Education city project to give thrust to growth in Sonipat region - The Times of India

SONIPAT: The ambitious project of Rajiv Gandhi education city being developed in Sonipat town on the Delhi-Haryana border is set to give much needed push to the real estate sector in the region which is emerging as an alternative residential hub for the national capital.

On June 10, Haryana Chief Minister, Bhupinder Singh Hooda would lay the foundation stones of 10 educational institutions and a National Law University at the education city. These education institutions and the National Law University would be set up over a total area of 167.74 acres.

With the Haryana government already pumping in Rs 107.80 crore to create infrastructure in the education city, it would accelerate the pace of development along the NH one especially in Kundli and Rai villages and NCR city of Sonipat.

Located at just 20 km from the ISBT in Delhi, this region would prove to be a counter-magnet for the ever increasing working class of the national capital who had been preferring the Gurgaon, Faridabad region on the NH eight so far, said a real estate expert.

"Around 15 real estate groups have invested in this area spread upto Gannaur town along the NH one from Kundli border on 30 km stretch. The education city project has revived the market which was going slow in last couple of years", he said.

A Haryana government spokesperson said that this is a major step taken by the government to promote higher education in the state." There is also a provision to set up International University Centre", he said.

In adjoining Kundli village, National Institute of Food Technology Entrepreneurship and Management (NIFTEM) had already been set up. Deenbandhu Chhotu Ram University of Science and Technology is also located in neighbouring Murthal village.

"Government is taking measures for the development of Rai, Kundli and Sonipat by setting up roads, powerhouses, bridges and other requisite infrastructures. Kundli-Manesar-Palwal expressway would also play an important role in development of the area", he said adding that CM Hooda would also address Vikas Rally in the education city complex in Rai on June 10.

    Haryana Chief Minister Bhupuinder Singh Hooda would lay the foundation stone of ten educational institutions in Rajiv Gandhi Education City, Kundli in Sonepat district of Haryana today. These institutes include Bharti Vidyapeeth University, Pune, Ashoka University, Asian Education Society Skyline Business School, Foundation for Organisation Research and Education (FORE), Manav Rachna International University, N C College of Engineering and Research, Hindu School of Architecture, RIMT Technical Campus, Shri Balwant Rai Institute of Technology and Research and S R M University No 3.

    These institutes are being set up on 167.74 acres of land, an official statement said. Rajiv Gandhi Education City, Sonepat was being developed on the pattern of Oxford University. Apart from regular courses like management, information and technology and computer sciences, the education city would also house bio-medical engineering, bio-technology, nano-technology, defense research, film and media studies.

    After completion of this project, one lakh students would get quality education. Out of the total, 25 per cent seats would be reserved for students of Haryana.

    A provision of special rebate has been made for the outstanding students belonging to Haryana. An amount of Rs 1500 crore is expected to be incurred on this project. An area of 2000 acre would be developed in the first phase of Rajiv Gandhi Education City. UNI VN PR 1030 NNNN

    SONEPAT: Haryana Chief Minister Bhupinder Singh Hooda today announced that IIT-Delhi would set up its extension campus at the Rajiv Gandhi Education City here.

    The chief minister said his government would provide 50 acres of land at the RGEC here for setting up the campus.

    Addressing a public meeting after laying the foundation stone of 10 educational institutions, Hooda claimed the development would change the entire picture of the state.

    "Around 36,000 to 40,000 students will study in these institutions and when it will be fully developed, the city will provide education to more than one lakh students," the chief minister said.

    "You can well imagine the impact it would have on the development of Sonepat and the state...Sonepat will compete with Gurgaon," he said.

    Among the institutes whose foundation stones were laid include Ashoka University, Asian Educational Society Skyline Business School, Bharti Vidyapeeth University, Pune and S R M Rajiv Gandhi Education City.

    Land holdings are getting smaller and neither people can only depend on agriculture nor everybody can get government jobs, he said.

    While recalling that opposition parties had opposed the development of Sonepat for the 1982 Asian Games, Hooda said late Prime Minister Rajiv Gandhi had suggested that the area should be developed, "but the opposition party (Lok Dal) had opposed it".

    "Had it not been opposed, the area would have developed beyond anybody's imagination, the airport could have been set up in Haryana," he said, taking a dig at the main opposition party INLD.

    Hooda also announced to accord the sub-tehsil status to Rai and block status to Murthal. He also announced Rs 15 crore for rural development of the Rai Assembly segment.

    Sonepat News: Haryana Chief Minister Bhupinder Singh Hooda laid the foundation for the much-awaited, ambitious project ‘Rajiv Gandhi Education City’ in Sonepat today. The campus will house some of the country’s best educational institutions and Universities set up over a vast expanse of 2000 acres.

    On this momentous occasion, the foundation was also laid for the North Campus of Higher Education of Manav Rachna Educational Institutions (MREI). India’s leading university, MREI shall initially have a Faculty of Medicine, Faculty of Engineering & Technology and Faculty of Management Studies.

    Also present on the auspicious occasion were Smt. Geeta Bhukkal, Hon’ble Education Minister, Haryana; Kuldeep Sharma, Hon’ble Speaker, Haryana Vidhan Sabha; Deepender Singh Hooda, Hon’ble MP – Rohtak; Jitender Malik, Hon’ble MP – Sonepat; Rao Dan Singh, Hon’ble Chief Parliamentary Secretary, Education, Haryana; and Jai Tirath Dahiya, Hon’ble MLA – Rai.

    The Faculty of Medicine shall offer an MBBS program to begin with. For this, a 300-bed hospital will be established in 2013, eventually being upgraded to a 700-bed hospital in phases, as per Medical Council of India norms. The admission in MBBS program is likely to take place in 2015. Faculty of Engineering & Technology and Faculty of Management Studies shall offer UG, PG and Doctoral Programmes in Engineering & Technology and Management respectively, with a strong focus on developing industry-ready trained manpower.

    Honorable Chief Minister of Haryana, Bhupinder Singh Hooda said, “Education and industrial growth are indispensable for speedy development of the state and the Haryana Government has been consistently making efforts in this regard.     हरियाणा के सीएम भूपेंद्र सिंह हुड्डा ने रविवार को यहां 10 एजुकेशनल इंस्टिट्यूट्स की आधारशिला रखी और ऐलान किया कि आईआईटी-दिल्ली सोनीपत की राजीव गांधी एजुकेशन सिटी में अपना एक्सटेंशन कैंपस बनाएगा। उन्होंने कहा कि एजुकेशन सिटी में आईआईटी-दिल्ली के कैंपस के लिए हरियाणा सरकार 50 एकड़ जमीन देगी।

    राई, मुरथल को बड़ा दर्जा

    सीएम ने राई विधानसभा क्षेत्र के डिवेलपमेंट के लिए 15 करोड़ रुपये देने की घोषणा भी की। उन्होंने राई ब्लॉक का दर्जा बढ़ाकर सब-तहसील करने और मुरथल को ब्लॉक बनाने का ऐलान किया। इससे पहले उन्होंने मुरथल में दीनबंधु छोटू राम तकनीकी विश्वविद्यालय में कैंपस का उद्घाटन किया।

    उच्च शिक्षा से रोजगार

    सीएम ने कहा कि राई क्षेत्र में रखी गई एजुकेशनल इंस्टिट्यूट्स की नींव पूरे हरियाणा के डिवेलपमेंट में मील का पत्थर साबित होगी। उच्च शिक्षा का केंद्र बनने पर इलाके में बड़े कारखाने लग सकेंगे और लोगों को रोजगार मिलेगा। सीएम ने कहा कि इसी कारण गुड़गांव में लाखों युवा नौकरियां कर रहे हैं। उन्होंने कहा कि इन एजुकेशनल इंस्टिट्यूट्स के चलते सोनीपत भी गुड़गांव से टक्कर लेगा।

    1,500 करोड़ रुपये का निवेश

    लगभग 2,500 एकड़ जमीन पर बनने वाले इस एजुकेशन हब में करीब 1,508 करोड़ रुपये का इनवेस्टमेंट होगा। एक प्राइवेट यूनिवर्सिटी के लिए 10 एकड़ और सरकारी विश्वविद्यालय के लिए 300 एकड़ जमीन दी जाएगी। एक एकड़ में बनने वाले भवन में एकसाथ 100 से 200 स्टूडेंट्स पढ़ सकेंगे।

    37 यूनिवर्सिटीज

    सीएम ने कहा कि पहले चरण में 187 एकड़ जमीन पर 10 विश्वविद्यालयों के भवनों का निर्माण होने पर करीब 41,000 छात्र विश्वस्तरीय प्राप्त कर सकेंगे। यहां कुल 37 विश्वविद्यालय स्थापित होने हैं , जिनमें से 6 इंस्टिट्यूट्स में करीब 20 हजार , 6 हाईटेक संस्थानों में 9 हजार और अन्य में करीब 12 हजार छात्र शिक्षा लेंगे। 2,250 करोड़ रुपये की लागत से हॉस्टल और फ्लैट आदि बनाए जाएंगे। मेडिकल कॉलेज बनाने के लिए हॉस्पिटल का निर्माण शुरू करने की शर्त भी रखी गई है।

    सीएम ने अशोक यूनिवर्सिटी , एशियन एजुकेशनल सोसायटी स्काईलाइन बिजनेस स्कूल , भारती विद्यापीठ यूनिवर्सिटी , पुणे और एसआरएम राजीव गांधी एजुकेशनल सिटी आदि की आधारशिला रखी।

    फीस होगी माफ

    इस अवसर पर रोहतक के सांसद दीपेंद्र सिंह हुड्डा ने कहा कि शिक्षा के बल पर पूरे देश में हरियाणा के छात्र अपना लोहा मनवा रहे हैं। उन्होंने कहा कि हरियाणा के ही स्टूडेंट्स ने आईएएस और आईआईटी में प्रथम स्थान प्राप्त किया है। हुड्डा ने कहा कि सोनीपत में स्थापित होने वाले शिक्षण संस्थानों में 25 प्रतिशत छात्र हरियाणा के होंगे। इनमें से 5 पर्सेंट की पूरी फीस और 10 प्रतिशत स्टूडेंट्स की आधी फीस माफ होगी। उन्होंने कहा कि जिन किसानों की जमीन इन संस्थानों के लिए ली गई है , उन गांवों के बच्चों के दाखिले के लिए कोटा बनाया गया है। हुड्डा ने कहा कि प्रथम चरण में यहां 60 हजार लोगों को रोजगार मिलेगा।

    इस मौके पर रोहतक के सांसद दीपेंद्र सिंह हुड्डा , सांसद जितेंद्र मलिक , शिक्षा मंत्री गीता भुक्कल , सीपीएस जयवीर वाल्मीकि , गोहाना के विधायक जगबीर मलिक , राई के जयतीर्थ दहिया , बरोदा के श्रीकृष्ण हुड्डा , पूर्व मंत्री वेद सिंह मलिक , कृष्णा गहलावत , सुरेंद्र शर्मा आदि मौजूद थे।

    सीएम ने सियासी वार भी किए

    एजुकेशन हब की आधारशिला रखने के मौके पर सीएम ने सियासी वार भी किए। उन्होंने कहा कि विपक्षी दलों ने 1982 के एशियाई खेलों के लिए सोनीपत के डिवेलपमेंट की योजना का विरोध किया था। सीएम ने कहा कि तत्कालीन पीएम राजीव गांधी ने इस एरिया के विकास का सुझाव दिया था , लेकिन विपक्षी दल ( लोक दल ) ने इसका विरोध किया था। हुड्डा ने कहा कि अगर ऐसा नहीं हुआ होता तो यह एरिया अब तक विकास की ऊंचाई पर होता और हरियाणा में हवाई अड्डा बन गया होता।

    मुख्य विपक्षी दल आईएनएलडी को आड़े हाथों लेते हुए सीएम ने कहा कि ओमप्रकाश चौटाला जब यहां रैली करने आएं तो जाम लगाकर रास्ते रोकने की जरूरत नहीं है , बल्कि अपने घरों में घुसने न देने के लिए किवाड़ बंद रखने की जरूरत ह ै।

  • Transfer land for extension campus, IIT-Delhi tells Haryana

    The Indian Institute of Technology (IIT)-Delhi has written to the Haryana government requesting it for land in Sonepat at the earliest in order to start a campus there.

    Earlier this year, the Haryana government had promised 50 to 52 acres to the institute to set up an extension campus. The government then allotted 50 acres at the proposed Rajiv Gandhi Education City (RGEC) in Sonepat.

    Later, Director of IIT-Delhi R K Shevgaonkar wrote to the Haryana government asking permission to set up two campuses — one in Sonepat and the other in Jhajjar, next to the AIIMS outreach campus.

    The institute requested for an additional 100 acres in Jhajjar. A six-member team from IIT-Delhi visited plots in Jhajjar to identify the site for the second extension campus.

    In its latest letter, IIT-Delhi has asked the government to allow construction of a boundary wall at Rajiv Gandhi Education City in Sonepat as the institute “wishes to start research activity at this campus”.

    “We have not heard anything from Haryana. So we have written to them so that we are allowed to begin activities there,” an IIT-Delhi official said.

    With only one extension campus in sight so far, the institute has decided to start its research facility in the Sonepat campus.

  • Residential capital values rise by 15% on KMP expressway

    With Kundli-Manesar-Palwal (KMP) expressway approaching completion in May 2013 the realty sector in and around it is also seeing appreciation in property values. “Infrastructure projects such as construction of expressways play a major role in the supply, valuation and prices of real estate. Values of residential projects are often dependent on upcoming infrastructure projects and as the construction of an infrastructure project nears completion the property prices witness maximum increase,” says Sachin Dawar of Dawar Properties. Upcoming infrastructure projects also lead to the development of new residential and commercial corridors.

    Kundli, Manesar and Palwal are seeing new waves in the realty sector as the KMP expressway is expected to be ready within the next six months and will enhance the connectivity of these cities with Delhi NCR by manifolds. According to Sushant Singh, property agent at Ansal Properties, Kundli, “Property values of completed residential projects along the expressway noted a hike of more than 15 per cent in the past 2-3 months while the under-construction projects witnessed a rise of 10-12 per cent during the same period.” The projects coming along the expressway are fetching more queries both from an investment perspective and as second home options, he added.

    Similar case is with Manesar where property values experienced an upward trend with an average escalation of 5-10 per cent in the residential segment. The number of transactions too, increased by more than 20 per cent in the past 3-4 months. Construction of KMP and Dwarka expressway has given a new edge to the property buyers and investors as anticipated by local realtors.

    Palwal located on the Delhi-Mathura Road National Highway (NH) – 2 has also benefited with the upcoming expressway. According to Mukesh Rana of JMD Real Estate, “The residential projects launched in the city during 2008-2010 have already noted an appreciation of up to 40 per cent and few have launched their second phase as well.” The values are expected to witness significant rise after completion of the KMP expressway, he added.

    All the three cities are noticing an overall growth in the realty sector and this trend is expected to continue along with the construction work of ongoing infrastructure project further progresses.

    CHANDIGARH: The year 2012 provided major boost to the development of infrastructure in Haryana as many prestigious educational, health, road, rail network, power and industrial projects were started in the state.

    A new chapter in developing Haryana as an education hub of international stature was added this year as foundation stones of ten prestigious educational institutions was laid in Rajiv Gandhi Education City (RGEC) near Sonipat. IIT Delhi also got land in RGEC. Besides that National Institute of Food Technology Entrepreneurship & Management (NIFTEM), a Deemed University, was also inaugurated in Kundli on Delhi- Haryana border.

    This year not only witnessed the starting of construction work of second campus of All India Institute of Medical Sciences (AIIMS) but also the inauguration of AIIMS Outreach OPD at village Badhsa on the Jhajjar-Gurgaon district border. Union Health Minister also announced National Cancer Institute and National Heart Institute in the AIIMS-2 complex. India's first post independence all women Government Medical College started in Khanpur Kalan in district Sonipat from this academic session. The foundation stone of a medical college in Karnal named after late astronaut Kalpana Chawla was laid.

  • On an architectural expedition

    They have done the city proud with their architectural expedition and creative designs. Meet the winners of the coveted annual convention of NASA, the National Association of Students of Architecture. Hosted in Sonipat this year, the convention witnessed participation from 135 architecture colleges in India. The students won special mention in the LIK "Louis I Kahn" trophy for their documentation work on "earth architecture".

    "This was the biggest event that the architecture students wait for the entire year, with a preliminary round to be qualified first," says Aabhas Ahuja, a student of third year at CCA.

    Since students are required to study the architecture, academically, for documentation in this category, they chose "Dhankar monastery and the settlement" in Spiti. Following the prelims, close to 42 architecture colleges competed in this category in which these students got a special mention in top five citations.

    The Louis I Khan Trophy, also called LIK trophy, was established in 1981 by the Vastu-Shilpa foundation. The UNESCO New Delhi office through the Indian Heritage Cities Network (IHCN) has been providing technical advice to the organization of LIK trophy for last six years. This year the Gateway College of Architecture and Design at Sonipat hosted the annual convention, including LIK Trophy from January 25 to 28.

    With a team of third year students guiding them for their projects, the students participated in five out of eight events to contest for prestigious trophies in all categories including LIK and Nari Gandhi Trophy, among others.

    With two teams being declared first prize winners and three others getting a 'special mention', making it to this top five slot in the country is coveted, say students. "We are excited at the fact we could make it to the top five out of several other and best of teams from the country," says a team member.

    Last year in the 54th Annual NASA Convention, Ahmedabad 2011. Principal Academy of Architecture, Mumbai, won the top citation award in this category. The aim of incepting the trophy, add students was to improve the quality of architectural education in view of historic environment and the knowledge and training required to preserve it.

    Bhumi Bansal, a student of final year, was heading the team for Nari Gandhi Trophy in which the students took parliament library as a case study. "We took Chandigarh capitol complex as our case study. The theme was literality - free of any rigid patterns," says Bhumi.

    The team comprising third year students including Sannat Sachdev, Sanya Arora, Jatin Bedi, Shivam Dubey, along with Aabhas and second year students including Raghav were a part of the

    New Delhi : Haryana Chief Minister Bhupinder Singh Hooda pitched Sonepat-Kundli as the next millennium city on Friday and said the city would soon be covered by the Delhi Metro.
    Hooda was speaking at a three-day exposition on “Investment Opportunities in Sonepat-Kundli” held in the capital.

    Hooda said his government was according top priority to provide connectivity— the Delhi Metro has already been extended up to Gurgaon and will taken till Ballabhgarh and Bahadurgarh soon. He said the Delhi Metro will be extended till Manesar in Gurgaon, and up to Kundli after reaching Narela.

    Hooda said a Rapid Rail Corridor has been planned for Delhi-Sonepat-Panipat and Delhi-Gurgaon-Rewari-Alwar, with an investment of Rs 40,000 crore.

    A new railway line is under construction between Sonepat and Gohana, which will go up to Jind.

    The 135 km Kundli-Manesar-Palwal Expressway — also known as the Western Peripheral Expressway — which inter-connects four National Highways— 1, 2, 8 and 10 — in Haryana will be made fully operational in a few months’ time.

    “Haryana has harnessed the progressive thrust of industrialisation with its innovative policies and pragmatic strategies. The state-of-the art infrastructural facilities, industry-friendly policies and responsible administration make it a preferred destination for setting up industry and enterprise and for investment in all sectors of the economy.     The NCR region has evolved over the past few years, and the splurge of residential groups and world-class amenities surrounding the region is shifting growth to locales like Kundli in Sonepat. About 15 minutes to the north of Delhi along NH1, Sonepat-Kundli is at a prime location, linking NCR to Chandigarh.

    Highlighting achievements of his government, Hooda said Haryana has attracted investments to the tune of Rs 60,000-70,000 crore since 2005, as compared to Rs 41,000 crore between 1996 and 2005.

    Another Rs 1,00,000 crore investment in the state is in the pipeline, he said.
  • Sonepat-Kundli to be developed as multi-functional urban complex

    Keeping in view its strategic location and advantage of its close proximity to the National Capital, the Haryana Town and Country Planning Department (HTCPD) has planned the Sonepat- Kundli area as a multi-functional urban complex. The state government is also considering allotting land to set up a Tourism University in the area.

    While stating this today, a spokesman for the HTCPD said the Development Plan proposes to equip the town with necessary infrastructure required to serve its own population as well as the surrounding region. He said the Regional Plan 2021 AD prepared by the National Capital Region Planning Board has also identified the Sonepat-Kundli Urban Complex as a regional centre in the Central National Capital Region (CNCR).

    Since the multi-functional urban complex shares its boundary with the national capital, it offers unlimited investment opportunities in the CNCR, he added.

    He said the plan envisages development of residential, industrial, institutional, commercial, public and semi public as well as public utilities sectors, including the prestigious Rajiv Gandhi Education City (RGEC) Project.

    He said the Haryana Urban Development Authority (HUDA) has incurred huge expenditure on the execution of various development works at urban estate Sonepat like roads, storm water drainage, water supply, electrification and horticulture works besides creation of infrastructural facilities like dispensaries, poly clinics, schools, community centres, old age home and police station. The urban complex is shaping up well and can be deservingly called “the future city”. Due to exorbitant prices and scarcity of land in Delhi, residential, commercial and industrial plots in the well-planned sectors of Sonepat-Kundli urban complex are in great demand, he added.

    The spokesperson said the RGEC, Sonepat, is visualised as a hub for higher learning and a centre for research in cutting-edge technologies such as nanotechnology, biotechnology, genetics engineering and medicines. He said Phase-I of the RGEC is spread over 2,006 acres and sites for educational institutions with sizes ranging from one acre to 131 acres have been provided to meet varied requirement. He said well-proportioned supporting infrastructure sites like residential, commercial areas, multi-level parking, health facilities, taxi stands, water treatment or effluent treatment plant, hotels, shopping arcades and satellite station have been provided to make it self-sufficient.
  • Stage set for setting up IIIT near Sonepat

    With the inclusion of the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) and Haryana Electronics Development Corporation (HARTRON) as partner, the decks have been cleared for setting up an Indian institute of information technology (IIIT) at Kilorad village near Sonepat under the Public- Private Partnership (PPP) scheme.

    The Union Ministry of Human Resources Development has decided to set up 20 IIITs in the country under the PPP scheme. The gram panchayat of Kilorad village donated about 128 acres of land for setting up an IIIT and the state government prepared a project report and forwarded it to the Central ministry. In order to make a final selection on the site, Director of the IIT, Delhi, RK Shivankar, Dy Director, SM Ishiyak, along with the Deputy Commissioner, Sonepat, Pankaj Aggarwal, visited the site in May 2012 and submitted the approval report to the ministry.

    The project was estimated to cost around Rs 130 crore and it was to be shared as 50 per cent by the Central government, 35 per cent by the state government and the remaining 15 per cent by private partners.

    Under the scheme, the private partners will have a quota of 25 per cent in admission seats. The Joint Director of the Technical Education Department of Haryana, Rajesh Aggarwal, explained that a number of applications were receive for becoming the private partner in the project, but these did not fulfil the required conditions. Hence the state had decided to include the HSIIDC and HARTRON as private partners..

    “Soon after getting the approval from the HRD Ministry, we will initiate the process for construction of the institute,” he added.
