    Proposal for roads in Maoist region gains momentum

    Visakhapatnam: The proposals of roads in Maoist areas have got the momentum as the government had focused on road connectivity to various mandals in Visakha agency.
    According to sources, the central government had already sanctioned Rs 1,100 crore to develop road network in the Naxal affected areas in the state.

    Earlier, the district police had proposed around 44 roads in GK Veedhi, Chintapalli, G Madugula, Pedabayalu, Paderu and other areas, in which forest department had raised many objections. But after the appointment of former DG of CRPF Kode Durga Prasad, the road proposals and also laying of the road works gained momentum.

    Maoists are only giving permission for kaccha roads in the interior pockets to the villagers. But the cops are now paving roads to the interior villages which are stronghold areas for the militia. With the orders from the higher ups, Forest department are now actively giving permission.

    The Maoist infested area Sagulu-Busulu was visited by the forest officials on Monday as Narsipatnam division forest officer Sekhar Babu and others inspected the stretch for assessing the loss to forest lands in the area. For the stretch from GK Veedhi mandal headquarter to Sagulu-Busulu villages, the state government had released Rs 4 crore for black top road.

    Forest officials had not given the permission to this road since last year even after the contractor applied for permission last year. The stretch was important for the tribals as many villages in the area are facing severe problems for the medical help. They depend on the doly (in which the patient would be) carried by the villagers. Forest officials said they would submit the report of the lands that would be occupied by the road.

      GVMC’s plan to boost capacity of water tanks fails to make progress

      Visakhapatnam: The Greater Visakhapatnam Municipal Corporation’s (GVMC) push for optimising the water storage capacity of several tanks in the district before completion of the Purushothapatnam Lift Irrigation Scheme (PLIS), through the Visakhapatnam Industrial Water Supply Company (VIWSCO) and others, has so far not made much progress.

      Earlier, the VIWSCO had appointed a private agency to prepare detailed project reports (DPRs) for ‘Kondakarla Awa’ in Munagapaka mandal, Penjeruvu tank in Yelamanchili mandal and VK Sagaram tank in Rayavaram mandal. While it was planned to enhance the water storage capacity to 2 TMC in Kondakarla Ava, it would be increased to 0.25 TMC in each of Penjeruvu and VK Sagaram. After the consultant allegedly delayed the process, the VIWSCO withdrew the appointment and recalled the tenders. Later, the agency knocked the door of the court and got a stay on the same day of proposed opening of the bids.

      On the other hand, even though the DPR was already prepared for the Krishnampalem tank to store about 1 TMC of water by the Andhra Pradesh Industrial Infrastructure Corporation (APIIC), the officials now want to increase water storage capacity further and are working on a revised DPR.

      The work order has so far only been given for the expansion of Gopalapatnam Awa in Payakaraopeta to increase its water storage capacity to 1 TMC. Meanwhile, the Visakhapatnam Steel Plant had initiated construction works of the Kanithi Balancing Reservoir-2 at an estimated cost of Rs 450 crore with a capacity of 0.5 TMC for its water needs.

      A GVMC official said these projects would increase the storage capacity of these water bodies in the district by a total 5 of TMC to get the full appropriation of water from the Purushothapatnam Lift Irrigation Scheme (PLIS) on Godavari. “Once the PLIS is completed, we will get more water from the Yeleru reservoir and these water bodies would help store the surplus water,” said the official.

      As part of the PLIS project, water from Godavari would be diverted to Polavaram Left Main Canal (LMC) and thereafter would be pumped into the LMC to fill the Yeleru reservoir. The water levels in Yeleru reservoir has been reaching dead storage in summer. This is forcing the officials to pump water from the reservoir into Yeleru canal, which otherwise will come through gravity into the canal, from which water is supplied to the city.

        Vuda cracks down on unauthorised V’nagaram layouts

        Visakhapatnam: Visakhapatnam Urban Development Authority (Vuda), which had launched a special drive to clear the unauthorised layouts in its limits a month ago, was successful in weeding out these layouts in more than 250 acres of land in Vizianagaram district.

        According to the Vuda officials, about 150 unauthorised layouts have sprang up in Vizianagaram district itself, cashing in on the real estate boom. Factors like, announcement of Bhogapuram International Airport, affordable land prices compared to Visakhapatnam and the city’s growth towards north-east resulted in a rise in land prices in Vizianagaram district.

        Earlier, Vizianagaram district administration had sent a list of layouts in the district to the Vuda in two phases to validate their authenticity. Some of the identified unauthorised layouts in Vizianagaram district include 4.85 acre layout in KV Palem, 33.79 acre layout in Chintalapalem, 20.29 acre layout in VB Puram, 34.43 acre layout in Chintalapalem, 8.35 acre layout in Kondavelagada, 27.43 acre layout in Ramavaram, 17.46 acre layout in Polipalli, 5.73 acre layout in Ramavaram, 4.24 acre layout in Dwarapudi, 4.85 acre layout in Pothanapalli etc. Interestingly, some of the layouts have fancy names and with glossy brochures which promise heaven-like amenities at a very affordable prices. These unauthorised layouts are not only limited to Bhogapuram mandal, where the proposed international airport is coming up, but also to the entire district, including Denkada, S Kota, Pusapatirega, etc.

        Vuda chief urban planner V Bhavani Sankar cautioned the public the plots in unauthorised layouts. “We have formed a team of officials to coordinate the exercise. In the first phase, the unauthorised layouts in Vizianagaram will be weeded out and it will be continued further in Vizag and Srikakulam districts,” said Bhavani Sankar.

        Explaining the intricacies of layout development, Bhavani Sankar said, “While the development of plots in the approved layouts is limited to somewhere around 60 cents of an acre (100 cents), the unauthorised layout developers will sell more than 80 cents of land as it would not conform to stipulated guidelines or zoning regulations. There will be no roads, open spaces, electricity lines and other utilities in unauthorised layouts.”

          Land acquisition for the proposed industrial clusters at Nakkapalli and Atchutapuram in the district as part of the Visakhapatnam Chennai Industrial Corridor (VCIC) will get a shot in the arm with the State government agreeing to stand counter-guarantee for the loan to be taken by the Andhra Pradesh Industrial Infrastructure Corporation.

          As the APIIC is facing a resource crunch, the district administration has recommended the government to issue a counter-guarantee so as to enable it to raise loans from banks. The State Cabinet recently cleared the proposal.

          Nodes in State

          “APIIC has already identified the required land and acquisition is in progress. On an average Rs. 18 lakh is offered for an acre of land at Nakkapalli and Rs. 20 lakh per acre at Atchutapuram. Certain banks have already shown interest to lend loans,” say official sources, talking to The Hindu .

          The land acquired will be allotted for multi-mode and sector-specific industrial parks.

          VCIC, now made part of the East Coast Industrial Corridor from Kolkata to Chennai, will have several nodes out of which the Visakhapatnam and Srikalahasti nodes have been put on the fast track. “We have identified projects worth $4 billion in the Visakhapatnam node in industrial infrastructure, urban connectivity, housing ventures and utility,” Deputy Country Director of the ADB Sabyasachi Mitra said during his recent visit to the city.

          The ADB will release $625 million for VCIC after preparing the master plan for the mega project.

            Vuda set to assume owner’s role in Vizag metro project

            Visakhapatnam: The monitoring and evaluation committee of Visakhapatnam MetroRail project has asked Visakhapatnam Urban Development Authority (Vuda) to take ownership of the project. The committee reached the consensus during its recent meeting, conducted at the Vuda office about two weeks ago. The urban development body has, however, made it clear that it will have a nominal financial stake in the project given the large cost involved.

            Vuda vice chairman P Basanth Kumar said, metro rail projects across the country are owned and developed by the urban development authorities of those particular cities. “While the Amaravati Metro Rail Corporation (AMRC), which is the executing agency of the Vizag Metro Project, will mobilise 50% of the funds for the civil infrastructure of the metro project, the remaining expenditure will be borne by the concessionaire. It has also been decided to go ahead with the light metro model,” said Basanth Kumar.

            Explaining the technicalities of the light metro model, Vuda superintending engineer KVN Ravi said the carrying capacity per coach and axle load will be lower in the light metro rail model. “Consequently, it will bring down the cost of the project,” said KVN Ravi.

            The estimated cost of the project is Rs 8,790 crore (excluding land cost). While the Andhra Pradesh government will invest about Rs 4536 crore (52% of the cost) towards the development of civil infrastructure through the AMRC, the concessionaire will have to provide Rs 4,254 crore (48%) towards the development of non-civic infrastructure.

            The monitoring and evaluation committee had earlier shortlisted all the five bidders, who had submitted their proposals for the ‘Request for Qualification’. These include Adani Enterprises Limited, TRIL Urban Transport Private Limited in consortium with Tata Projects, Shapoorji Pallonji and Company Private Limited, Essel Infra Projects and IL&FS Rail Ltd. The AMRC will soon issue the Request for Proposal (RfP).

            It was learnt the Korean EXIM Bank has come forward to extend an external commercial borrowings (ECB) loan of Rs 4,500 crore to the state government.

            Negotiations are on for getting the loan at lowest interest rate for 20-year repayment period, including the moratorium pseriod.

            After the Union government had observed that the entire city of Visakhapatnam has not been declared a metropolitan area for extending the provisions of the Metro Railways Act, 1978 and the Metro Railways Act, 2002, the state government, in a recent order, specified the Greater Visakhapatnam Municipal Corporation as Visakhapatnam Metropolitan Area for the purpose of developing Visakhapatnam Metro Rail Project.

              Vuda to start negotiations for 144-acre Vepagunta land

              Visakhapatnam: The Visakhapatnam Urban Development Authority (Vuda) deposited a compensation amount of about Rs 33 lakh in the court with regards to the 144-acre land in Vepagunta that has been entangled in legal disputes for several years now.

              Speaking to the media here in the Vuda office on Monday, Vuda vice chairman P Basanth Kumar informed that municipal administration and urban development minister P Narayana, during a recent review meeting in Visakhapatnam, had directed Vuda officials to take immediate action over the land. “Vuda has acquired about 144 acres of land in Vepagunta in 1981 and 1982. Some ryots had then approached the court and the cases were later dismissed. A government order, released in 1990, stated that the compensation amount awarded to be apportioned between Inamdars, i.e. Simhachalam Devasthanam and the tenants in 1:2 ratio. However, later, in another order in 2015, the state government declared the Devasthanam as the undisputed and rightful owner before the acquisition. Three writ petitions filed by the ryots are still pending in the court. Pendurthi MLA B Satyanarayana Murthy has agreed to assist Vuda in settling the issues with the farmers,” said Basanth Kumar.

              Basanth Kumar said, even though Vuda is the rightful owner of the land, they are considering providing a suitable compensation to the encroachers and sharecroppers of the land. “Out of the total 144 acre land, about 47 acres of the land is lying vacant and about 60 acres of land is being cultivated. “A housing colony has also sprung up. The land will open new development avenue and about Rs 400 crore project to the Vuda. It will be a win-win situation for the tenants, encroachers and sharecroppers as the project will allow systematic development,” said Basanth Kumar.

                Polluted Beach Road fast losing its sheen for walkers

                Visakhapatnam: Gone are the days when one could walk or jog in the early mornings and evenings on the salubrious Beach Road in all tranquility with just the sound of the surging seas, the lashing waves, fresh air and a picturesque sunrise on sea as company. In recent years, the serenity of the surroundings and the fresh sea breeze has taken a beating to noise, crowd and pollution.

                Once walkers’ paradise, the beach road is fast losing its sheen when it comes to taking a health walk due to increasing smog, pollution, vendors, overcrowded condition and rallies, especially in the early mornings even though the beach remains a vehicle-free zone at the time. In the evenings, on the beach itself and in extremely unhygienic way, fast food is being sold by vendors. Rather than boosting health and a peaceful surrounding, the serene Beach Road is creating an unhealthy atmosphere.

                Dr P V Sudhakar, principal of Andhra Medical College, and Dr Satyanaranaya, head of the department of anaesthesiology at King George Hospital, are regular morning walkers on the Beach Road since several years. But today they are worried over the quality of early morning air and smog.

                “We found the smog to be quite dense, visibility of Dolphin’s Nose was obstructed and the air appeared somewhat acidic and uncomfortable. It felt like we were inhaling some kind of toxic effluents released from an industry. In fact, instead of the fresh oxygen-laden morning air, often smog and dusty air greet morning walkers on Beach Road these days, thanks to the increasing pollution levels,” says Dr Sudhakar.

                Another problem faced by walkers is from the fruits and vegetable vendors who occupy the footpaths opposite the beach side. “Recently, their numbers have been increasing and the crowd they attract obstructs smooth walking and peace of the stretch. May be they can shift a little towards the various colonies and lanes connecting the Beach Road,” he added.

                Environmentalist Sohan Hatangadi, another regular morning and evening walker on the stretch, agrees. “The chaat and fast food vendors and bandis who throng the R K Beach on the evenings should be discouraged because they sell food in dishes washed in dirty water kept in a bucket and keep reusing it. Neither the cut food items are covered from dust and pollution but left open, thereby adding to the unhealthiness. At times, the dust from the port side also increases and affects visibility,” he says.

                “Overall, the Beach Road has become quite noisy and overcrowded with some activity and rally or the other on most mornings and evenings. The honking of vehicles and traffic in the evenings and the rallies in the mornings have spoiled the calm and serenity of the Beach Road and we walkers are the worst sufferers,” rues D Aparna, a long-time resident of Beach Road.

                  PM Narendra Modi developing Gujarat at the cost of Andhra Pradesh, says N Chandrababu Naidu

                  VIJAYAWADA: Speaking at the week-long Nava Nirmana Deeksha, which began in Vijayawada on Saturday, chief minister N Chandrababu Naiducriticised Prime Minister Narendra Modi and opposition parties for ignoring the needs of Andhra Pradesh.

                  The CM accused Modi of betraying Telugu people and giving importance to Gujarat at the cost of AP. “When asked for funds, the Prime Minister is giving funds for Dholera city in Gujarat, while showing an empty hand for Amaravati,” he said.

                  He blamed the Centre for denying a new railway zone with Visakhapatnam as headquarters even though Odisha had agreed to it and for denying a steel plant for Kadapa and a seaport at Dugarajapatnam. “The government had established 11 Central institutions. But sufficient funds were not given. The IIT, NIT or the Central University were established but with insufficient funds. I have allocated lands for private institutions in Amaravati, which have constructed their own campus and started classes,” Naidu said.

                  He asked people to fight against the conspiracy of the political parties and betrayal by the BJP.

                  He asked everyone to ensure AP becomes the No. 1 state in the country by 2029.

                  The Nava Nirmana Deeksha will continue till June 8. During the event, various meetings are to be organised. At village level, officials will explain people how injustice was done to AP during bifurcation. People will also be informed about developmental initiatives that have been taken up by the TDP government. Naidu will be visiting one district every day till June 8, with Nellore being the last one, where he will address a public meeting.

                    At 22.5m units, Vizag tops list of highest power users

                    Visakhapatnam: Andhra Pradesh Eastern Power Distribution Company Limited (APEPDCL) registered 3,359 megawatt (MW) of electricity consumption or electricity load, highest in the present summer season, as on May 30 at 2.46pm. Visakhapatnam emerged as the top electricity consumer among the five north coastal districts.

                    The discom registers minute by minute data of the power consumed by its 56 lakh consumers in the five coastal districts round the clock.

                    Officials from APEPDCL said, usually the demand peaks in the middle of May, but this time it peaked at the end of May. The reason has been attributed to the prevalence of cooler weather conditions due to thunderstorms from the beginning of summer.The average power consumed per day is around 2,500MW.

                    APEPDCL director (operations) B Seshu Kumar said “3,359MW was the highest amount of power consumed in our discom limits this summer, followed by 3,113MW on June 1. Extensive usage of air-conditioners is the cause for the high electricity consumption.”Kumar said, consumption of power was higher during the night than during the day time in the discom limits.

                    The highest consumption of electricity in Visakhapatnam this season was 22.5million units, followed by West Godavari 16.95 million units. East Godavari registered 14.21 million units, while Vizianagaram consumed 7.5million units and Srikakulam around 5 million units per day.

                    Electricity consumption would fall gradually once the southwest monsoon sets in the reion.

                    As per the India Meteorological Department (IMD), the southwest monsoon is expected to hit Visakhapatnam and coastal districts of the state at around June 10.

                      Inadequate cargo facilities hit business at Vizag airport

                      Visakhapatnam: It has been more than six months since the international air cargooperations had commenced at the Visakhapatnam international airport. However, stakeholders are of the opinion that there is a need to upgrade the facilities at the cargo terminal to match international standards.

                      The Bureau of Civil Aviation Security, after a long delay had given permission for starting the International cargo operations from Vizag, the work for which was entrusted to AP State Trading Corporation Limited (APSTC) to handle the air cargo operations.

                      According to sources, there are still several companies and industries that are still using Hyderabad airport’s cargo service or other cities, as Visakhapatnam international airport still lacks proper infrastructure to handle large volumes of cargo. Besides, there is only one cold storage facility, whereas multiple cold storages are required as the city has the potential to export more marine and other perishable products.

                      After several representations to the aviation ministry, an additional drug controller was appointed at the air cargo terminal. However, the post of animal quarantine officer is still vacant. Stating that in the GDP ranking, the Port City stands at the ninth position after the six metro cities, Ahmedabad and Pune, O Naresh Kumar, director of AP Chambers of Commerce and Industry and Chairman of Tours and Travels Association, said, “Unlike dedicated air cargo liners in Hyderabad and other cities, Vizag air cargo operations still require better equipment and manpower as it has the potential to handle higher volumes of cargo. The need of the hour is to invite dedicated cargo handlers to the city to facilitate in air cargo operations and boosting the economy.”

                      “Recently, one of the mango exporter from the city was unable to export his products due to lack of proper packing facility at the air cargo terminal. Hence, exporters of perishable goods like fruits, flowers, marine products, etc have to think twice before they utilise the services at the Visakhapatnam international airport. Better facilities will help in making the cargo services from the Vizag airport much reliable,” said AP CCI president, Sambasiva Rao.

                      All these years, the cargo services to other international destinations had to be operated via Chennai, Hyderabad and Bangalore. Stating that the international cargo service will boost the trade, airport director, G Prakash Reddy, said, “More than 4,000 tonnes of pharma cargo from coastal Andhra Pradesh is being exported from Hyderabad and Brandie apparel at Atchutapuram SEZ has been depending on Chennai for its exports as well as imports of raw material. We will ensure that the facilities are streamlined so as to facilitate the agro-based industries, iron-based alloy industries and the export of Srikakulam cashew.” The Port City is already connected to five international destinations — Singapore, Dubai, Kuala Lumpur, Colombo and Bangkok. Hence, the direct cargo service to these destinations would facilitate trade services and help in generating revenue.
