, which they are entitled to in a PPP project, they would have got the revenue from toll collection," said a government source.

    Officials said that National Highways Authority of India (NHAI) has also offered to take over the project, if Haryana government wishes so.

    Haryana government is likely to place a plan before the Supreme Court to restart the project in the first week of January. Before the last assembly election, the Haryana government, the present concessionaire and bankers had worked out a solution to bring in a new player. But it could not be formalized because of the code of conduct kicking in.

          CHANDIGARH: Haryana Chief Minister Manohar Lal Khattar today said he has been receiving over 500 complaints every hour from people across the state and responsibility of concerned officers have been fixed to redress them in a time-bound manner.

          "I am visiting all districts and have been receiving more than 500 complaints from people every hour. These include long-pending complaints as well as new ones," Khattar said today in Sonipat.

If the grievance of a person cannot be addressed, the officer should call the complainants and explain the reasons", the CM said in a release here.

          On December 25, Haryana government had announced the launch of 'CM Window', aiming to redress grievances of people in a time-bound manner.

          'CM Window' was inaugurated at all district headquarters so that grievances of the people directly reach the government for redress and the public do not have to rush to Chandigarh, for it.
          On the Kundli-Manesar-Palwal (KMP) Expressway, Khattar said the work on this project would start soon. "The hindrances coming in the way of construction of the KMP Expressway are being removed and work on the project will start soon," he said.

          The 136-km Kundli Manesar Palwal (KMP) Expressway was running behind schedule. The project, started in 2006, was to be commissioned on July 29, 2009.

            A new agency will be roped in by the Haryana government for the completion of the stalled Kundli-Manesar-Palwal (KMP) expressway in the state, Chief Minister Manohar Lal Khattar said Saturday,

            Hindrances coming in the way of construction of the KMP Expressway were being removed and work on the project would start soon, he said.

            "We are trying to resolve the matter so that the expressway can be completed at the earliest. A new agency may be given the work soon," Khattar told media in Sonipat town, 180 km from here.

            The the nearly Rs.1,900 crore, 135-km-long KMP expressway project, launched with much fanfare by the previous Congress government led by Chief Minister Bhupinder Singh Hooda has been delayed much beyond its completion deadline of December 2009.

            The crucial project was being executed by a concessionaire, KMP Expressways Ltd - a consortium of DSC Ltd and Apollo Enterprises. The concessionaire was attacked by the Hooda government for missing completion deadlines repeatedly but alleged the state government had failed to acquire land for the project in time leading to a cost escalation.

            The Haryana government, after repeated warnings, invoked the penalty clause against the concessionaire which in turn approached the Supreme Court.

            Less than 65 percent of the project had been completed till October 2011.

            The KMP expressway is intended to ease the inflow of traffic, especially heavy vehicles like trucks, passing through the national capital.

            The significance of the expressway is not only that it will connect four major national highways - NH-1 (Delhi-Ambala-Amritsar), NH-2 (Delhi-Agra-Varanasi-Dankuni), NH-8 (Delhi-Jaipur-Ahmedabad-Mumbai) and NH-10 (Delhi-Hisar-Fazilka-India-Pakistan border), but will significantly reduce the traffic from north Indian states to central, western and south India and vice versa.

            Thousands of vehicles, especially trucks, which now pass through New Delhi, will be able to bypass the national capital once the KMP expressway is completed.

              Centre ready to take up KMP expressway if Haryana government agrees

              ew Delhi: The central government plans to take over the much delayed Kundli-Manesar-Palwal expressway from the Haryana government, saying this project will help in decongesting Delhi's traffic.


              "If the Haryana government is unable to complete it (Kundli-Manesar-Palwal or Western Peripheral Expressway) in time, the central government is ready to own the project in asset and liability, as this ring road is very important for Delhi," Union Road Transport and Highways Minister Nitin Gadkari told reporters here.

              The Delhi government was also supposed to pay over Rs 621 crore to the National Highway Authority of India (NHAI) as its contribution for construction of the Western Peripheral Expressway.

              But, Gadkari said that Lieutenant Governor Najeeb Jung has conveyed to the Centre that Delhi cannot provide funds for the Expressway.

              Speaking at the foundation stone laying of a transmission line in Tughlakabad, Gadkari said that the work on the Eastern Peripheral Expressway will soon start.

              "There is a lot of traffic in Delhi, we have recognised the Eastern Peripheral Expressway (EPE) is an important project, the tender for building the same has been floated and in the next 15 days will be able to finalise it, in two months time will start work on it," he said.

              The estimated cost of both the projects is Rs 8,500 crore, the minister said.EPE envisages to provide signal-free connectivity between Ghaziabad, Faridabad, Gautam Budh Nagar (Greater Noida) and Palwal while the WPE connects Kundli to Palwal via Manesar in Haryana.

                Supreme Court today came down heavily on the government and NHAI for delay in constructing the Eastern and Western Peripheral Expressway around Delhi, saying more children would be hospitalised due to the rising pollution levels in the city.

                "You (NHAI) beg, borrow and steal money from the Central Government and start constructing road. Pollution level is rising and due to it, more children will be hospitalised," a bench headed by Chief Justice H L Dattu said, adding the apex court had passed the order in 2005 to construct expressway around Delhi to decongest and de-pollute its roads.

                "This central government cannot react. You (NHAI) cannot take up the issue with the Prime Minister, Transport Minister. We will not extend the time (July, 2016). Go borrow from the World Bank and start constructing the road," the bench, also comprising justices Arun Mishra and Adarsh Kumar Goel, said.

                The National Highway Authority of India (NHAI), however, said it does not build roads on its own but awards contracts to others. It sought some more time to conclude nitty-gritty of the bidding process.

                "We had passed the order in 2005. Please implement it or we know how to get our orders implemented. For last ten years you did nothing," the bench said.

                The apex court, which has been hearing a 1985 PIL filed by environmentalist M C Mehta on issues including vehicular pollution, had asked the Centre in 2005 to build peripheral expressway around Delhi by July 2016 to decongest and de-pollute the national capital.

                Senior advocate Harish Salve, who appears in the case as an amicus curiae, said the NHAI can be given more time but SC's deadline to construct the expressway by July 2016 should not be extended.

                He further said vehicular pollution was rising alarmingly and small children were getting hospitalized due to it.

                Senior advocate Kapil Sibal, appearing for concessionaire which is no more linked with the expressway project, said the NHAI has not paid its due.

                "That is a litigation between you (concessionaire) and the NHAI, the bench said. It has now fixed the plea for hearing on January 30.
