Everal land record certificates, such as mutation of property certificates, will soon be made available to Delhiites within a stipulated time period. Besides this, they will be able to track the status of their application online too.


Widening the ambit of the Service Level Agreement project, the Delhi government's IT department is planning to factor various things under the scheme. It was started in Delhi as a pilot project under the directions of the Prime Minister's Office in 2010.

Recently, the Delhi government had passed a bill regarding the Service Level Agreement. Once enforced, officials will have to pay a fine of Rs 10 for each day of delay. This law will be enforced from June 1.

"We are working to make the system more robust before we can implement the Bill," said a senior official.

Though 16 services are currently incorporated in the scheme, the IT department is planning to further widen its ambit. A new service they plan to introduce under the scheme is the application for mutation of land records. Each time a plot is divided, the owner has to apply for a mutation certificate, which is usually a complicated and time-consuming task that requires various approvals. The government has now decided that the certificate should be given to the person within 30 days.
The IT department is also mulling over the possibility of bringing the Building Plan Approval given by the Municipal Corporation of Delhi under the system, but there is stiff resistance from the civic body.

Another major addition is new electricity connections.

Under this system, discoms will have to provide the connection within seven days of accepting the application. Other services such as booking MCD parks and community halls will also be brought under the scheme.
Another aspect being explored by the IT department is a web-based homeopathy consultancy service. Through this, people can ask questions, which will be answered by Delhi government doctors in a stipulated period of time.
"At present, it is at the testing stage. We need to develop a proper also," an official added.
