  • HC orders HUDA to consider Karnal oustees’ claims

    Coming to the rescue of agriculturists, whose land was acquired for development of a residential and commercial area in Karnal, the Punjab and Haryana High Court has directed HUDA to consider the oustees’ pleas after advertising plots in Sector 32 and 33.
    A Division Bench also set a six-month deadline for HUDA to complete the exercise of advertising the plots.
    more than 25 petitions were filed before the high court on the issue by Karnal-based agriculturists.
    Taking up the petitions, the Bench of Justices Hemant Gupta and AN Jindal asserted: “The petitioners are the erstwhile landowners, whose land was acquired by HUDA for development of a residential and commercial area in Sectors 32 and 33, Urban Estate, Karnal.”
    “The petitioners claim that they are entitled to residential plots being oustees consequent upon the acquisition of their land. Counsel for the respondents does not dispute the right of the agriculturists, such as the petitioners, whose land has been acquired for the purpose of development of an urban area, for allotment of plots in terms of the policies formulated by HUDA.
    “Counsel for the respondents has placed on record a communication dated January 4, received from the Chief Administrator, HUDA. He states that within six months, HUDA shall advertise plots in Sector 32 and Sector 33, Karnal, including those for the oustees.
    “The petitioners can submit their applications in response to the advertisement to be issued and such applications shall be considered in accordance with law”.
    Taking on record the assertion, the Bench added: In view of the statement, we dispose of the present writ petitions with a direction to the respondents to advertise the plots, including plots for the oustees, in Sector 32 and 33, Karnal, within six months, not later than July 31, 2012”. Before parting with the orders, the Bench added: “The respondents shall consider the applications of the oustees as per their entitlement and eligibility in accordance with law”.

    सेक्टर में बसने को लोग न केवल हरियाणा अर्बन डेवलेपमेंट अथॉरिटी (हुडा) के लक्की ड्रा प्लाटों के लिए बढ़ चढ़कर आवेदन करते हैं, बल्कि प्रापर्टी डीलर्स के माध्यम से भी मोटे भाव चुकाकर प्लाट खरीदते हैं। पिछले साल सेक्टर 32 के प्लाटों का ड्रा निकलने के बाद इस वर्ष लोग सेक्टर 33 में प्लाट की आस बांधे हुए हैं। लोगों की इसी इच्छा के मद्देनजर सेक्टर 33 में संभावित कुल 1256 प्लाट निर्धारित किए हुए हैं, जिनमें से कुछेक प्लाटों का पहले ड्रा हो चुका है।

    सेक्टर-33 का ड्रा होने पर जैसे कई लोगों का भाग्य खुल गया है। क्योंकि आज सेक्टर में प्लाट लेना कोई आसान काम नहीं रह गया है। इसलिए बहुत से लोग इसी आस में रहते हैं कि वे भी अपनी किस्मत को जरूर आजमाएंगे। इस तरह से बहुत से लोग सेक्टर-33 के लक्की ड्रा में प्लाटों के लिए अपने भाग्य को आजमाने के लिए विभाग द्वारा आवेदन आमंत्रित करने की इंतजार में हैं। लेकिन उनकी यह इंतजार अधिक लंबी नहीं रहेगी। हुडा सेक्टर-33 के प्लांटेशन के लिए कार्रवाई में लगा हुआ है। इसके लिए डीटीपी कार्यालय द्वारा डिमार्केशन प्लान बनाया जा रहा है। हॉयर अथॉरिटी से डिमार्केशन प्लान का अनुमोदन होने के बाद प्लाटों की आगामी कार्रवाई हो जाएगी। क्योंकि फिलहाल प्लाटों की बनाई गई लिस्ट टेंटेटिव है। इसलिए डिमार्केशन के बाद ही स्पष्ट हो पाएगा कि कितने प्लाट इस सेक्टर में कट पाएंगे।

    यह होंगी सेक्टर्स में सुविधाएं : नए विकसित होने वाले इस सेक्टर में कन्वीनिएंट शॉपिंग सेंटर, इंस्टीट्यूशनल साइट, स्कूल, नर्सिंग होम, कम्युनिटी सेंटर, क्लिनिक, ओल्ड ऐज होम, रिलीजियस बिल्डिंग, इंडोर सब स्टेशन, वाटर वक्र्स, पेयजल ट्यूबवेल, पुलिस पोस्ट की सुविधाएं दी जाएंगी।

    Facing the problem of congestion, encroachments, shortage of parking and unregulated traffic, the Karnal administration recently swung into action to identify places for constructing additional parking space and removing encroachments on roads.
    Deputy Commissioner Neelam Pradeep Kasni and SP Rakesh Arya took round of the town.
    The Deputy Commissioner issued orders to officials of the municipal corporation for developing parking lots at a few places and asked them to locate more such places where parking space could be created by levelling the land.
    She said small parking lots should also be developed in congested areas in the vicinity of banks and other institutions frequently visited by customers.
    Kasni asked the shopkeepers not to encroach upon roads and confine their goods to their shops. She said unauthorised rehris should be removed and alternate place should be provided to them.
    She said the old rickshaw stand, near the bus stand, would be restored after removing the encroachments and a toilet and auto stand would be constructed near Karan Park.
    She directed the police to check the papers of three-wheelers and assign them routes and also warned the vendors against encroaching upon the roads which created traffic congestions and caused inconvenience to the people.
    Meanwhile, the SP identified the accident-prone locations and directed the officials concerned to put lights, signals and other indicators on place to caution drivers. The number of accidents had increased in the recent past due to foggy conditions and these steps were necessary to ensure a smooth and safe traffic, the SP added.

    In a major relief to “erstwhile” landowners whose land was acquired for the development of two sectors in Karnal Urban Estate, a Division Bench of the Punjab and Haryana High Court has set six months’ deadline for the State of Haryana and other authorities to advertise plots for the oustees.
    The significance of the judgment by the Bench of Justice Hemant Gupta and Justice AN Jindal can be gauged from the fact that as many as 28 petitions filed by the erstwhile landlords have been decided by the order.
    As the petitions filed by Paramjit Singh and other petitioners against the State of Haryana and other respondents came up for hearing, the Division Bench was told their land was acquired for development of residential and commercial area by the Haryana Urban Development Authority in Sectors 32 and 33 of Karnal Urban Estate.
    The petitioners claim that they were entitled to residential plots, being oustees consequent to acquisition of their land.
    Taking up the petitions, the Bench observed: “Counsel for the respondents do not dispute the right of the agriculturists, such as the petitioners, whose land has been acquired for the purpose of development of urban area, for allotment of plots in terms of the policies formulated by HUDA….
    “Counsel for the respondents states within six months, the HUDA shall advertise the plots in Sector 32 and Sector 33, Karnal, including the plots for the oustees.     CHD city project is in outskirts of the city.this area will take another 3-5 years to develop.

    for an enduser working in karnal it is far from the main city.
    there are better projects in the karnal town itself(e.g narsi global spaces& sector-32/33 HUDA plots) which will develop faster than CHD project,so it is better to invest there.

    CHD city plots from first phase are available between(14 K to 17 K per sq yard) depending upon the location.

    Had a chance to look at Alpha plots and found the development world class. With a NH and State Highway on both sides and commercial sector being developed by HUDA in close ambit, the township offers a future vantage point.

    In close proximity to small Tourism golf course, vast natural water body(lake), Existing DPS an international school being developed as part of integrated township, a plot here definitely holds promise in medium to long term both as INVESTMENT AND ENDUSE.

    PH1 possessions offered within 3 years like any alpha project on time. A dozen or so houses being constructed, not long before something available at less than half the price of Narsi would deliver in the midst of good connectivity and closeness to nature as a self sustained eco system.;):bab (6):

    Good initiative.. practically with prices of key towns going out of reach of middle class salary earners, govt employees, bank employees, independent professionals and even businessmen alternative tier 2 cities offer a substantial upside.

    With connectivity to both Delhi and Chandigarh, Karnal is a particularly interesting town with a decent population growth and rich peripheral upcountry markets.

    yes.....alpha group plots are certainly a better option than CHD group. undoubtedly alpha group is much more professional than CHD group .
    alpha group's project execution so far has been fantastic.Hope they will be able to repeat the magic of their gurgaon projects in karnal too.

    The only problem with alpha group here is that so far they have not been able to secure an entry for their project bang from national highway(NH1).so in order to reach alpha group's project one has to make a round tour from the main city to the karnal-yamunanagar road which is a single road with lots of traffic .the connectivity to the project's entry on this road is not so good and needs to be reworked.

    buzz is that some influential advocate's land is being seeked out by alpha group to secure an entry to their project from national highway but the person is reluctant to part with his land at even a very high cost.

    another news is that TDI Group is also coming up with a project adjacent to alphagroup.so both the groups are looking to secure land for connecting their projects to national highway.it is quite likely that HUDA may acquire land for their commercial centre near alpha group and then the connectivity woes of builders may be solved.

    but there is no doubt that alpha township is being developed as a world class one and it will be a boon for the town's real estate scenario in coming years.

    the initial response to their second phase plots has not been so good because of a comparitively higher price (20K/per sq yard)but hopefully sooner or later all the inventory will be disposed off.

    This entrance issue once resolved itself will be a big trigger for at least 20-30% price hike.. Alpha probably wishes to work as per govt approved plan and as per the Haryana Urban act. Else it has a good front available for alternate connectivity on NH1. The land in question in the best interest of all and for execution of master road through to huda sectors beyond alpha is very important therefore the insistance of the advocate not to part.. wicked:D
    For now people have alternate wide access roads and have started building on plots. Some phase 2 locations are marvelous along master road connectivity and proposed commercial sector.
    Best part is the layout, Finishing and maintenance is world class.. Havent seen anything like that even in Gurgaon..
    Had my lunch at this lake just 5 min


    Lots of greenery, space.. mc D, Dps at stones throw.. for a small town good stuff.


    I think Narsi might have crossed 30Kpsy now?

    being a government motel this has been in utter state of neglect for many years but hopefully the real estate boom around this place will again revive the place as a tourism spot...
    as far as narsi group's project is concerned

    plot rate in Narsi phase-1 project ( sector -9) is around 30-35 Kpsy
    plot rate in Narsi phase-2 project ( sector -32) is around 22-25 Kpsy
    phase-1 is almost 70 % developed but phase-2 is still awaiting possession.

    Brother.. honestly speaking not sure where life will take next.. but would like to retire and die in a small peaceful town.. with Alpha at least one is secure (fingers crossed). :) No negative news online or offline till date. All projects commercial, residential delivered on time in class.

  • Alpha Group township in Karnal is safe and beautifully done. It is one of the best option available for investment and second home in small town. The quality of there product and execution has always been excellent. Phase 1 of the plots was launched at Rs 6000/- in 2006 and phase 2 in mid 2011 at 18000/- .So there has been decent returns till date and will continue to give similar in future.

    Stiff competition from Sonepat and Zirakpur has given a setback to the resale market in Karnal, reports Bhanu P. Lohumi

    The secondary market in Karnal seems to be wading in troubled waters as buyers are preferring to stay away from properties that are on resale. This has tipped the applecart of investors who were hoping to make significant profits from their real estate investments in Karnal. With prices of property stabilising slightly at a lower level as compared to those last year, the boom in real estate market here appears to be over. Facing a tough challenge from other rapidly developing real estate hubs like Sonepat and Zirakpur, the realtors who were earlier active in Karnal area, too, are now slowly shifting focus to the interior areas of the district.
    Karnal had been seen as a promising property investment destination due to its ideal location on the national highway and proximity to the national Capital. A substantial number of ambitious infrastructure, educational and industrial projects planned for the city had also sent property prices soaring here. The prices of the property had shot up in Karnal around three years back and had caught up almost with prices at Sonepat and Zirakpur. But sale volumes have nosedived over the past few months.
    Market paradox
    Start fishing for reasons for this dramatic shift in buyer preferences and one comes across an interesting paradox.
    If it was the ideal location of Karnal that had made it a prime real estate destination, ironically, now it is the same factor that has taken the sheen off the realty mart of the city. With developers getting overactive in Sonepat towards Delhi side and in Zirakpur towards Chandigarh side, Karnal has suddenly become a distant and poor choice for those wanting to stay connected to Delhi and Chandigarh - the two major development hubs in the region.
    Comparatively lower prices of property was a major attraction of Karnal for homebuyers, and most of the people had bought flats and plots for investment purpose expecting the prices to appreciate as real estate development leapfrogged from Sonepat to Karnal with time. But now most of such investors are in a fix as the first choice of high-paying customers is either Sonepat or Zirakpur as there is plenty of choice available in these locations that are much closer to Delhi and Chandigarh, respectively.
    Craze for new
    Going through the market trends of the past few months one can see a definite preference for new flats and apartments among the buyers. The properties that are being offered in resale are not getting a positive response as of now. There is a decline of 10-15 per cent in rates of these properties as compared to the prices last years, says Amit Arora, a city-based proper dealer. According to property dealers in the city, the premium in Sector ranges from Rs 25,000 to Rs 50,000 depending on the location. The price of 2BHK apartments is between Rs 27 and Rs 30 lakh while the 3BHK cost between Rs 38 and Rs 47 lakh, informs Amit Garg, a local property agent.
    Expansions tip the scales
    Locally too, the developers who have residential projects in and around Karnal have been in an expansion mode and have been adding new phases and more flats and plots in the existing projects. As a result all those who had invested in the initial phases have to face competition from within as new buyers have a choice of buying in the new phase at a lesser rate than buy from the secondary market. This has lead to a severe crash and stagnation in the secondary market in different township projects in Karnal. The developers have pegged the prices of third and fourth phase developments below the "premium level" and new buyers are more inclined to acquire newly built properties at competitive prices. Alpha City, spread over an area of 300 acres has got the completion certificate for its first phase (141 acres) after providing houses for economically weaker section and is gearing up for Phase 3, which will be spread over 100 acres.
    Sanjiv Katiyal from Ansals said the first phase of 100 acres is completely sold out and at a premium of Rs 16,000 to Rs 22,000 while work on another 35 acres is yet to commence.
    Palms Regency is all set to roll out 550 flats build over an area of 5.3 acres. The construction of 174 flats is complete while another 100 flats are nearing completion.
    Shift in focus
    Another factor for dip in sales in Karnal is that the developers are shifting focus to interior areas like Indri and Assandh. Citi Tech has come up with 26 acres for developing plots along Karnal-Assandh road in Assandh and 26 acres on Indri-Ladwa road in Indri.
    Another project Crown City, spread over an area of 35 acres is coming up at Gharanuda. This move, however, can be described as a positive trend from the point of view of buyers as people in small towns and villages will now get access to houses at cheaper rates and infrastructure facilities, too, would improve.
    Vinay from Satyam properties says that this shift was inevitable as there was not much premium in resale as the prices in Karnal are almost on par with Zirakpur and Sonepat. The premium being asked in the developed sectors ranged between Rs 20,000-25,000 per sq m while the hike in rates of new properties developed by realtors was between Rs 18,000 and Rs 28,000. Tehsildar Hari Om Atri said the prices of property in residential area in prime location like Model Town, Kunjpura road are Rs 50,000 per sq yd. Commercial property rate in the same area is Rs 1 lakh per sq yd.
