    Smart building planned for new Pardi police station

    Nagpur: Smart City special purpose vehicle — Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL) — will develop the building of newly-created Pardi police station under Smart City Project. This will become the first police station to be developed with Smart City norms in the city.

    East Nagpur MLA Krishna Khopde has got sanction for two new police stations (Pardi and Wathoda) in his constituency. The areas under Pardi police station were under Kalamna police station earlier while Wathoda’s areas were under Nandanvan police station.

    Khopde told TOI NSSCDCL has given consent to his proposal of developing the building of Pardi police station under Smart City project. “NSSCDCL will also provide the land in Smart City area for the police station. It will come up at Punapur, and is likely to be a green building with all types of amenities,” he said.

    Around 1,743 acre in Pardi, Punapur, Bharatwada and Bhandewadi will be transformed into a Smart City under the Smart City Project.

    Khopde said efforts are on to start Pardi and Wathoda police stations from rental premises from January. “I also got approved sprawling one acre land for permanent building of Wathoda police station from Nagpur Municipal Corporation (NMC). Police department will only have to develop the building. It will come up near the proposed international stadium of Sports Authority of India (SAI) and Symbiosis Outreach Centre at Wathoda. Till completion of permanent buildings, police department will kick-start the two police stations from rental premises. Guardian minister Chandrashekar Bawankule has given necessary directions in this regard to the police department,” he said.

    The home department has demarcated areas under Pardi police station on November 29.

    Khopde said Pardi and Wathoda police stations will come as a big relief for East Nagpur. “Areas under Kalamna and Nandanwan were spread widely. Citizens as well as police personnel were facing serious problems,” he said.

      NIT razes 11 illegal religious structures in South Nagpur

      Nagpur: The Nagpur Improvement Trust (NIT) on Tuesday demolished 11 illegal religious structures in mouza Chikhli (khurd), South Nagpur. The drive will continue in South Nagpur for next few days.

      Under the guidance of NIT chairman Ashwin Mudgal and superintending engineer SS Gujjelwar, the NIT team demolished Shiv Nag mandir at Sanjay Gandhi Nagar, Hanuman Mandir at Shivshakti Housing Co-operative Society, Puratan Hanuman Mandir at Annapurna Housing Society, Jai Mata and Nag mandir at Niwas Housing Society, Nag and Shivling Mandir at Gurukripa Housing Society, Hanuman mandir at Shri Samarth Gajanan Gruh Nirman Sansthan, Ganpati and Nagoba mandir at Balabhaupeth, Nag mandir at Suvarna Housing Society and Nag mandir at Nagrik Suvichar Housing Society. NIT in a press release said citizens removed idols from the temples before demolition of the structures.

      The demolition drive was carried out by head of enforcement department Manohar Patil, executive engineer (South) SN Chimurkar, divisional officer (South) Avinash Badge, engineers Sandip Raut, Yashodhara Manik, Ravi Ramteke, Vinod Khulge and others.

        CM assures to clear proposal for new HC building soon

        Nagpur: In some good news for lawyers practising in the Nagpur bench of Bombay High Court, chief minister Devendra Fadnavis assured to approve the design of new annexe building plan, submitted by the High Court Bar Association (HCBA) with the government. It was pending since July with the government’s High Power Committee (HPC), which was reported by TOI on October 7.

        The new building is coming up as per the orders of Nagpur bench of Bombay High Court, while hearing a PIL a suo Motu PIL (No.7/2015) which was clubbed with HCBA’s case on litigants and lawyers suffering from scorching temperatures during summers, particularly in Vidarbha. The bureaucracy, however, kept it pending since last seven months despite HC’s clear directives.

        The CM’s assurance came while commissioning of solar power plant at HC’s majestic building on Monday, where chief justice Naresh Patil and energy minister Chandrashekhar Bawankule were among prominent guests. He replied to a request made by HCBA president Anil Kilor to grant approval for the new building, which was pending since long. Citing severe space crunch for the lawyers and litigants in the existing HC premises, the HCBA chief said new building would take care of these problems for future needs as well.

        Fadnavis informed that the state government would always step forward for all such projects and would clear the HCBA’s proposal in short span.

        With assurance coming none other than the CM and even from Bawankule, the HCBA members are elated over completion of their long pending demand. Even Kilor expressed satisfaction over CM’s assurance stating that they would float the tenders, soon after getting approval, as entire plan was ready.

        Earlier on September 12, TOI had first extensively about this state-of-the-art building that would house administrative offices and lawyers chambers. The HC itself expedited the process of land acquisition of PWD chief engineer’s bungalow by opposite its exit gate. The palatial bungalow was spread over a huge area of six acres of which two acres were provided for new building.

        To be modelled on the HC’s existing edifice, the entire building would look would have old British era looks and would be an architecture marvel. With an proposed expenditure of Rs155 crore, it would have two independent wings which would be connected at top. The first wing would be reserved for lawyers while second would be house court’s administrative offices.

        With an eye on future, the new complex would have sufficient space to accommodate 250 lawyers and parking for equal number of vehicles. The twin towers would be of eight floors with bottom two floors exclusively reserved for parking. A subway of over 100 feet wide would connect the building with main HC structure for uninterrupted access without disturbing traffic on road.

        It would have sufficient space for passing of four wheelers. A battery-operated vehicle would provide to and fro services to the lawyers throughout working hours. An auditorium would be coming up in the building which would accommodate about 500-600 persons. It would be double the size of existing hall in old HC building and would offer common facilities like canteen, recreational area and reception counter. Additionally, it would be green building with solar panels fitted on it and would be fully compliant with Vaastu Shastra.

          Explore odd-even parking in Dhantoli area: HC

          Nagpur: Once renowned as the locality of city’s rich and famous with plush bungalows and mansions, Dhantoli has now turned into a mess of haphazard high rise buildings, mostly occupied by hospitals and clinics. Even a PIL by residents in the Nagpur bench of Bombay high court could not improve the situation, forcing many citizens to even shift to other areas.

          On Tuesday, when another PIL filed by Dhantoli Nagrik Mandal came up for hearing, a division bench comprising chief justice Naresh Patil and justice Nitin Sambre expressed serious concern over the problems faced by residents due to severe congestion and parking problems.

          Censuring civic officials, the bench observed that due to sudden rise in number of hospitals and clinics in the area, the number of visitors too has shot up drastically, thus creating severe traffic snarls and parking problems in the area with narrow lanes and bylanes.

          The HC directed Nagpur Municipal Corporation (NMC) and traffic police to convene a meeting with concerned government officials to discuss and resolve the problems faced by Dhantoli citizens. The judges pointed out that it’s the duty of public representatives (corporators) to help them in such situations, by formulating policies to save them from the menace.

          They suggested that the respondents explore possibilities like implementing odd-even system, successfully implemented in New Delhi, along with widening of narrow roads, creating no-parking zones and one-ways. These should be first implemented on pilot basis, and, if successful, could be replicated in other areas.

          They directed the authorities to deploy local agencies to monitor traffic, keep a check on sanctioning authorities, and take stringent measures to control haphazard parking.

          TOI has been consistently raising the issue from time to time, and highlighting how hospitals were allowed to indulge in large scale violations in Dhantoli, leading to the traffic congestion.

          Earlier, petitioners’ counsels — Ashutosh Dharmadhikari and Ashwin Deshpande — contended that though the civic officials had taken steps as per HC’s directives after last hearing, in January and April last year, they were turning out to be insufficient due to inadequate monitoring.

          Fed up with the number of hospitals mushrooming in the already crowded area, the petitioners prayed before the HC to make it mandatory for new buildings to have two parking slots for cars and two-wheelers for every flat. They also demanded change in rules for existing plot owners, to ease traffic congestion and parking problems.

          They contended that a majority of hospitals are using designated parking zones for various facilities, like reception counters, store rooms, canteen and even for installing generators, in gross violation of norms.

          There are close to 115 hospitals and medical clinics in a radius of just 1.5km, which could be a record of sorts. A prayer has also been made to stop construction of any more full-fledged hospitals, if not small clinics and dispensaries, in existing residential areas.

          NMC had undertaken demolition drives in 2016, and as per the court’s earlier directives, had conducted a survey of over 140 establishments in the city.

            NMC plans to make Nag, Pili rivers sewage-free by 2023

            Nagpur: The Nagpur Municipal Corporation (NMC) is planning to make Nag and Pili rivers free from sewage by 2023. The deadline of four years has been fixed for completing the Rs1,252.33-crore Nag River Pollution Abatement Project.

            The NMC has conveyed the deadline to Japan International Cooperation Agency (JICA) which has given approval to fund the project.

            NMC consultant Mohammed Israil told TOI that the project will be completed within the deadline. “Works are likely to begin from April next year. National River Conservation Directorate (NRCD) is the nodal agency of the project and NMC is the implementing agency. NRCD will constitute a committee to issue work orders for executing the works,” he said.

            Israil said sewage lines of 1,362.50km will be laid in north and central sewage zones under the project. “Sewage treatment plants (STP) of 10 million litres per day (MLD) have been constructed at Mokshadham on Nag river and Mankapur on Pili river. Three STPs with capacity of 72 MLD will be constructed at Shankar Nagar (5MLD) and Morbhavan bus stand (30 MLD) on Nag river and Martin Nagar (37 MLD) on Pili rivers,” he said.

            “Nagpur Improvement Trust (NIT) has also proposed to construct STPs on the two rivers. The sewage water remaining apart from these STPs’ capacity will be taken directly to Bhandewadi for treatment at major STPs through new sewage lines. Thus, entire sewage will be treated,” he added.

            Of the total Rs1,252.33 crore, Rs1,090.28 crore will be spent on sewage lines and remaining on other works.

            Israil said even storm water will be filtered properly before coming into the rivers. “We have planned interceptions at the inlets of stormwater drains where all types of garbage and waste will be collected and cleared,” he said.

            The NMC had planned the project in 2011. Since then, process underway to get the project approved and implemented.

              HC takes cognizance of tree felling for road on PDKV land

              Nagpur: A letter highlighting civic body’s plans to fell 500 trees for constructing a temporary road from Bharat Nagar to Maharashtra Jeevan Pradhikaran’s (MJP) office near Telangkhedi Hanuman Temple was treated as PIL by the Nagpur bench of Bombay high court.

              On Wednesday, a division bench comprising Justice Ravi Deshpande and Justice Vinay Joshi, while taking a suo motu cognisance of the letter by environmental activist Jaydeep Das, appointed Kartik Shukul as amicus curiae in the case and asked him to draft a comprehensive petition.

              Das’s letter was based on TOI news of November 7 which highlighted MahaMetro and Nagpur Municipal Corporation’s (NMC) plans to construct a temporary road. He also dispatched his letter to Union environment minister Dr Harsh Vardhan, mayor Nanda Jichkar, MahaMetro managing director Brijesh Mishra, PDKV vice-chancellor VM Bhale and DCP (traffic) Raj Tilak Roushan.

              TOI reported that the proposed road would pass through a lush green patch on Panjabrao Deshmukh Krishi Vidyapeeth’s (PDKV) land, which would involve unnecessary felling of over 500 fully grown trees.

              The decision was taken as the regular road would be closed for about a year for traffic to pave way for construction of an amphitheatre on Telangkhedi Lake.

              Expressing anguish and frustration over the decision-making process of the authorities, which he termed as “naive”, the activist accused them of committing murder of 500 trees ignoring the fact that city’s green cover was already depleting. “They neither conducted any study nor came up with a feasibility report before arriving on the decision to construct the road by sacrificing trees,” he wrote in the letter.

              Das, who was planning to file a PIL, claimed that the trees and the entire area were a habitat of various animals and bird species.

              Quoting TOI’s article, Das clarified that an alternate route is available through Ravi Nagar which was at a distance of just 500m from the proposed road and that road could be expanded instead of disturbing the green cover by felling years old trees.

              He also questioned the decision to waste Rs 112 crore on the new road, which was taxpayers’ hard earned money, that too for a temporary period. Das, also honorary wildlife warden, questioned PDKV’s decision to allow the road when it has a reputation to oppose plans to acquire its land for any developmental project. He prayed to authorities to review their decision.

                Q. Is it proper to develop a tunnel road and viewers gallery by demolishing the existing road in front of Futala Lake?
                A. It’s good and a welcome move to have a new type of development. But there is no need to demolish the existing road in front of the lake. We can have viewers gallery in such a manner that the existing road is left intact

                Q. Should any development be done keeping existing infrastructure intact, or by replacing it completely?

                A. Existing development can be modified to accommodate new challenges of rapid urbanization.

                Q. Is it proper to develop an alternative road instead of making some arrangements on the existing to enable works to be done alongside moving traffic?

                A. There is no need to develop an alternative road when the road in front of the lake will be closed for traffic. In the city, we have a good network of North-South and East-West roads, so traffic can be diverted on other roads. Alternative road is also available from Ravi Nagar Colony, which can be widened.

                Q. Should we develop a road at the cost of large numbers of trees, birds, monkeys etc even though alternative roads are available?

                A. There is no need to construct road connecting Bharat Nagar Square to Telangkhedi Hanuman Mandir Road on the PDKV land. And, the road at the cost of environment is not at all required.

                Q. Green activists are against the proposed road as they fear it will destroy greenery and affect flora and fauna. Do you support them?

                A. Yes, since Nagpur specially doesn’t need any new road at the expense of destroying flora and fauna.

                Q. What are the criteria when it is a question of urbanization or infrastructure development versus the environment?

                A. Cities are engines of growth. Urbanization and development are inevitable in the city. So, balancing infrastructure and environment is a real task in front of planners.

                Q. Will the viewers gallery and tunnel road be maintained properly?

                A. Maintenance of infrastructure is a real issue in the city. Provision of manpower and funds for maintenance should be made after project execution. Lack of maintenance machinery and public awareness spoils many good efforts and spirit of development. Situation at Gandhisagar Lake is a fine example. Viewers gallery, beautiful railing, kiosks, decorative lights etc were developed, but the entire infrastructure is lying abandoned for years. My attempt is not to criticize anybody but to draw attention towards lack of maintenance of developed areas, where we have spent lakhs of taxpayers’ money. We must develop some module for maintenance involving citizen, local bodies officials and leaders. Citizen committees and social organizations can be roped in for this.

                  Nagpur: The proposed Bharat Nagar Road is an effort to avoid traffic congestion when the road in front of the lake is closed for Futala redevelopment, which will give the city a scenic spot, said Atul Gote, sub-divisional engineer of the state public works department (PWD), while explaining the need for the `112 crore project.

                  Gote’s clarification prompted retired assistant commissioner of police (traffic) Anil Bobde to question what purpose the 4,000-capacity viewing gallery will serve when already a promenade exists along the entire length of Futala Road. “The gallery might be filled to its capacity only on a couple of occasions in a year. Whatever one can view from the promenade now is not going to change,” said the former cop.

                  Jaydeep Das, honorary wildlife warden, Nagpur, presented maps showing the traffic flow around the lake to emphasize the alternate road through Bharat Nagar is not needed. He added that the road plan is an attempt to usurp Panjabrao Deshmukh Krishi Vidyapeeth (PDKV) land. He even claimed that PDKV was ‘told’ to give up the land.

                  Local corporator Kamlesh Chaudhary believes the project is just another way of scoring a political point by announcing “unwanted infrastructure projects”. “Instead, priority should be given to cleaning the lake,” he said.

                  Activist Ashish Kumar Ghosh said the dense tree cover on PDKV land is like a mini jungle, which allows for water seepage, which in turn keeps the Futala lake filled. “While the viewing gallery and tunnel will obstruct overflow from the lake, tree felling for the new road will result in groundwater flowing away from the area,” he said.

                  Chaudhary gave example of Gandhisagar, where a development

                  project was taken up a couple of decades ago. “The lake and surrounding area is in a pathetic condition now,” he said.

                  When Bobde said funds are being spent at wrong places, Shashirekha Kanoria, a Bharat Nagar resident, who is disturbed due to proposed tree felling for the new road, said instead of spending crores on such projects, the money could be utilized for cleaning the lake. While Chaudhary said the money can also be used for sewage network, Das said the funds can be spent on education.

                  Tree expert Gaurav Taori gave the example of Raipur city where, he said, lakes have been destroyed for the sake of development. “Greenery should be considered part of our heritage,” he said.

                  Referring to efforts being taken to make Nagpur a Smart City, Taori said that smartness shouldn’t be only about adopting new technologies and developing concrete structures. He added that the development project cannot guarantee water in the lake.

                  Kanoria wanted to know whether idol immersions will stop in the lake once the viewing gallery and tunnel is completed. Das said this whole “smartness thing we are witnessing today is all about business”.

                  Kanoria said trees are needed and clean air and water should be given priority over infrastructure projects. “Bharat Nagar falls in one of the three prabhags in the city which are still green. We had bought the house considering the greenery in the area but never thought a road will be built there,” she said and added that 400 residents from Bharat Nagar are opposing the road.

                  Backing Kanoria, Chaudhary said Bharat Nagar is the only area in the city with some greenery.

                  Gote pointed out that the alternate road was already in the development plan (DP). “PWD wants to decongest traffic. Road alignment is fixed but we will also take care not to harm the environment. Only 30 trees will fall on the proposed route, and the rest will be merged into footpaths and pavements,” he said.

                  Das said since the DP was approved in 2001, a fresh survey should have been done before proposing the road plan. Chaudhary said a DP is valid for only 10 years, so the road plan is itself null and void. Das said since earlier DP projects have not been completed why weren’t they taken up on priority.

                  Aman Samundre, a concerned citizen, said the alternate road is not needed at the expense of trees because the greenery in the city is already going down.

                  Chaudhary suggested that a road should be constructed from Ravi Nagar Square to CP & Berar Square, to take care of the traffic flow when the Futala Road project is in progress.

                  Considering how road projects lead to tree felling, the discussion also touched upon the poor plantation record of various agencies, with example of NH-7 coming to fore. Ghosh said a PIL had revealed that none of the trees planted in lieu of those felled for Govari flyover had survived.

                  Taori said the infra agencies do not consider small trees for transplantation. “These small trees will grow into big ones but, unfortunately, these are being removed for road construction. Also, transplantation is being done at wrong places where the trees do not survive,” he said.

                  Manohar Shelote, chief of Nisarg Mitra Mandal, Bharat Nagar, too voiced his concerns at the debate. “The Futala redevelopment project will dry up the lake and then there will be nothing left to view,” he said.

                  Bobde said he is not against development but any adverse impact it might have on the environment should be taken into consideration.

                  Ghosh said the authorities never take public opinion while coming up with plans for infrastructure projects. “Groundwater level is decreasing and we are staring at a water crisis in the next summer,” said Ghosh while explaining his point about how poorly conceived infrastructure projects are harming the environment.

                      NMC shifts dumping yard at Dawa Bazaar after HC rap

                      Nagpur: After the Nagpur bench of Bombay high court took suo motu cognizance of civic body turning its zonal office at Central Avenue in front of Dawa Bazaarinto a dumping yard, its officials swung into action by cleaning the place.

                      The Nagpur Municipal Corporation (NMC) filed an affidavit in this regard after which the division bench comprising justices Ravi Deshpande and Vinay Joshi adjourned the hearing till January 19.

                      The HC had taken a suo motu cognizance of an e-mail by shopkeepers at Dawa Bazaar and appointed Priti Rane as amicus curiae to draft the PIL (No 55/2018). The e-mail claimed that open area in front of their building, housing over 300 shops, was converted into a dumping yard for solid waste by NMC.

                      They complained that it was impossible for them to run their shops or park their vehicles in the area on main road due to dumping. During Diwali festival, the place is used for firecracker shops and NMC surprisingly cleans the area that time for a temporary period.

                      While admitting shopkeepers’ contentions, the civic body in its affidavit filed admitted that it was using its zonal office for dumping and Kanak Resources and Management used to clean it. It said after HC’s intervention, the area was cleaned in entirety and that open space is not being used for dumping any kind of waste. The NMC assured that the place wouldn’t be used for garbage dumping in the future.

                      The affidavit informed that the corporation had shifted the Dawa Bazaar dumping site to a nearby garbage tub, located about 500km from the Sokta Bhavan. The agency appointed to collect garbage in the city removed the collected garbage from the tub twice a day. While demanding to dispose of the PIL, the NMC also submitted photographs of cleaned up area, which was earlier used for dumping.

                      Earlier, the amicus curiae expressed apprehension that after PIL’s disposal, NMC wouldn’t monitor the situation on regular basis. The corporation countered it by reiterating that it had already assured that it would keep the entire area clean at all times.

                      Regarding implementation of ‘Solid Waste Management (SWM) Rules, 2016’, the NMC informed that a ‘solid waste management plan’ has to be prepared as per the state’s policy and it’s up to the government to spell out its details in this regard.

                      Earlier, deputy secretary of state urban development department (UDD) Kailas Badhan tendered an unconditional apology for delay in submitting the details of policy framed under SWM Rules and their implementation by urban local bodies. The details of policy and its implementation by the states couldn’t be submitted due to gap in coordination of various departments.

                      Badhan informed that the government has positively adopted ‘Swachch Bharat Mission’ since last three years and working towards establishment of scientific management of solid waste in state’s urban bodies. In this endeavour, the state has already achieved status of open defecation free (ODF) in urban areas.

                      The state has robust SWM policy in accordance with 2016 rules, where a separate director for ‘Swachch Maharashtra Mission (Urban)’ was created for implementation of ‘Swachch Bharat Abhiyan’ with necessary infrastructure and support from national and international agencies. All urban local bodies would be supported and provided guidance for implementation of solid waste management projects, Bandhan said.
