    NEW DELHI: The Delhi Development Authority's much-awaited new housing scheme with 12,000 flats on offer will be rolled out today, said officials.

    Top DDA officials said the scheme is slated to be launched by Union Urban Development Minister M Venkaiah Naidu at Vikas Sadan, the housing authority's headquarters, late afternoon.

    "We are all set for the launch of the new scheme. Brochure for the scheme is ready. We have printed adequate number of copies.

    "There are various logistical constraints involved in launching a scheme of this magnitude, so we wanted to ensure that everything was in order before going public," a senior official told .

    Out of the total number of flats, most of them in Rohini, Dwarka, Narela, Vasant Kunj and Jasola, 10,000 unoccupied flats are from the 2014 housing scheme, while 2,000 flats had been lying vacant.

    The urban body has tied up with 10 banks for the sale of application forms and scheme-related transactions.

    The banks are Axis Bank, Yes Bank, IDBI, Bank of Baroda, Central Bank, SBI, Kotak Mahindra, HDFC, ICICI and Canara Bank.

    The housing authority had set mid-June as the target date for the launch of the scheme, which was earlier slated to be announced by February.

    But ancillary infrastructure work, such as construction of connecting roads and installation of streetlights, had stretched the deadline.

    "The delay in the launch of the scheme was due to constraints involved in linking it with partnering banks, as also printing of brochures, which had to be ironed out," the official said.

    The scheme has also been linked to the Pradhan Mantri Awas Yojana.

    Seeking to deter "unserious buyers" and check market speculation, the DDA this time has proposed multi-tiered penal measures.

    "If a prospective buyer surrenders his application before the date of draws, no money will be deducted from his or her registration fee. If a buyer does so after the draw but before the issue of a demand letter, 25 per cent of the registration fee will be forfeited," another official had earlier said.

    If the flat is surrendered within 90 days of the issue of the demand letter, 50 per cent of the fee would be cut.

    "Beyond that time period, the entire registration fee will be forfeited," he said.

    For the LIG (Lower Income Group) category, the registration fee will be Rs 1 lakh while for Middle Income Group and High Income Group flats, Rs 2 lakh will be charged. "People are free to visit the areas where the flats are being offered. We have also removed the lock-in period clause, as we realised this was also a factor in buyers surrendering flats. This is also to keep a check on those elements who do market speculation," he said.

    Lt Governor Anil Baijal, who is also the DDA chairman, had instructed senior officials to ensure that adequate public transport connectivity and other necessary basic infrastructure were put in place before the launch of the new scheme.

    Under the rules, a husband and a wife can apply for the scheme but if both get an allotment, one of them will have to give it up.

    Sources said most of the flats were one-bedroom LIG flats from the last housing scheme.

    "About 10,000 are LIG flats from the 2014 DDA scheme. Unlike the EWS (Economically Weaker Section) category last time, in this scheme there will be no such category," the official said.

    Application forms will be available both online and offline, he said.

    The DDA this time has planned to put the scheme online -- for forms for application, refund and so on - to reduce long queues of flat buyers at its headquarters.

    The 2014 scheme offered 25,040 flats across categories, with prices ranging between Rs 7 lakh and Rs 1.2 crore. The online response was so massive that the DDA's official website crashed soon after the launch.

    The one-bedroom flats were offered in Dwarka, Rohini, Narela and Siraspur areas.

      I went today to the Vasant kunj flats... They are 2000 yr built... 18 yr old construction.... Pipal plants on the drainage exterior... All area is so conjested ... At 1cr you will have to spend additional 20 Lacs on repairs to move in.... Overall I'm not applying... Scared of the flat is allotted.... I'll have to spare my 25% of the 2 Lacs. Unnecessarily

    NEW DELHI: Union urban development minister M Venkaiah Naidu launched the Delhi Development Authority's housing scheme 2017 on Friday, under which 12,072 flats have been put up for sale.

    The scheme has been linked with Pradhan Mantri Awas Yojana (PMAY). The land-owning agency plans to construct around one lakh houses in Delhi under the scheme by 2022.

    Naidu said that the scheme is a step towards fulfilling the central government's commitment of providing housing for all. "It is BJP government's commitment to provide affordable housing by 2022. The scheme has been linked with PMAY so that people can get the benefit of credit-linked subsidy scheme," said Naidu.

    Of the 12,072 flats, 11,197 are LIG flats — located in Rohini, Narela, Dwarka, Vasant Kunj, Jasola, Pitampura and Paschim Vihar — besides 87 HIG and 404 MIG flats.

    DDA vice-chairman Udai Pratap Singh said, "We will be constructing 20,000 houses every year to meet the housing requirement in the city. By 2022, we will provide one lakh housing units," said Singh.

    The authority is hopeful of getting around 5 lakh applications under the scheme. "We had received over 10 lakh applications last time when 25,000 flats were on sale. This time, we should get 4-5 lakh applications, especially now that the scheme has been linked with PMAY and people can get subsidy benefit on interest," said a DDA official.

    The authority has also removed the five years' lock-in period clause from the new scheme. Earlier, under the 2014 scheme allottees could not sell the flat for five years. "We have removed the clause," said J P Agarwal, principal commissioner, land disposal and housing, DDA.

    The land-owning agency has tied up with 10 public and private banks for sale of application forms and scheme-related transactions. The last date for submission of forms is August 11, 2017 and the draw of lots will be held in the first week of November. Meanwhile, Naidu also spoke about GST, which will come into effect from July 1, and the RERA Act.
    "GST and RERA together is a great combination. It will bring down cost of houses. Real estate developers must pass on the benefit of GST to home buyers," he said.

    I am planning to apply, but has no idea about the quality and have few doubts. Can some one please put some light on below queries from there experience/knowledge

      Can some tell how can one know the exact location of the flats.
      Has some one have idea about the quality of DDA flats.
      Is the amount that shown is net total amount inclusive of all taxes or other charges like EDC,Electricity,Water meter etc will be added after wards.
      Are they also having maintenance charges every month after taking possession like we have in builder flats or society.
      What are pros and cons of having DDA flats over Builder flats/floor

  • In the brochure, exact layout and location of vasant kunj is mentioned.....but is slient for other HIG units. (e.g. Dwarka, Jasola). Can someone let us know of exact location (sector, block) of Dwarka, Jasola or Rohini 11/18.

  • This time its all old inventory and lower class localities. If you are looking for investment, there wont be high returns but yes investing in property is never bad. Not sure I will apply or not but this time its disappointing and no hypes created, one of the reason is launched on same day of GST. If you get it this time in draw, maybe you will miss the next time opportunity which will have better locations.

    just getting lucky in draw results, doesnot mean you will miss the next opportunity as you can always surrender the flat and then you are still eligible for the next scheme/opportunity to come. You will loose some percentage of your money which is a separate issue.

    1) Is it possibly to apply for only certain location? I want to apply for Jasola, but in the form there is an order of preferences. Is it possible to leave them blank and apply for only one place? I wouldn't want to win the draw and get the flat in any other place but Jasola.

    2) The price range for HIG in Jasola is from 85 lakhs to 1.25 Crore. That's a very big range. Is it not possible to only apply for flat between 85 to 95 lakhs?

    Reply to your queries is yes and no respectively.

    Yes, you can only enter Jasola and leave other blanks stating cross sign (read the brouchure).

    No, you cannot specify the price range for yourself.
