Sonepat is emerging as the new residential destination for Delhiites after Gurgaon, Noida and Greater Noida.

Though swathed in legends, Sonepat, on the Delhi border forms one of the largest industrial zones of Haryana and is fast emerging as an excellent residential and investment destination. The area is now witnessing a spurt in real estate development with many developers and builders having launched large residential projects and others working on new plans.

Strategic location

This upcoming area falls in the National Capital Region and has well-developed industrial base and supportive infrastructure. It has 5,288 small-scale industrial units and 82 L.M. units. The area between Kundli and Sonepat town falls under a highly industrialized zone. Atlas Cycles, Hilton Rubber, Indo Asian Fuse gear; ECE, Hindustan Everest Tools and Satnam Overseas are some of the well-known brands which have units here. The majority of these industrial units are concentrated on both sides of the G.T. Road. The increasing cost of housing in the capital as well as the rising demand for housing has led developers and builders to look for fresh avenues for developing satellite townships. Experts believe that Sonepat has a great potential, as it is the closest suburb being developed by private developers and the location on the national highway gives it the added advantage. Perhaps what Gurgaon has done for South Delhi,Sonepat would do for north and northwest Delhi.

The metro rail, which will be touching Narela, will also be reaching Kundli in 2007. Most of the businesspersons staying in the entire north and west Delhi are looking at shifting to Kundli as this won't affect their businesses. Developers who had neglected this entire area are changing their attitude. Sonepat is the next destination that is going to be the hub where Delhiites would be concentrating next. Sonepat is physically well placed to service affluent areas. There has been no fresh supply of quality real estate for the residents of North Delhi areas in the last many years. Now the assembly of lands for big projects in Sonepat by the leading private developers bodes well for this part of Delhi. North and north-west Delhi can grow naturally to Sonepat as it takes 20-25 minutes to reach there which is manageable by Delhi standards.

  • Delhi-based coloniser loses licence to develop colony in Sonepat

    Failure to undertake development work in a proposed residential colony in Sonepat has cost Delhi-based coloniser Jindal Realcon Private Limited dear.

    The Department of Town and Country Planning has not only cancelled the licence of the colony but has also taken over its administration to undertake the development work at the cost of the coloniser and the plot allottees.

    In his order dated April 22, Anurag Rastogi, Director General, Town and Country Planning, said due to deficiencies conveyed to the builder from time to time, the renewal of license had been refused and the said license was deemed to be cancelled.

    The Director General formed a committee headed by HUDA administrator, Rohtak, and comprising senior town planner, Rohtak, as member-secretary, and district town planner and executive engineer (HUDA), Sonepat, as members to oversee the development works at the colony.

    The decision was taken consequent upon the cancellation of the licence as per the provisions of Section 19 of the Haryana Development and Regulation of Urban Areas Act, 1975.

    The section enjoins upon the Director-General to carry out or cause to be carried out the development works in the licensed colony and recover such charges as he may have to incur on the development works from the coloniser and plot-holders.

    Jindal Realcon Private Limited was granted a licence to develop a colony on 13.31 acres in Sector 10 and 11 of Sonepat on November 27, 2006.

    The licence was valid till November 28, 2008. However, the company allegedly failed to apply for the renewal of the licence and remove certain deficiencies, resulting in the cancellation of the licence.

    Meanwhile, the coloniser has been restrained from selling of any unsold property in the colony.

    The public is advised not to indulge in any sale, purchase or transaction with the licensees in respect of the said colony, the order stated.

    Chief Minister Bhupinder Singh Hooda yesterday announced to provide land to set up a plastic park at Panipat. It would help in promotion of downstream industries using the easy raw material availability from the Indian Oil Corporation’s Neptha cracker plant near Panipat in the best possible way, he added.

    Hooda was addressing the inaugural programme of the newly constructed building of the Central Institute of Plastic Engineering and Technology (CIPET) on the premises of the DCR University of Science and Technology, Murthal.

    He claimed that the state government during the past eight years had ensured to provide all essential facilities like skilled manpower, land pooling, infrastructure development and congenial atmosphere for speedy industrial growth. As a result, the state had witnessed a growth rate of 9.4 per cent, he added.

    Realising that skilled manpower was a must to meet the requirements of industries at the local level, Hooda said the state opened 489 additional technical training institutes and increased the yearly intake strength of students in these institutes up to 1,15,000 in the state.

    For setting up of this institute, the state government had not only donated about 10 acres on the Murthal University’s premises to the university authorities but also spent Rs 25 crore for the construction of its new building, the Chief Minister said.

    Speaking on the occasion, Union Minister of State for Chemical and Fertilisers Srikant Kumar Jena announced to reserve 25 per cent seats for students of the state in the institute. “Though, the institute is providing three-year diploma courses, undergraduate, postgraduate and research classes will also be started here from the next academic year,” he said.

    He said CIPET had 16 centres with state-of-the-art infrastructural facilities in the country and was devoted to academic, technology support and research activities for the growth of plastic and allied industries in the country.

    The Haryana Government has cancelled the licence of Chandigarh-based Gee City Builders Private Limited to develop a residential project in Sonepat due to default in payment of external development charges (EDC).

    In his order, Anurag Rastogi, Director-General of the Department of Town and Country Planning, cancelled the licence for a residential colony measuring around 10 acres at Reveli village in Sector 17 of Sonepat, for non-payment of EDC, non-submission of demarcation plans and failure to obtain a no-objection certificate from the Union Ministry of Environment and Forests.The builder was granted the licence to develop a colony on June 8, 2007, for two years. The company had applied for the renewal of licence from June 8, 2009, to June 7, 2011, but no application for the succeeding period from June 8, 2011, was submitted.

    While the process for the cancellation of the licence was in progress, the builder contended that it had not deposited nearly Rs 16.16 crore as EDC and Rs 60.7 lakh as infrastructure development-cum-service charges as government agencies had failed to develop physical infrastructure around the site.

    The Haryana Urban Development Authority had contended that work on an external road between Sectors 17 and 18, which was adjacent to the site, had been allotted and the work on external sewerage was in progress.

    On the date of final hearing on April 1, Rajinder Mittal, Managing Director of the company, claimed that the firm wanted to work on the project, but was unable to launch it due to lack of physical infrastructure. He requested Rastogi to allow time to deposit the EDC. The case was adjourned to May 6.

    On May 6, company advocate AM Punchhi reiterated past commitments of the company. Seeing the past record of the company in not keeping its commitment to deposit the EDC despite being granted time, Rastogi cancelled the licence of the builder.

    A delegation of farmers led by state BKU (Ambawata) president Shamsher Singh Dahiya today handed over a memorandum, addressed to Chief Minister Bhupinder Singh Hooda, to City Magistrate Nishu Singhal here.

    The demands included immediate implementation of the new Land Acquisition Act, accept demands of all those farmers staging dharnas at various places in the state; implementation of the Swamimathan Commission report and remunerative prices to farmers for their produce; increase in the monthly old age pension to Rs 1,500 and waiving of bank loans.

    नई दिल्ली दिल्ली को छोड़ते हुए राष्ट्रीय राजमार्ग -1 से राष्ट्रीय राजमार्ग -2 को जोड़ने वाले अ‌र्द्धचंद्राकार ईस्टर्न पेरीफेरल एक्सप्रेसवे का निर्माण अगले साल मार्च से शुरू होने की उम्मीद है। हरियाणा के सोनीपत से गाजियाबाद के डासना होकर हरियाणा के ही पलवल को जोड़ने वाले इस 135 किलोमीटर लंबे एक्सप्रेस वे के बनने से दिल्ली को अनावश्यक वाहनों से राहत मिलेगी।
    इस एक्सप्रेस वे परियोजना पर अब पहले के मुकाबले 200 करोड़ कम यानी 4663 करोड़ रुपये की लागत आने का अनुमान है। ऐसा इसलिए क्योंकि पहले जितनी मिट्टी की पटान का आकलन किया गया था, अब उतनी मिट्टी नहीं डालनी पड़ेगी। एक्सप्रेस वे में सड़क तो छह लेन की होगी, परंतु पुल, फ्लाईओवर आदि आठ लेने के होंगे। परियोजना के लिए 86 फीसद जमीन का अधिग्रहण एनएचएआइ द्वारा पहले ही किया जा चुका है। सड़क का कन्सेशन पीरियड 26 साल का होगा यानी निर्माणकर्ता कंपनी इतनी अवधि तक इस पर टोल वसूलेगी, जिसके बाद सरकार इसे अपने हाथ में ले लेगी। फिलहाल इस पर प्रति घंटे 14500-19000 वाहनों के यातायात का आकलन किया गया है, जो वर्ष 2018 तक बढ़कर 42000-50000 वाहन होगा। इसमें एनएचएआइ को 235 करोड़ रुपये का वार्षिक प्रीमियम प्राप्त होने की उम्मीद है।
    यह परियोजना उन चार एक्सप्रेस वे परियोजनाओं में शामिल है, जिनकी निगरानी स्वयं प्रधानमंत्री कार्यालय की ओर से की जा रही है। पीएमओ की पहल पर इसे इसी साल अगस्त में प्राथमिकता सूची में लिया गया और सितंबर में इसके लिए कंपनियों से पात्रता संबंधी निविदाएं मांगी गई। कई कंपनियों के रुचि दिखाने के बाद अब इस महीने की 30 तारीख तक इसे सार्वजनिक-निजी भागीदारी अनुमोदन समिति के विचारार्थ प्रस्तुत किया जाएगा। दिसंबर तक पीपीपीएसी से इसे अनुमोदन प्राप्त होने की उम्मीद है। इसके बाद 10 फरवरी, 2014 तक इस पर कैबिनेट की मंजूरी लेने का लक्ष्य है।

  • Unauthorised constructions razed following HC's order

    Sonepat, January 16

    As many as 16 unauthorised constructions, including shops, institutes, farm houses and service garages, seven DPCs, and four boundary walls were demolished by the Town and Country Planning department at Sonepat-Rathdhana schedule road today.

    District Town Planner Dilbag Singh said a special demolition programme was executed in compliance of the directions of the Punjab and Haryana High Court order in CWP No 4559 of 2007, against unauthorised constructions within 30 meter restricted belt along the Sonepat-Rathdhana schedule road. The requisite notices and restoration orders were issued under Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963 to the concerned persons, he added.

    He said people objected to the demolition drive but due to the presence of police force and with the help of the district administration, the whole drive was carried out successfully. Fateh Singh, naib tehsildar (mall), Sonepat, was deputed as duty magistrate.

            Infrastructural development
            The much awaited Kundli-Manesar-Palwal (KMP) Expressway (also known as the Western Peripheral Expressway), which connects four highways like NH-1, NH-2, NH-8 and NH-10 in Haryana is almost ready.

            Located on the signal-free National Highway 1, connecting Mukarba Chowk in northeast Delhi to Sonipat, Kundli is now being considered a gateway to prosperous states like Haryana, Punjab and Himachal Pradesh. Kundli is around 25km from Rohini and Pitampura, and only 2.5km from the Delhi border.
            Kundli property market is registering new benchmarks in turnover and offering new opportunities for investment. The forthcoming 135km-long Kundli-Manesar-Palwal Expressway could make real estate projects on Kundli more viable for investors.             Realty development in Sonipat

            Sonipat is in news for the international-level education hub coming up in its vicinity; a number of universities have lined up to set up their branches on the 5,000-acre campus of the Rajiv Gandhi Education City. The Indian Institute of Technology, Delhi, has announced an extension campus on 50 acres in this mega education city. The Rajiv Gandhi Education City in Sonipat is believed to be the single largest higher educational complex in the world and is expected have around 1.5 lakh students on the rolls of the 10 universities planned there.
            The place has excellent connectivity in the eight-lane National Highway 1 and the proposed Rapid Rail Transport System, to be operational in 2016, which will connect Sonipat with a wide network of Metro rail. The Kundli-Manesar-Palwal Expressway will make access very smooth from cities like Bahadurgarh and Gurgaon to this place. All these developments have raised the demand of property here.
            The rising demand is also due to the unprecedented employment opportunities that Sonipat offers because of the presence of industrial units in surrounding areas like Kundli, Rai, Bawana, Barhi and Narela, and the prospect of many other corporate houses setting up their offices here.
            Omaxe Group is developing

            Omaxe City, an integrated township on 357 acres in Sonipat. The project offers plots, villas, independent floors and commercial space.             Realty development in Panipat
            Panipat is around 90km from Delhi. It is grabbing the attention of prospective investors as it is a petrochemical hub and has the potential to sustain a thriving commercial and residential realty market.
            The Haryana government has rolled out several projects with heavy investments to develop the social and physical infrastructure of this town. “The government has approved the acquisition of 5,000 acres for the development of petroleum, chemicals and petrochemical industries here.     Fair trade regulator CCI has rejected a complaint that alleged realty firm Omaxe of indulging in anti-competitive practices with respect to development of residential plots in Sonepat district of Haryana.

    The complaint by two individuals had alleged that Omaxe had abused its dominant market position by imposing one-sided and anti-competitive agreements on buyers of plots, among others.

    Citing that Omaxe was not dominant in the relevant market, the Competition Commission of India (CCI) in an order dated January 21 said, "No prima facie case is made out for directing Director General to carry out investigation into the matter".

    The complainants, who had registered for plots with Omaxe, had alleged the firm made a representation to the public at large regarding a real estate project without specifying the details and identity of the property.

    Among others, it was also alleged that under the agreement, there was no exit route to buyers of plots in case of violation of terms on part of Omaxe and the company would not have to face any consequences for same.

    The CCI said the presence of other real estate players in Haryana made it a competitive market.

    "There is no information on record and available in the public domain which shows a position of strength of opposite party (Omaxe) enabling it to operate independent of competitive forces prevailing in the relevant market," the fair trade regulator said.
