Now comes the satisfying time for Indian real estate developers when they can invest anywhere in and around the National Capital Region (NCR) like Gurgaon, Noida, and in Ghaziabad.

In Kundli, after the commencement of work on Kundli-Manesar-Palwal expressway, land prices for an acre of land have jumped to Rs. 2-3 crore from Rs. 25 -40 lakh per acre whereas in Bahadurgarh, few kilometers from Kundli, the rates have increased from Rs 13-18 lakh per acre to Rs 50- 90 lakh per acre.

Property rates in Manesar have too shot up from Rs 20-25 lakh per acre to Rs 1.10-1.40 crore per acre.

The expressway, which will cover a distance of 135 km - is considered the most expensive and the longest Indian expressway to be constructed, has just pushed the property prices over the roof.

Property developers of Palwal, the third city which will be connected by expressway, are too smiling from ear to ear. Land rates in Palwal have gone up from 14 lakh per acre to Rs 45-80 lakh per acre.

In the past one year, owning to the announcement by Indian government about these expressways, highways and other infrastructural projects, the Indian real estate industry has seen a rise of mammoth 150 percent.

A builder, who is building a 1,200 acre township at Kundli, feels the property rates along this KMP expressway will only go up and up from here. He expects an increase of 200% in the property rates along this route once it gets operational.

Currently, property rates at Kundli for residential properties range from Rs 10,000-15,000 per sq. yd. and its Rs 5,000-7,000 per sq. ft. for commercial properties.

    For those who are not aware with the development plans of Kundli-Manesar-Palwal. Here is the latest story which i would like to add up to the information given by parulthakreja. I recently read on this topic in an article published in Hindustan Times. After reading this any one can see the future of Haryana without any magic eyes.

    KMP Expressway coming up may spell good news for those traveling from Kundli and Sonepat to the international airport, it also spells money for investors, as the area is lined up to become one of the most popular locations after Noida and Gurgaon.

    Constructed at an estimated cost of Rs 1800 crore, the KMP Expressway will have facilities like a trauma centre, helipad, parking lots, refilling stations, refreshment centres, police stations, a car wash and the usual recreational facilities. And what with the government laying emphasis on developing the region as an education hub, interest has also been evinced by a number of multinationals from the IT, ITES and education sectors.

    The plan is to set up top-class universities in the 2,000 acre Rajiv Gandhi Education University with an emphasis on IT, Biotechnology and Nanotechnology.

    All great developers in India are excited to grab some chance of investment in KMP project. Ever since the Expressway project was announced, a major boost was provided to the real estate sector in the area and we are particularly impressed by the pace at which the development is happening. Now with a cloverleaf interchange at the intersection of the Expressway and NH1 at Kundli being approved, all residential and commercial construction activities in the area will happen at a fast pace.

    The development of 1,200 acres for a residential project: TDI City in Kundli is also getting off the ground and we plan to further speed up the process as habitation is expected in the area by the end of 2008.

    In the meantime proposals have also been made to take the Metro Rail to Faridabad, Bahadurgarh and Kundli covering all the border links with Delhi. The Government of Haryana intends to set up a Rajiv Gandhi Education City - the Knowledge City - on an area of approximately 1500 acres in the Sonepat-Kundli Multi Functional Urban Complex along the National Highway No. 1. The site almost touches the Kundli-Manesar-Palwal (KMP) Western Expressway.

    The project, expected to be complete by June 2009, is witnessing construction at a tremendous speed. According to a recent report, the HSIIDC has acquired more than 99 per cent of the land so far and transferred it to KMP Expressway Limited, the company that is constructing the Expressway. The development of this Global Urban Corridor will not only give real estate an impetus, but it will also see the growth of Special Economic Zones (SEZ), independent townships/cities, Industrial Model Townships (IMT), food processing units, financial hubs, tourist resorts etc. The government and private players hope that this will not only boost investor confidence globally but will also provide a world-class living and commuting experience.

    Navin M Raheja, Managing Director, Raheja Developers Pvt. Ltd says, "This Global Corridor will be a link between western and northern India. All manufacturing goods from north India will be transported via the Expressway.

    Being close to Delhi, it will be a hub of business activity particularly because many large format multi-product SEZs are planned here. Hence property prices near the Expressway will increase tremendously over the coming years.

    However, a one-km belt on either side of the KMP is an HSIDC controlled zone, so all your ‘No-Objection Certificate from shall get approved from HSIDC first…before finalizing any deal.

    Unlike the Delhi-Gurgaon Expressway, which does not have any pedestrian crossings so far, 62 pedestrian crossings have been proposed during the initial stage for the Kundli-Manesar- Palwal Expressway. Keeping the villages along the Expressway in mind, 32 agricultural vehicular underpasses and 31 cattle crossings have also been planned in addition to 27 underpasses proposed at the village cross. An approval for two truck parking lots and four bus bays and four railway over-bridges for hassle free traffic movement is being sought from the Ministry of Railways.

    "This Expressway will touch the National Highways at four points ensuring the best connectivity. It will throw open unprecedented opportunities to develop economic hubs at strategic locations along the way. As it passes through areas of the NCR that are currently developing, it will serve as a catalyst for growth and will lead to greater development in Sonepat, Jhajjar, Gurgaon, Mewat and Faridabad districts through dynamic connectivity with Delhi and the NCR," says Amit Khaneja, Vice Chairman, Collage Group.
    The KMP Expressway will benefit tourists being close to the Golden Quadrilateral," feels Avneesh Sood, Director, Eros Group.

    There is no doubt that opportunities for the development of commerce in areas like Bahadurgarh and Badli. Kundli, a major business hub, will see major developers like TDI, Ansals, Parsvnath, Omaxe come up with mega residential and commercial projects.

    The story has a familiar ring when one looks at the Rai-Kundli Multi-Functional Complex, which has an Export Promotion Industrial Park and a Food Park. Likewise a town called the Ch. Devi Lal Industrial Model Township in Manesar near Gurgaon is being developed over an area of about 5000 acres. This has already become the destination of many MNCs like Denso, Honda, Suzuki, Mitsubishi and Duracell.

    India's first high speed train project has been proposed to connect Panipat with Delhi with high speed trains that would run at an interval of 10 minutes.
    Haryana Government today finalized the alignment for the Regional Rapid Transit System (RRTS) on Delhi-Sonipat-Panipat Corridor in a meeting held here today under the chairmanship of Haryana Chief Minister Mr Bhupinder Singh Hooda.

    Delhi Integrated Multi-Modal Transit System Limited (DIMTS) gave a presentation to Mr. Hooda regarding the Regional Rapid Transit System (RRTS) on Delhi-Sonipat-Panipat Corridor. It would benefit the people of Panipat, Samalkha, Gannaur and Sonipat and Delhi towns in a big way and also the adjoining townships and villages. It would have stations at Panipat city, Samalkha, Gannaur, Murthal, Rai, Kundli, Narela, Mukarba Chowk Badli and Kashmiri Gate.

    National Capital Region Planning Board had assigned the DIMTS to conduct a survey. The DIMTS has proposed train connectivity from IOCL complex Panipat to Kashmiri gate, Delhi. It would be elevated and dedicated train corridor of 103.5 kilometre length for the high speed connectivity which is likely to connect Delhi and Panipat in 45 minutes nonstop and maximum of 60 minutes with stops. The train would have average speed of 200 kilometre per hour.

    The RRTS would bring integrated development of region and allow the commuters to move across the region efficiently. It would be a high quality system with seated accommodation of good comfort. The survey team explained the Chief Minister that the interiors of the trains would be such that would suit daily commuters as well as frequent travelers. It would have interchange provisions with the metro and bus system. Such RRTS systems are functioning in South Africa, France, Japan, United Kingdom and Sweden.

    The DIMTS has conducted traffic and transportation planning study and detail project report would be submitted very soon. The feasibility report for this project is likely to be submitted by the end of December this year. It was found that more than 50 per cent of the traffic on the Delhi-Sonipat-Panipat Corridor is cars only. Twelve per cent share of the total passenger trips is bus, 45 per cent is of rail while for private cars and taxis, it is 43 per cent.

    Principal Secretary to Chief Minister, Mr Chhatar Singh, Deputy Principal Secretary to Chief Minister, Mr R.S. Doon, Financial Commissioner and Principal Secretary, Town and country Planning, Mr K.K. Jalan, Director Town and Country Planning Department, Mr T.C.     I am from panipat very close to KMP. I have been watching the development on KMP since long but I tell you, its really going very very slow. if the things go on with this speed, KMP would not be completed eveby DEC 2012.

  • कुंडली-मानेसर-पलवल एक्सप्रेस वे जल्द शुरु

    जल्द ही हजारों वाहनों के दबाव से दिल्ली को निजात मिलने वाली है। कुंडली-मानेसर-पलवल (केएमपी) एक्सप्रेस-वे को शुरू करने की तय सीमा 30 अप्रैल नजदीक आने वाली है। काम को जल्द पूरा करने के लिए कंपनी की ओर से तेजी से काम किया जा रहा है।

    दिल्ली और एनसीआर के लिए लाइफ लाइन बनने वाली केएमपी एक्सप्रेस-वे से लोगों को काफी उम्मीदें हैं। इसे शुरू होने से हजारों वाहनों को बे वहज दिल्ली नहीं जाना होगा। इससे दिल्ली वालों को भारी वाहनों के प्रदूषण से निजात मिलने की आशा है। इसे 30अप्रैल से शुरू करने के लिए कंपनी से सीएम को लिखित रूप से दिया है कि वह इसी महीने तक इसे किसी भी हालत में आधे भाग को शुरू कर देगी।

    इसके निर्माण की तैयारियों को लेकर डीसी ने पिछले महीने दौरा किया था। डी.एस. कंस्ट्रक्शन के केएमपी के 135 किलोमीटर स्टेच के आधे भाग यानि मानेसर तक (पलवल से मानेसर- 53 किलोमीटर को) को इसी महीने शुरू किए जाने की तैयारी है। कुण्डली से लेकर पंचगांव (मानेसर) तक के दूसरे भाग को इस वर्ष के अन्त तक पुरा करने का लक्ष्य रख गया है। प्रशासन की ओर से इसे जल्द शुरू कराने की तैयारी की जा रही है। लेकिन, सूत्रों के अनुसार अभी भी केएमपी एक्सप्रेस वे का काम तीस प्रतिशत बाकी है। डीसी पीसी मिणा ने कार्यो के मानिटरिंग को देखने के लिए अधिकारियों को आदेश दिए थे। इसके लिए संबंधित कार्यो की वीडियो क्लीप बनाने की बात की गई थी। हालांकि तय सीमा में शुरू करने की कंपनी की बात को लेकर कई लोगों में संशय है।

    फिलहाल फोर लेन का होगा-
    एक्सप्रेस-वे को शुरू में चार मार्गीय बनाया जा रहा है। लेकिन, दोनों तरफ राईट-आफ-वे इतना रखा गया है कि जरूरत पड़ने पर इसकी चौड़ाई बढाई जा सके। एक्सप्रेस-वे के दोनों तरफ 50-50 मीटर राईट-आफ-वे रखा गया है। इससे लोगों को राहत मिलने वाली है। गौरतलब है कि 135 किलोमीटर लम्बे केएमपी एक्सप्रेस-वे के निर्माण पर1830 करोड़ रूपए की लागत से किया जा रहा है।

    चार नेशनल हाईवे को आपस में जोड़ेगा-
    केएमपी आने वाले दिनों में चार राष्ट्रीय राजमार्ग की दिशा बदल देगा। इससे नेशनल हाईवे- 1, नं. 10, नं. 8 और नेशनल हाईवे- 2 आपस में जुड़ जाएगे। एक्सप्रेस-वे पूरा होने से दिल्ली-अमृतसर नेशनल हाईवे 1 से दिल्ली-आगरा नेशनल हाईवे 2 पर जाने के लिए दिल्ली जाने की जरूरत नहीं होगी।

    चार साल से चल रहा है काम-
    केएमपी एक्सप्रेस-वे का निर्माण 2006 से चल रहा है। इसे कॉमनवेल्थ गेम्स से पहले पूरा किया जाना था। केएमपी एक्सप्रेस-वे का निर्माण कार्य डीएस कंस्ट्रैक्शन कम्पनी को सौंपा गया था और उस दिन से कम्पनी को 23 वर्ष 9 महीने का समय दिया गया था। एक्सप्रेस-वे का निर्माण बीओटी आधार पर करके लागत की वसूली भी करनी है। जितना ज्यादा समय निर्माण में यह कम्पनी लगायेगी, उसे उतना ही नुकसान होगा क्योंकि टोल पर वसूली के लिए समय कम बचेगा।

    दस टोल होंगे-
    कुण्डली से लेकर पलवल तक पूरे एक्सप्रेस-वे पर चढने के लिए आने वाले रास्तों पर 10 टोल प्लाजा बनाए जायेंगे। इसके इसमें 35 पुल और अंडर पास का निर्माण किया गया है।

    Now it’s official that the opening of the first patch of KMP expressway between Manesar and Palwal will be delayed by at least 15 days.
    This means the priority patch, which the private concessionaire has been claiming to open `soon’ for the past two years, could be opened to traffic only by May end.
    Talking to TOI at his New Delhi residence on Monday, chief minister Bhupinder Singh Hooda said the state was seriously after the developer to make the first stretch operational. As of now the Haryana government has set April 30 as the deadline for this stretch.
    “There are chances that a couple of more weeks will be needed before this portion of the expressway is opened for traffic. There are a few minor issues, which are holding back the completion, including high tension wire, fuel pipeline and forest clearance for a small patch of land. We are resolving all these issues soon,” Hooda said.
    Though the state seems to be justifying the delay, in the past two years, the private concessionaire, KMP Expressway Ltd, has announced several deadlines for this stretch. “If there were so many problems coming in the way of completion of this stretch, then how could the developer set such deadlines?” asked a senior government official.
    At a recently held meeting to review the progress of the project, a senior HSIIDC official had highlighted that the developer raised these issues whenever it failed to meet the deadline. The developer had also submitted before the high-level meeting held under the chairmanship of the chief secretary that it would come out with a fresh deadline after assessing the ground situation. Sources in the HSIIDC said so far it has not rescheduled the expected date of inauguration.

    केएमपी एक्सप्रेस-वे के शुरू होने के बाद पर्यावरण को नुकसान न हो इसके लिए प्लान तैयार कर लिया गया है। इसके लिए रोड के किनारे हजारों की संख्या में पेड़ लगाए जाएंगे। इनमें उन पेड़ों की संख्या ज्यादा होगी जो प्रदूषण कम करने में सहायक हों। पौधों को वन विभाग की नर्सरी में तैयार किया जाने लगा है। केएमपी के आसपास भूजल स्तर को बनाए रखने के लिए निश्चित दूरी पर छोटे-छोटे तालाब बनाए जा रहे हैं। रेन वाटर हार्वेस्टिंग का भी इंतजाम किया जा रहा है। सूत्रों के मुताबिक निर्माण से जुड़ी कंपनी ने हरियाणा सरकार को पत्र लिखकर सूचना दी है कि 2 महीने के अंदर मानेसर-पलवल स्ट्रेच शुरू कर दिया जाएगा।

    हरियाणा स्टेट इंडस्ट्रियल इन्फ्रास्ट्रक्चर डिवेलपमेंट कॉरपोरेशन एचएसआईडीसी से मिली जानकारी के अनुसार इस एक्सपे्रस-वे को जमीन से करीब सात फुट ऊपर बनाया जा रहा है। इसके दोनों तरफ हजारों की संख्या में पेड़ लगाए जाएंगे। इन पेड़ों में त्रिवेणी(नीम, पीपल और बरगद) अधिक रहेंगे। यह पेड़ प्रदूषण को कम करने में काफी सहायक होते हैं। पेड़ चंद कदमों के फासले पर लगाए जाएंगे। इन पेड़ों को मेंटेन करने का काम भी प्राइवेट कंपनी को दिया जाएगा। इसके अलावा खूबसूरती के लिए हरी घास और कुछ फूलों के पेड़ भी लगाए जाएंगे। पेड़ों को लगाने का मकसद एक तो मिट्टी के बहाव को रोकना और दूसरा प्रदूषण स्तर को कम करना रहेगा। त्रिवेणी के अलावा अगर किसान चाहें तो आसपास की जमीन पर फलदार पेड़ भी लगाए जा सकते हैं। इन फलों पर पूरी तरह किसानों का ही अधिकार होगा। फल आने पर किसान उसका आर्थिक लाभ भी उठा सकते हैं।

    ताकि डिवेलपमेंट के बाद भी बना रहे जलस्तर

    केएमपी के पूरा होने के बाद इसके आसपास तेजी से डिवेलपमेंट होगा। ऐसे में इसके आसपास भूजल स्तर कम न हो इसके लिए भी अभी से प्लानिंग की जा रही है। बताया जा रहा है कि केएमपी के आसपास छोटे छोटे तालाब बनाए जाएंगे। बरसात में का पानी इसमें इकट्ठा होगा। इन तालाबों में रेन वॉटर हार्वेस्टिंग सिस्टम भी रहेगा ताकि यह जल सीधा जमीन के अंदर जाए और भूजल स्तर में किसी तरह की कमी न आए।

    क्यों पिछड़ रहा है केएमपी का काम

    केएमपी का काम अगस्त 2010 में हुई तेज बरसात की वजह से पिछड़ा। तब इसकी मिट्टी बह गई। इसे ठीक करने में तीन से चार महीने का समय लगा। इसके बाद धुंध और ठंड ने श्रमिकों को काम नहीं करते दिया। रा मटीरियल समय पर नहीं पहुंचा। इसके बाद होली आ गई। इसके बाद फसलों की कटाई का सिलसिला जारी है। इसके चलते श्रमिकों को एक बार फिर टोटा पड़ गया। बात यदि सिर्फ मानेसर और पलवल स्ट्रेच की करें तो यहां चार टोल प्लाजा का निर्माण होना है। यह काम देख रहे सीनियर इंजीनियर परवेश का कहना है कि अभी काम 50 फीसदी तक हुआ है। होली से ही लेबर की समस्या चल रही है। इसकी वजह से काम काफी धीमा चल रहा है।

    क्या कहते हैं अधिकारी

    ( एचएसआईआईडीसी ) के डीजीएम सलिल नारंग का कहना है कि केएमपी के दोनों ओर हरे भरे पेड़ लगाए जाएंगे ताकि प्रदूषण शुरू से ही नियंत्रण में रहे। कोशिश की जा रही है कि कटने वाले कुछ पेड़ों को ट्रांसप्लांट कर दिया जाए। इसके अलावा फूल और हरी घास भी लगाई जाएगी। जन संरक्षण के लिए छोटे तालाब और रेन वाटर हार्वेस्टिंग को भी अपनाया जा रहा है।

    The monthly progress of the upcoming Kundli-Manesar-Palwal (KMP) Expressway has dropped down during the first three months of this year. At the present pace, it is unlikely that the concessionaire will be able to complete the project by November 2011, the latest deadline committed by it. KMP Expressways Ltd, the concessionaire, has already missed the April 30 deadline for opening traffic on the priority section of Manesar to Palwal.

    “In light of the dwindling progress it is certain that the concessionaire is not going to keep up to his commitment again,” said a senior official.

    The monthly progress of the 135.65-km-long expressway went down to 1.06%, 0.88 % and 0.91% during January, February and March respectively.

    As per the latest bulletin, the concessionaire has achieved a physical progress of 61.32% (R908 crore) till March 31, 2011 against the original commercial operation date (CoD) of July 29, 2011 and revised CoD of December 31, 2010.

    “The monthly progress of the project had been continuously much below the targets fixed by the concessionaire and in view of the slow progress of the work, secretary, Union Ministry of Road Transport and Highways, who is the chairman of the monitoring committee has expressed dissatisfaction on the project,” said an official, who attended the April 5 review of the project conducted by the High Powered Committee (Expressways).
    Though the chairman of the Centre’s monitoring committee has asked Haryana to take appropriate action as per the concession agreement, it seems the state government is not too keen on invoking the penal clauses of the agreement.

    Group chairman of KMP Expressways, HS Kohli, on the other hand, has expressed reservations regarding the proposed penal action as per the minutes of the April 5 meeting.

  • The high powered committee on Express Highways has recommended invoking penal action against the concessionaire KMP Expressways Ltd - a consortium of DSC Ltd and Apollo Enterprises, for delaying the Kundli-Manesar-Palwal (KMP) Expressway project. After detailed deliberations, a decision to this effect was taken in the meeting of the committee held here today under the chairpersonship of Haryana Chief Secretary Urvashi Gulati. The penal action would be initiated against the Concessionaire in accordance with the provisions stipulated under clause 15.4 of the Concession Agreement for which a detailed show cause notice would be issued to the consortium. The State Government had continuously been raising concern for the slow progress of work. The Team Leader, Independent Consultant and representative of IDBI Bank, the lead lenders for the project, who were also present in this meeting also agreed with the decision of the State Government. It was informed that the Concessionaire had been shifting completion targets time and again despite the fact that the said targets in the earlier various review meetings were proposed by the Concessionaire themselves. In the last review meeting the Concessionaire was asked to give a firm commitment to complete the project, otherwise State Government would not hesitate to invoke action as per terms of Concession Agreement.     The high powered committee on Express Highways has recommended invoking penal action against the concessionaire KMP Expressways Ltd - a consortium of DSC Ltd and Apollo Enterprises, for delaying the Kundli-Manesar-Palwal (KMP) Expressway project. It was informed that the Concessionaire had been shifting completion targets time and again despite the fact that the said targets in the earlier various review meetings were proposed by the Concessionaire themselves. In the last review meeting the Concessionaire was asked to give a firm commitment to complete the project, otherwise State Government would not hesitate to invoke action as per terms of Concession Agreement.
