    The delayed Kundli-Manesar-Palwal (KMP) Expressway project is expected to be completed before the February 2019 deadline, Haryana chief minister Manohar Lal Khattar said on Friday. The 136-km long project was scheduled to be completed in 2009 but got delayed due to a host of reasons, including litigations.

    “Final touches are to be given that were delayed due to rain... The concessionaire for the expressway has promised to complete it before the deadline of February 2019,” Khattar said on the sidelines of a PHD Chamber conclave in the Capital on Friday.

    Speaking at the event, the chief minister invited entrepreneurs to set up businesses in Haryana offering them land at normal prices. “We have thousands of acres of land available at industrial model townships (IMTs) in Manesar, Sohna, Kharkhoda, and Rohtak,” he said.

    “We will soon frame a policy to provide land to entrepreneurs at normal price,” the CM added.

    Also, five mixed use townships will be developed along the KMP expressway where industries and businesses can be set up, Khattar said citing Haryana’s distinction as the third ranked state in ease of doing business.

    The chief minister also insisted that industries should provide jobs to local youth.

    Khattar said besides ease of doing business and export growth of the state, improved infrastructure was another factor that would work in the favour of industries.

    The government would bring about another set of systematic changes in its administration and also accord marginal subsidies to industries that come forward to invest in the state’s A and B category townships, he said.

    Khattar stressed that the Hisar airport was functional and flights would be conducted under Udan scheme to New Delhi and Chandigarh. Haryana government has also entered a MoU with SpiceJet that will conduct flights from Hisar to Jaipur and Jammu, Khattar said.

      GURUGRAM: The keenness shown by the BJP government to open Western Peripheral Expressway, popularly known as KMP (Kundli-Manesar-Palwal) Expressway, on October 2, even though the official deadline is still a good five months away, has ruffled state government officials, who point to perils of inaugurating incomplete projects or hurrying construction work.


      A drive down the 99km stretch between Manesar and Kundli on Wednesday showed these concerns are not completely unfounded. Crucial safety aspects like stone pitching, streetlights, signage among other things are completely missing, apart from the fact that construction is underway at many places. In fact, at multiple locations, the edge of the road has already caved in due to lack of stone pitching.




      Highly placed sources in the Khattar government said not only are BJP governments at both the state and Centre pushing for a hasty opening, for political gains, there is another reason for the haste. Construction firm Essel Infra Projects Limited, owned by BJP Rajya Sabha MP Subhash Chandra, stands to gain a bonus of Rs 156 crore if the project gets completed six months before the deadline – March 2019.

      “The way things are progressing, it would appear that we’re running a college canteen. Unnecessary pressure is being applied. In the process, many crucial things are being overlooked. Stone pitching is yet to be completed along the stretch. It’ll take time to install other safety parameters like streetlights, signage.

      “The only thing that seems important is that the contractor stands to gain Rs 26 crore per month for the number of months they are able to complete the project before deadline. So if they complete it six months ahead of schedule, they get Rs 156 crore more,” said a senior official requesting anonymity.

      Engineers on site too admitted they are being pressured to finish work before October 2. “Recently, we were asked to hurry up and finish the work by October 2 at any cost. We’ve deployed additional workforce to achieve this target. We’ve been told the government wants to inaugurate this expressway at the earliest and we’re trying our best to make sure the basic work gets done by then,” said one of them.

      None of the toll plazas and other facilities for commuters are ready on this stretch. The surface is uneven at some places and fast-moving vehicles can lose balance, causing an accident. At several places, the road is being rebuilt as it has sunk already, possibly due to rains.

      Essel denied being under pressure. “There’s no pressure from anyone to complete the project by October 2. We’re committed to hand over the project before the deadlines in public interest. We’ll never compromise on commuters’ safety.

      “Regarding installation of streetlights and signage, we have time till February 2019,” said an Essel spokesperson.

      The official cautioned a rushed inauguration could lead to chaos and accidents similar to what was witnessed on the Eastern Peripheral Expressway (EPE) days after it was inaugurated by Prime Minister Narendra Modi on May 27 this year. “We’re talking about a mega road project which will be used by thousands of motorists. Extra caution has to be taken before it gets inaugurated, else, small things could lead to loss of life, with no possibility of holding anyone accountable. We’ve seen accidents take place on the hastily inaugurated EPE, days after it was thrown open. We need to learn from our mistakes, not repeat them,” he said.

          The Haryana government, on Friday, said that the crucial 84- km-long Kundli-manesar section of the Kundli-manesar-palwal(k mp) expressway will be remotely inaugurated by Prime Minister Narendra Modi from Delhi on November 10.

          To mark this occasion, the state government will host a major programme at Kundli in Sonipat, along with other functions at the six toll booths on this 84-km stretch. The KMP expressway has toll plazas at places such as Kundli, Kharkhoda, Bahadurgarh, Badli, Farrukhnagar, Pataudi Road and Manesar.

          Haryana Chief Minister Manohar Lal Khattar, on Thursday, had announced that this project would be inaugurated by PM Modi.

          Public Works Department minister Rao Narbir Singh, on Friday, said that the state cabinet ministers have been deputed to preside over the functions that are slated to be held on November 10 at the toll plazas for the inauguration. Singh would participate in the event that will be held at the Farrukhnagar toll plaza, he added.

          The KMP expressway was slated to be completed by the year 2010. However, due to several issues related to land acquisition, legal complications and the inability of the previous contractor to complete the road, the project was delayed by almost eight years.

          The project was finally awarded to the Haryana government in 2016 after multiple delays with the mandate that the state government had to complete the project as per schedule.

          “We had got this work in August 2016 and the project deadline was February 2019. But we completed the work wat ahead of the schedule. Sixty contractors worked day and night to complete this road,” said Vilas Misal, project director, Essel Infra Projects Ltd, the contractor.

          The 135-km-long KMP Expressway will offer signalfree connectivity, allowing seamless movement of traffic towards different north Indian states, such as Uttar Pradesh, Uttarakhand, Haryana, Punjab and Jammu and Kashmir.

          With the road becoming fully functional, the highway will ensure that vehicles, especially those which are commercial in nature, can avoid the busy roads of Delhi, Gurugram, and Noida completely. This will not only ease congestion but also reduce pollution.

          Work on the KMP Expressway work was divided into two parts — one segment of 53 kilometres from Palwal to Manesar and the second segment of 83 kilometres from Manesar to Kundli.

          The former portion has already been thrown open to public, and has been operational from April, 2016.

              CHANDIGARH: Prime Minister Narendra Modi will inaugurate the Kundli-Manesar-Palwal (KMP) Expressway in Gurgaon district on November 19, said officials here on Friday.


              The expressway will help divert heavy polluting vehicles from Delhi. The PM will also inaugurate the Ballabhgarh metro at Sultanpur village in the district.

              A spokesman of the Haryana government said Rs 6,400 crore had been spent on the expressway project and 3,846 acres of land was acquired at a cost of Rs 2,788 crore.

              He said the length of the Kundli to Manesar stretch was over 83 km. The stretch would have 14 major/minor bridges, 56 underpass/agricultural vehicular underpasses, seven intersections and seven toll plazas.

              “The width of the median at the stretch has been kept at 8 km. Similarly, the Manesar-Palwal stretch is over 52 km long and has 32 underpasses/ agricultural vehicular underpass, three intersections and four toll plazas,” he said.

              The spokesman said the toll collection on the stretch from Manesar to Palwal started on July 15. The design speed of the expressway was 120 kmph for light vehicles and 100 kmph for heavy ones.

              The objective is to provide high-speed link between northern Haryana and southern districts and uninterrupted high-speed link for traffic, especially commercial traffic, from Haryana to the neighbouring states.

              He said two rows of shrubs would be planted in the median. Apart from this, tress like neem, arjun, and sheesham would be planted near the extreme end of two rows on each side.

              Meanwhile, Gurgaon police have prepared an elaborate plan to ensure security and hassle-free traffic management. Cops have banned the entry of all heavy commercial vehicles in the city on Monday from 6am to 6pm.
