      New Delhi: Now it’s a matter of days for Haryana to get its sub-regional plan approved, a move that will bring land licensing back on track in districts including Gurgaon, Faridabad and Sonipat. The Election Commission has given the nod to NCR Planning Board to hold a meeting to consider passage of the revised plan.
      The NCRPB secretariat had sought EC’s clearance despite Delhi and UP governments expressing reservations on the urgency of the meeting when the poll code is in force. Confirming the EC nod, a senior government official said the meeting’s date is yet to be decided. TOI could not independently verify whether the board’s secretariat had submitted observations of Delhi and UP while seeking the permission.
      Earlier the Prime Minister’s Office had asked the urban development ministry not to clear the state plan until observations of environment and forest ministry (MoEF) were addressed.
      Even MoEF had recently sent a letter to NCRPB asking it to safeguard the green provisions since the revised regional plan proposes allowing tourism in conservation zones and construction beyond 0.5% of the land. These are among the new amendments in the regional plan.
      However, sources said NCRPB secretariat will now only respond to the MoEF before notifying the regional plan. “We had rounds of meetings on the regional plan and Haryana’s sub-regional plan. They never sent any observation and even their representatives hardly attended any meeting. Now when the plan has been passed by the board they have woken up,” said a source.
      Environment activists have been raising their voice against Haryana’s push to open green areas for commercial activities under the guise of tourism. The state government is also under pressure from the real estate lobby since licences for property development have been held back due to an order by Punjab and Haryana high court.

        Refuses to intervene in Sonepat IMT project

        New Delhi, March 14

        The Supreme Court today issued notice to Haryana on a PIL plea for a comprehensive plan for the development of areas falling under the NCR. It, however, refused to entertain objections to the state government’s move to acquire 3,364 acres for setting up an Industrial Model Township (IMT) in Sonepat district.

        A Bench comprising Chief Justice P Sathasivam and Justice NV Ramana also sought response of the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), the Department of Town and Country Planning and the Sonepat administration, besides that of the NCR Planning Board.

        Rejecting the plea against land acquisition, the Bench told advocate Jasbir Singh Malik that his client, Bhoomi Bachao Sangarsh Samiti, could not challenge the government’s April 1, 2010, notification after so many years.

        According to the petition, the land acquisition officer had rejected the samiti’s objection to the setting up of IMT comprising industrial, residential, commercial and institutional areas, despite acknowledging that the fertile land was under cultivation.

        The NCR development plan should be strictly in compliance with the Planning Board Act, 1985, to avoid haphazard growth ignoring the need for water, food security and protection of the environment, the PIL said.

                  With the NHAI not receiving a single bid for the Eastern Peripheral Expressway project, the government has decided to scrap the plan of implementing the project under PPP mode.

                  The Rs6,284-crore project is being delayed again due to lack of interest of investors in the road project. The six laning of the Eastern Peripheral Expressway spanning a length of 135 km road would cover Sonepat, Faridabad, and Palwal districts in Haryana; and Baghpat, Gautam Budh Nagar, and Ghaziabad districts in Uttar Pradesh.

                  NHAI received five RfQ bids from IL&FS Transportation Networks Ltd, Reliance Infrastructure Ltd, Srei Infrastructure Finance Ltd, Uniquest Infra Ventures, and IRB Infrastructure Developers Ltd showed interest to develop the project. But when tenders were floated, all the five firms did not show the response. NHAI retendered the bids for five times.

                  The project has been stuck for several years as the Planning Commission wanted higher toll rates while MoRTH wanted to be the same as that charged for highways. With this, the estimated construction cost has been increased from Rs2,600 in September 2010 to Rs6,284 crore as of April 2014.

                  The project was cleared by the PPPAC on January 17, 2014 and received CCEA clearance in February.
