Have been watching this market and am sure thinks are looking up as a lot of licenses of existing approved projects have been renewed recently. Many of these licenses were lying suspended for many years.
Of the last months total 1800 acres License renewals across Haryana, Sonepat has had the Lions share with 450 acres appx being renewed.

Normally, builders need to get their outstanding, pertaining to EDC/IDC/EEDC/Penalties/Renewal Fees cleared, before licenses can be renewed.. Builders use the EDC/IDC money, as the penalty is only 12% for reputed builders. This is much less than 18-22% rate of interest at which builders are able to get finance.
This practice is illegal but builders have partnership with ruling party and get this benefit. However, the overall development suffers as funds which the builders are supposed to collect from buyers, are not given to the govt . Currently 3500 cr of due edc is to be recovered across haryana, as per govt records.
Hopefully, a lot of possessions would therefore be offered soon and may be development.
