RAIPUR: In a gross violation of laws and basic principles of accounting and auditing, the Chhattisgarh Housing Board (CGHB) has not prepared the income and expenditure statements and balance sheets for the past five years- 2007-08 to 2011-12. To top it all, the CGHB has been violating laws with impunity.

As a result, the financial standing of the CGHB, which otherwise claims to be cash "surplus", is not known to anyone, not even to the country's supreme audit institution, the Comptroller of Auditor General (CAG).

A performance audit of the CGHB conducted by the CAG in the last financial year clearly states that mandatory income and expenditure statements and balance sheets have not been prepared. The report quotes Section 74 of the Chhattisgarh Grih Nirman Mandal Abhiyan, 1972, which makes it mandatory to maintain proper books of accounts and their annual audit by a chartered accountant, which has to be submitted to state government.

The CAG report states that the financial position of the housing board "cannot be assessed", as no income and expenditure account and balance sheets have been prepared for years 2007-08 to 2011-12. It also notes that till November 2012, the board had failed to intimate the reasons for not maintaining proper accounts. If insiders are to be believed the situation remains the same even till date.

When contacted, CGHB chairman Sonmani Bohra tried to downplay the issue by claiming that some divisions of the board "may not have" prepared the balance sheets and the other accounting statements. He insisted that "overall all systems were being followed". When inquired further, as to how all could be well when some divisions had failed to maintain and submit records and accounts, Bohra skirted the issue by saying that CGHB was debt free and its establishment expenditure was 3.77% of the total revenue, which he claimed was a remarkable achievement.

  • Congress for probing all land deals in Chhattisgarh

    RAIPUR: Opposition Congress on Saturday announced that, if voted to power in the coming elections in Chhattisgarh, its government would set up a commission to probe all land acquisitions and other land deals carried out during the last ten years of BJP rule.

    "We are going to include this promise in the party's election manifesto for the coming assembly elections", state Congress president Dr Charan Das Mahant told newsmen.

    Mahant, union minister of state for agriculture and food processing, did not agree with a perception that Congress during the last 10 years in opposition did not take a pro-active stand against large scale acquisition of farm land for industrial uses and purchase of land by industrial groups, even by unscrupulous means, under the BJP rule.

    "It's not correct. Our party legislators and other leaders from the respective areas had always stood with the affected people wherever land acquisition took place. We will definitely include in our manifesto the issue of setting up a commission to probe all land deals during the last ten years", he added.

    Mahant's response came at a press conference of union minister for rural development Jairam Ramesh, who explained the new central "The right to fair compensation and transparency in land acquisition, rehabilitation and re-settlement Act 2013". He said many provisions in the new law were of importance to Chhattisgarh, where there are many land acquisition issues.

    BILASPUR: An integrated action plan for development of civic infrastructure, including hi-tech water purifier system, proper drainage facilities and cleanliness, is being planned by state government for cities and towns while the proposed 'Arpa Project' would give a new life to the city of Bilaspur, minister for urban administration and health Amar Agrawal said.

    "Arpa is my dream project for Bilaspur. Master plan worth Rs 2500 has already been formulated. The project would give Bilaspur a new life," he told TOI.

    Agrawal, who represents Bilaspur in state assembly, said as per the proposal, both sides of Arpa River would have a modern market with all amenities. "Seven 'anikuts' will bring water to the river, enabling water supply to the entire region. He sought to dispel doubts that the project would require land acquisition, saying that the land required would be taken from river banks."

    Talking about his department's plan to formulate an integrated action plan for the development of municipal areas across the state, Agrawal said "We have already carried out works for development of basic infrastructure and the next step is to upgrade it to the next level in cities and towns."

    "The idea is to bring in world-class-facilities to the state's cities and towns, with an investment of more than Rs 5000 crore through global bidding," he said.

    In order to overcome this problem, he said, state government had already implemented a special grant scheme under which Rs 1000 crore has been specially earmarked for meeting the expenses. He pointed out adding that Chhattisgarh was the first state in the country to take such a step to strengthen the financial position of municipal bodies.

    "We have taken many initiatives like Sanjivani Express, Mahtari Express to provide speedy medical attention to the needy. We are all set to launch a new facility of toll free medical assistance call centre that would suggest medicines over telephone for seasonal illness like cough, cold and fever. Some of our model schemes have been adopted by the centre," he added.

    Regarding shortage of teaching and non-teaching staff in medical colleges, health minister said that efforts are made to overcome the problem, particularly in medical colleges at Jagdalpur, Raigarh and Ambikapur. About complaints of corruption in health department, he said that an independent medical purchasing department has already been set up, as it has been observed that medical equipment purchases in the past have been a source of corruption. He claimed that the new set up would help contain corrupt practices in purchases by the health department.

    RAIPUR: Chhattisgarh's first five-star green building, Paryavas Bhawan, is ready at Naya Raipur, the new state capital.

    Chief minister Raman Singh will inaugurate the new building, which will jointly house Raipur Development Authority, Chhattisgarh State Housing Board and state environment protection board at a function on July 26. A number of ministers will also attend the inaugural ceremony.

    Constructed in an area of 15,000 square metre, the five-storeyed building has 430 rooms and six conference halls.

    A 220-seater hall is also proposed to be constructed.

    Green Rating for Integrated Habitat Assessment (GRIHA) has accorded five-star status to this building which has a solar power plant of 200 KW and elaborate arrangement for rain water harvesting.

    Constructed at an estimated cost of Rs 59.56 crore, the building has a parking space to accommodate more than 250 cars and two-wheelers.

    RAIPUR: The state government has slapped notices on city's prominent builders for not using safeguards and covering shields around the construction sites to check severe dust pollution resulting in rise in health hazards.

    The dust arising from construction work is causing a lot of inconvenience to the citizens.

    The housing and environment department has laid down certain norms for construction sites with a view to conserve environment and reduce harmful effects of pollution on the health of the residents.

    However, it came to fore that these safeguards and norms are not being followed at the construction sites. Subsequently, notices were issued by the town and country planning department against the erring construction companies, which have failed to take the effective measures to check pollution.

    The action has been initiated on the directions of chief secretary Vivek Dhand and principal secretary Aman Singh.

    Officials said that notices have been issued to 10 construction sites including Babylon Capital, Harshit Landmark, Singhania Buildcon, Balaji Developers, Ashok Icon, Phoenix, Moti Mahal Palladium, Crystal Tower, and Palm Bellagio asking them to reply within three days.

    The pollution level in Raipur is increasing at an alarming rate as compared to other cities.

    RAIPUR: With the hike in property tax by Raipur Municipal Corporation (RMC), the revenue department has sped up the evaluation and measurement survey of constructed area of properties in last few days.

    During the survey, the revenue department re-evaluated the dimensions of plots and property of industrial area located in Vir Savarkar Nagar and Hirapur and collected unpaid tax of Rs 3 lakh from property owners, who paid less as per the actual dimension of their property area. Talking to TOI, revenue department's deputy commissioner Rajkumar Dongare said that after hike in property tax, the raid is conducted to cross check the entries and payment made by the property owners to the revenue department. Revenue officials said on the instruction of RMC commissioner, different teams were constituted to conduct raids on property tax owners to cross check the paid amount. The raid would continue in coming days as well.

    The defaulters included Geetaram Agrawal, Phulvati Devi, Pramod Argrawal, Bhisham Chandrakar, Devendra Kaur and Santosh Singh of Hirapur area. Eventually, the defaulters were slapped with penalty as per the hiked charges of property tax.

    RAIPUR: Abiding by the instructions of National Green Tribunal for controlling pollution level in the city, town and country planning department has issued notices to 11 contractors for not using the green nets at on-going construction sites.

    Raipur Municipal Corporation's (RMC) town and country planning department officials are carrying out surprise-checks on construction sites to check the usage of green nets and cover-guards to subside the dust from the construction site by the developers.

    In this regard, out of 21 construction sites 11 construction sites were given show-cause notices for not following the guidelines.

    As per the RMC release, the 11 developers sites included Avinash Aashiyana builders at Kabir Nagar, Gokul Tower at Sitanagar Gogaon, Suyash Hospital, Harshit Fortune, Harshit Jewels- Singhania Buildcon, Shri Sharma, Vikas Vig, Narayani Mangal Bhawan, Krishna Landmark, Parthivi Pacific and Shri Choudhary.
