    NGT stay on Nerul CRZ plot sale till December 20

    Navi Mumbai: The National Green Tribunal (NGT) on Friday ruled that the stay on the sale of the 25,000 square meter coastal zone affected controversial plot at Nerul, adjoining the NRI Seawoods, will continue even as Cidco has defended its tender process and denied any environmental violations. The Western Zonal Bench of NGT had on August 22 admitted two sets of petitions by Navi Mumbai Environment Preservation Society (NMEPS) and another by a group of residents and had directed Cidco not to proceed with the tender process of plot number 2A encompassing sectors 54, 56 and 58.

    The petitioners challenged the plot sale, pointing out that it violates the coastal regulation zone provisions as a third of the area falls under CRZ1 and a similar area is CRZ-ll. Cidco has filed its response before November 18 deadline challenging NGT’s jurisdiction to admit the petitions and argued that the tender process fulfills all CRZ provisions. There is nothing in the law that prevents Cidco from showing the CRZ1 area as part of the plot for sale, said the affidavit signed by GK Jangam, Cidco’s Marketing Officer (Commercial). Cidco denied the petitioners’ contention that the plot falls under a no-development zone. The Tribunal gave two weeks to petitioners to respond. Final hearing is fixed for December 20, advocate Meenaz Kakalia appearing for residents group said. — BB Nayak

      NAVI MUMBAI: Cidco has been asked to fix metal bars underneath the railway bridges over Taloja creek to stop movement of any boats in order to curb sand mining. The boats loaded with suction pumps operated by sand mafia are illegally dredging sand and destroying mangroves between Mansarovar and Kharghar stations. Activists allege that Konkan divisional commissioner is not taking up the issue seriously despite high court order.

      “The illegal activities like destruction of mangroves, sand dredging causing royalty loss to the exchequer, construction of bunds, huts, fishing, etc., are rampant within 5km range of the offices of the Konkan divisional commissioner, Cidco vice chairman, and managing director and commissioner, Panvel city municipal corporation. HC should suo moto take cognisable action,” said activist Anarjit Chauhan, who had complained number of times on the issue.

      About 32 police complaints have been filed. Raigad collector Mahendra Kalyankar said, "Additional collector has been asked to safeguard CRZ area and monitor via sub-divisional officer, Panvel.” Amol Yadav, additional collector-Raigad said, “Sand mafia kingpins remain unidentified while migrant workers on board of boats flee during our joint action raids.         'Setting up air purifiers is not permanent solution'

        Navi Mumbai: The world air quality index (AQI) 2019 has labelled Navi Mumbai as the most toxic city in the state. While the Navi Mumbai Municipal Corporation (NMMC) claims to have taken a number of steps to control air pollution – like creating urban forests under the Miyawaki system, introducing electric bicycles and providing regular bicycles on rent – city environmentalists say the root cause of the problem needs to be addressed.

        Environmentalists say setting up air purifiers is not a permanent solution. Bhagwan Kesbhat, founder of environmental NGO Waatavaran Foundation, said, “Developing cycle tracks, encouraging citizens to use public transport, setting up electric vehicle charging stations across the city and developing a mechanism to stop the use of old vehicles are a few measures that need to be taken to check air pollution.” He added that coordination with adjoining cities like Thane, Mumbai and Panvel needs to be strengthened to execute the National Clean Air Programme (NCAP). The Centre has set a fresh target of a 40% reduction in particulate matter concentration in cities covered under the NCAP by 2026, updating the earlier goal of 20-30% reduction by 2024.

        BN Kumar, director of the NetConnect Foundation which works for the environment says that the NMMC must address the root cause. “This air purifier solution is a sheer waste of money. Air quality is poor due to several reasons. One of them is dwindling greenery and a lack open spaces,” he said, adding that there is no check on the pollution caused by thousands of trucks and vehicles entering the city due to wholesale markets or outstation-bound traffic. “Industrial pollution is another major contributor. NMMC only collects property taxes from them. They must strictly ensure anti-pollution measures are taken as well,” said Kumar.

          MUMBAI: The real estate market in Navi Mumbai was on fire on Monday when one of the 28 plots put on the block by the City and Industrial Development Corporation (Cidco) fetched a record-breaking Rs 5.54 lakh per sq m.

          This was nearly five times the reserve base price set by Cidco at Rs 1.14 lakh a sq m. It works out to Rs 306 crore for the roughly 1.3-acre plot (5,526 sq m) located at Sector 20, Palm Beach Road, Sanpada, reports Nauzer K Bharucha.

          The builder who won the bid is Dinesh Pasoria of DPVG Ventures. His partner, Yogesh Thakker, told TOI, "This is the last of the prime sea-facing plots on Palm Beach Road. That is the reason why it fetched a record price."

          Cidco to earn Rs 1,365 crore from auction of 28 plots

          Twenty-eight plots e-auctioned in Navi Mumbai on Monday will earn Cidco around Rs 1,365 crore.

          One of them in Sector 20, Palm Beach Road, Sanpada fetched Rs 5.54 lakh per sq m. The builder who won the bid is Dinesh Pasoria of DPVG Ventures. His partner, Yogesh Thakker, told TOI they were still to decide on whether to utilize the plot for commercial or residential purposes.

          "It is a record," said Sanjay Mukherjee, VC & MD of Cidco. "It's a testimony to the transparent bidding-cum-e-auction process Cidco has adopted, and the confidence of the market in development projects of Cidco," he added.

          Raajesh Prajapati, founder president of CREDAI-MCHI (Raigad), said, "Post the urban development ministry resolving most of the impediments concerning constructions in Navi Mumbai region and the development of a new airport and Mumbai Trans harbour Link, there has been a robust rise in demand for properties in this region. As the area offers a host of opportunities, consumers are continuing to realize the importance of optimizing their investments in Navi Mumbai."

          He added, "We anticipate demand to grow and the record-breaking bid will also strengthen the sentiment of other consumers/investors who were on the fence and were in the process of investing. With additional projects expected to receive occupancy certificates, we anticipate many more investments in Navi Mumbai."

            Sanjay Kalra was possibly killed over a money dispute

            NAVI MUMBAI: Two days after the body of a real estate dealer was found in a car on Mumbai-Goa highway on Friday, the police said on Sunday that it is likely that a monetary dispute led to the murder.

            Also, the deceased, Sanjay Karla (44), was possibly murdered elsewhere and his body left in the car that was abandoned near Panvel, police sources claimed, adding that he was possibly shot at besides being stabbed.

            Karla's body bearing stab injuries was found abandoned in an Audi on Friday.

            Karla, a resident of Talegaon Dabhade town located about 120km from Mumbai, had at least two criminal cases lodged in his name, the police said, adding that this lends credence to their theory that 'enmity' could have led to the killing. He also dealt in second-hand cars.

            Senior inspector of Panvel taluka police station, Anil Patil, expressed suspicion that Karla was killed at some other place. "Someone drove the Audi with the body in it and abandoned the vehicle near Tara village," Patil said. This conclusion has been arrived at from the fact that no bloodstains were found in the car, he explained.

            The police officer also said that going by injuries seen on the body, "it seems bullets were pumped into his body and he was also stabbed".

            The Audi was still registered in the name of Teja Salve, a resident of Pimpri-Chinchwad. The police said that Salve has claimed that he had sold the car five years ago to Karlawho was his friend. Salve told the police that Kalra had not got the car registration transferred to his (Karla's) name.

            The police have learnt that Karla had been released on bail eight months ago in a cheating case in which he had been accused of selling fake gold coins.Also, another case of cheating had been registered in his name at Talegaon police station in 2018.

            Even as the police are awaiting the report of the post-mortem conducted at the local government hospital in Panvel, Dr Sachin Sapkale, medical superintendent of Panvel sub-district hospital, said that a second opinion has been sought on the findings. The body has been sent to the state-run JJ Hospital, Byculla, Dr Sapkale said, adding: "It is a bit of a complicated case... The post-mortem done at the sub-district hospital is inconclusive," he said.

            The police have sought information from their Pune counterparts about cases registered against Karla. "We hope to get some leads," a police officer said, adding that four teams are investigating.

              Maharashtra CM Eknath Shinde sanctions Rs 900 crore for 49 projects in Thane

              THANE: Chief minister Eknath Shinde has okayed a fresh budget for 49 various projects collectively worth Rs 900 crore to be implemented in three administrative wards of Thane city, MLA Pratap Sarnaik informed Wednesday.

              As per the plans, the funds for basic infrastructure revamp from the urban development department would be used for strengthening alternate water sources in the area, constructing Lata Mangeshkar music academy, aquarium, swimming pools, revamping gardens, musical fountains at Upwan lake, constructing new roads, community centres, among others.

              The works will be taken up in the assembly constituency of Sarnaik that includes Majiwada-Manpada, Vartak Nagar and Lokmanya Nagar areas.Sarnaik said he has spoken with municipal commissioner Abhijit Bangar about drawing a road map for executing the projects at the earliest.

                  CIDCO conducts lottery draw for 4,158 houses in Navi Mumbai

                  The lottery draw was conducted at the CIDCO Bhavan. The CIDCO had launched this housing scheme on August 31, 2022, an official release said.

                  The City and Industrial Development Corporation (CIDCO) on Wednesday conducted a computerised lottery draw of its housing schemes for 4,158 apartments in Dronagiri, Kalamboli, Taloja and Kharghar nodes of Navi Mumbai.

                  The lottery draw was conducted at the CIDCO Bhavan. The CIDCO had launched this housing scheme on August 31, 2022, an official release said.

                  The CIDCO appointed a committee under the supervision of Suresh Kumar, former Lokayukta, to monitor the process of computerized lottery draw.

                  Under the scheme, 404 apartments were made available for EWS under PMAY housing scheme and the remaining 3,754 for general category, it said.

                  Around 16,000 applications were received for the scheme and the last date for the online application was October 3, 2022. However, the CIDCO had extended the date for online application till November 3.

                    Navi Mumbai: Panel to probe violations in mangrove & wetland zone in Nerul

                    NAVI MUMBAI: Nine months after the Centre’s directive to Maharashtra to inquire into the allegations by environmental groups over wetland and mangrove violations in Sector 60, Nerul, a high-level state-appointed committee has initiated a probe.

                    The expert committee has been directed to look into all the grievances raised since June 20, with a mandate to submit its report within 30 days. Wetland expert Deepak Apte-led the committee that inspected the Mistry Construction site adjoining the NRI wetland. “Better late than never. We hope that justice will be do ne to environment now,” said NatConnect director B N Kumar who drew attention of the committee to the largescale stacking of construction material and presence of huge pipes that were apparently used to drain muddy water into the wetland.

                    The committee comprises representatives from the state wetland authority, MCZMA, NMMC, and Thane collectorate, among others.

                      Land worth Rs 8 crore owned by dead tribal man sold illegally to Mumbai businessman

                      NAVI MUMBAI: The Uran tehsildar has recommended to the sub divisional officer (SDO)-Panvel to cancel a transaction of 4.14 acres of land of a deceased tribal in Dighode village worth over Rs 8 crore, which was illegally sold to a Mumbai-based businessman.

                      Documents reveal that the then revenue department staffer had in 1983 entered names of four non-tribal persons in the records without checking their legal heirship as successor to the dead tribal Gopal Katkari. Later, the four had sold the land to businessman Kailash Surve. Activists point out that this is first case on record wherein a tribal man’s land has been sold to others despite the government imposed ban.

                      TOI is in possession the documents. Survey numbers — 94/8 and 100/1 measures 1.13 acres and 3.01 acres, respectively. The prime land parcels located near the Ransai dam are being used for container freight station (CFS).

                      One of the granddaughters of the deceased tribal, Mukta Katkari, said, “I had requested the Raigad collector to help me get back ownership of the land after learning about the wrongdoings.”

                      Raigad collector Mahendra Kalyankar had directed the SDO-Panvel Rahul Mundake to inquire. Mundake, while hearing Mukta Katkari’s plea, had sought an inquiry report from Uran tehsildar Bhausaheb Andhare, who in his two-page report says, “...then talathi had wrongly entered names of Gharats (Tulashiram, Lahu, Ankush and Bharat) without checking their legal heirship… Hence the land transaction records should be cancelled…”

                      Confirming land transaction, Surve’s agent Mohan Bhopi said, “Surve or his manager will revert. We have written documents of the parties.” Neither Surve nor his manager responded till the time of the report going to the press.
