          Greater Noida: The Yamuna Expressway Industrial Development Authority's (YEIDA) board on Wednesday approved the budget for a multi-modal transport system, along with a master plan for essential services including electrification, sewage, water, drainage. The board has allocated Rs 7,580 crore for the master plan.

          "The tram and Metro services have been proposed to facilitate seamless movement between Greater Noida and Noida. Once the technical and economic feasibility is prepared, proposals will be invited and e-tenders initiated before finalizing a detailed project report," said P C Gupta, CEO, YEIDA.

          "This could take 3-4 months, after which we will be able to work out the project's length and cost," Gupta said.

          YEIDA is also set to sign a MoU for the proposed 20.6-km Metro corridor between Greater Noida and Yamuna Expressway. Delhi Metro Rail Corporation is already conducting surveys and studies for the technical and economic feasibility of the route, said Gupta.

          The Authority also approved allotments for eight petrol pumps, built-up shops and commercial plots in Sector 22A, besides group housing plots, plots for dairy and poultry, as well as clearing the transfer of a 48-hecatre plot to the National Highways Authority of India for an interchange on the Eastern Peripheral Expressway.

            NEW DELHI: The Haryana government is once again knocking on the Centre's door with two proposals to help it to build the stalled Kundli-Manesar-Palwal (KMP) expressway. Earlier, the road transport ministry had declined to take up the project until Haryana made this a "liability-free" project.

            A senior Haryana government official told TOI state industry secretary Devinder Singh is scheduled to meet road transport secretary Vijay Chhibber on Thursday to find a way out. Sources said the state government will submit two proposals before ministry to step in to undertake the completion of the remaining work on this 135km expressway.

            Last week, the Supreme Court had directed Haryana to award the project within two months for expeditious completion of the expressway, which is crucial to decongest roads and reduce air pollution. The project has been delayed by over five years. The Haryana government official said that the roads ministry could take over the project "as is where is" and there will be no question of paying any termination amount to the developer since it has failed to deliver.

            "However, the arbitration process on claims made by the present developer on us will go on simultaneously. The road ministry can pay the final arbitration amount from the toll that would be collected on this stretch. The second option is that a portion of the toll collection, say 2-3%, can be kept aside for the final payout when the arbitration and litigations end," he added.

            If the Centre does not agree to the proposals, Haryana will execute the project. The official said they are prepared to take up the project if no other option works. Though the project was originally launched on a public-private partnership model, the government will now fund the project under the engineering, procurement and construction mode. Once completed, it can either sell it or collect toll.

            Senior road ministry officials said they won't get into the project with any liability. The Haryana government approached the Centre following chief minister Manohar Lal Khattar's meeting with road transport minister Nitin Gadkari in December when the latter offered to take over the project if the state was "unable" to complete it.

              After much dillydallying, the Centre and Haryana government have begun work on the twin bypass expressways, which are expected to provide relief to the national capital from traffic jams and rising air pollution.
              While Haryana has awarded one portion of the western peripheral expressway (WPE), also known as KMP Expressway , to a contractor, it has invited tender for the second portion.National Highways Authority of India (NHAI) is set to award the work of the eastern peripheral expressway (EPE) or KGP by the month-end.

              The proposal for these crucial projects was passed in 2003. Subsequently , the Supreme Court had cleared the projects in 2005. After completion, the expressways will help Delhi get rid of over 80,000 vehicles per day , mostly trucks and other commercial vehicles, which otherwise en ter the city roads.

              In fact, due to the delays the costs of these projects have gone up substantially .While these projects were envisaged to be taken up on BOT (toll) model without any government expenditure, now these are being rolled out with 100% government funds.

              “The government has to spend from its budget simply for its failure to push the projects. Moreover, we must calculate the value of hundreds of lives lost on Delhi roads because of crashes and the huge cost that people paid because of pollution. All those responsible for delaying these projects have committed a criminal act,“ said a former NHAI official.

              It can be recalled that EPE could have been awarded in 2009 without any government grant since there was a single bid for this project, but UPA-II had scrapped the bidding process altogether. Now, after six years, the expressways will be built with over Rs 6,000 crore of government investment. “We have divided the entire stretch into parts and we can complete the project in time as we have almost 100% land,“ an NHAI official said.He added the entire stretch can be completed in 2-3 years.

                KMP e-way to now have six lanes

                GURGAON: Construction work on Manesar-Palwal section of the KMP expressway has begun and will be completed within nine months, industries and commerce minister Capt Abhimanyu said on Thursday.

                Rest of the expressway will take nearly 30 months to be finished. Abhimanyu was speaking at a conference on manufacturing, organized by Confederation of Indian Industry (CII) at Gurgaon. He said the entire expressway will have 6 lanes against the original plan of 4 lanes to meet the growing demand.

                The minister also announced that Haryana's new industrial policy is ready and will be released within next 10 days. Abhimanyu said the BJP government was focusing on transparency and structural reforms to facilitate entrepreneurship.

                The minister said Haryana is land of opportunities and practices of nepotism and corruption will be curbed to improve the business climate. All government services are being shifted online for ease and transparency. "An applicant will be able to track his file online, and in case of undue delay, it will considered 'deemed clearance'," said Abhimanyu.

                "The industrial plots will now be allotted through e-tendering and the allotment procedure will be completely corruption-free," he added.
