    Delhi: Industrial effluents behind Yamuna’s heavy metal woes

    NEW DELHI: The sources of toxic heavy metals in the Yamuna in Delhi region are primarily of anthropogenic origin, according to a new study conducted by The Energy Resources Institute (TERI).

    The study, which is based on an analysis of Yamuna water samples collected during the first Covid-19 lockdown, says that as industries were closed during that period, the concentration of toxic heavy metals, such as chromium, nickel, copper, zinc, cadmium and lead, were seen to be below the detection limit.

    However, several previous studies continuously found high levels of toxic metals in the river before the lockdown, suggesting that wastewater released from industries is the main source of heavy metals in the Yamuna. The study has recommended necessary policy action to control the heavy metal-laden industrial discharge into the river.

    According to the study, a 22km-long stretch running downstream from Wazirabad to Okhla barrage contributes more than 50% of the Yamuna pollution load. In this particular segment, the river receives pollutants from several point sources (industrial discharge and municipal sewage), non-point sources (agricultural runoff) and untreated wastewater from drains. The study says the river stretch before entering Delhi collects discharge from 22 industrial units from Haryana and 42 units of Delhi.

    The study also mentions another 2012 survey that found elevated concentrations of heavy metals, including chromium, manganese, iron, nickel, copper, zinc, arsenic and lead, in Yamuna water, as well as previous research which found regular concentration on the basis of samples collected till 2018.

    “Significant higher concentrations of heavy metals can be noted in all these previous studies. This reflects a direct correlation between industrial activities and heavy metals in the Yamuna water of Delhi stretch,” says the latest study.

    It adds, “As urban sewage is likely to remain the same even during the lockdown, industrial wastewater release into the Yamuna is expected to be less or almost nil. Thus, this study provides preliminary evidence for the anthropogenic origin of the heavy metals causing pollution in the water of Yamuna in Delhi. However, iron and manganese can arise from natural as well as anthropogenic sources.”

    Dr Kanhaiya Lal, associate fellow, environment and health, TERI, and the corresponding author of the study, said, “The heavy metals are toxic and non-degradable and have serious health effects on humans. They can affect all parts of the body, including lungs, kidneys, liver, skin, muscles, reproductive and immune system, depending on the nature and concentration of heavy metals and duration of exposure.”

    The other authors of the study, which was published in Journal of Indian Association for Environmental Management, are Meena Sehgal and Mahima Uttreja from TERI.

      DDA facing cash deficit of Rs 9,600 cr due to high unsold inventory of flats

      NEW DELHI: The Delhi Development Authority (DDA) has a cash deficit of over Rs 9,600 crore till March 2022 and mainly due to huge unsold inventory of flats, the housing and urban affairs ministry informed the Rajya Sabha on Monday.

      The revelation comes barely weeks after Delhi Lt Governor V K Saxena tweeted that while the DDA is owner of one of the costliest and largest chunks of real estate in the world, “mismanagement” has led to its liabilities exceeding Rs 10,000 crore.

      In a written response to a question from AAP lawmaker Narain Dass Gupta, the housing and urban affairs ministry said, “The DDA has a cash deficit of Rs 9,615 crore as on March 31, 2022 which has been financed through borrowings from Nazul account. The deficit started from the Financial Year 2016-17 and it is mainly due to unsold housing inventory worth approximately Rs 18,000 crore.”

      Responding to a question on the reasons for DDA flats remaining unsold, the ministry cited several factors, including location of the flats in remote areas mainly in Narela and cost of flats being on higher side. It also said that Metro rail connectivity is not available in the area and the size of the flats are small.

      It said in order to improve saleability of these flats, the DDA has undertaken remedial measures including improvement of transport infrastructure, construction of Urban Extension Road –II (UER-II), permitting amalgamation of flats, allotment on first come first serve basis and some concession to the purchasers.

        Now, you can buy an EWS house in Delhi if your annual family income is less than Rs 10 lakh

        The DDA decided to do away with the requirement of the applicant having an annual individual income of less than Rs 3 lakh.

        In a move to make the allotment of flats under the economically weaker sections (EWS) quota easier, the Delhi Development Authority (DDA) Wednesday decided to do away with the requirement of the applicant having an annual individual income of less than Rs 3 lakh.

        The EWS flats will now be allotted based on annual family income which should be below Rs 10 lakh and certified by a competent officer or authority, the DDA said in a statement.

        “To facilitate applicants for DDA flats under the EWS category, the authority has approved doing away with the requirement of having an annual individual income of less than Rs 3 lakh for applicants/allottees,” the DDA statement said.

        The decision was taken during a meeting of the urban body chaired by Lt Governor V K Saxena.

        For ensuring transparency and efficiency in the disposal of ‘religious category’ plots, the DDA has approved the “disposal of such plots from allotment to auction mode”. A decision in this matter was pending since 2014, the DDA said.

        A senior DDA official said the decision was taken to give relaxation in terms of individual income prescribed under the EWS category. In line with the prime minister’s vision of ‘housing for all’, the DDA has now decided to make allotment of houses under the EWS category more accessible and easier.

          Three years after it was first stalled, Okhla waste-to-energy plant looking to expand again

          A little more than three years after the last attempt to take in more waste and generate more electricity at the waste-to-energy (WTE) plant at Okhla fell flat when faced with resistance from residents in the area, Timarpur Okhla Waste Management Company has once again initiated the process to obtain environment clearance for expansion.

          The expansion entails generation of 40 MW of energy by taking in another 1,000 TPD (tonnes per day) of waste. A spokesperson for the Municipal Corporation of Delhi (MCD) said that the Okhla WTE plant currently has the capacity to process 1,950 TPD of waste and generate 21 MW of electricity.

          The company had written to the Delhi Pollution Control Committee (DPCC) earlier this month to provide authorisation that will enable it to conduct a public hearing and proceed with obtaining environment clearance. The public hearing is to be held next month.

          The fresh attempt at expansion was spurred by Lieutenant Governor V K Saxena’s visit to the plant. The draft environment impact assessment (EIA) report prepared for expansion states that the LG visited the plant on June 6, “thereafter, officials have taken steps for pending expansion of the project to utilise additional 1,000-1,200 tonnes of waste”.

          According to a communication from the LG’s office issued after the visit last month, he directed officials to “expedite the process of conducting public hearing and remove any hurdle in increasing garbage consumption capacity of the plant”.

          The hurdle is that residents in the area do not want a WTE plant close to their homes. The DPCC imposed a fine of Rs 5 lakh on the Timarpur Okhla Waste Management Company last year for air pollution – emission monitoring showed that dioxins and furans exceeded permissible limits. The DPCC also said that power generation (18.5 to 21.5 MW) was less than the plant’s capacity of 23 MW.

          S Khan, president of the Sukhdev Vihar Residents Association, said: “There is a case pending in the Supreme Court in the matter of the existing plant. We do not want this expansion to happen. The last time they attempted to hold a public hearing, we protested against it.” The company attempted to hold a public hearing in January 2019, but “public hearing proceedings could not be started”, according to the EIA.

          “The plant has affected us for many years now. There is the smell of garbage and of burning waste, which intensifies in the evening. There are people living all around, it is not just Sukhdev Vihar. Jamia Milia is close by, there are hospitals close by…,” said P P Sharma, who runs a shop. Residents are not just opposed to the expansion, but also want the existing plant to be relocated.

          M A Baig, who moved to the area a little more than six months ago, cited repeated visits to the hospital. “In the morning, the ash from the plant settles down on our balcony. My children and wife are dealing with respiratory issues. They have been on medication for the last few months,” he said.

          It was not only the residents who raised concerns about expansion. When the Union Ministry of Environment, Forest and Climate Change (MoEF&CC) amended the environment clearance for the plant in 2020, allowing it to increase power generation from 16 MW to 23 MW without increasing waste intake, it imposed additional conditions – “Any further expansion beyond 23 MW power generation capacity shall not be permitted at the same site considering the proximity of Sukhdev Vihar Residential Colony located at less than 100 m from the site”. The draft EIA states that “the expansion project will be accommodated in the existing plant premises. No additional land is required”.

          When contacted, a representative of the company refused comment saying that he was not authorised to speak. The company is part of the Jindal group.

          When asked about the need for expansion, an MCD spokesperson said: “MCD as a whole is short of processing capacity for daily generation of around 11,000 TPD of MSW.”

            Delhi’s Lieutenant Governor has directed the Delhi Development Authority (DDA) to ensure that the long pending conversion of properties from lease hold to free hold is carried out within two months.

            DDA in its meeting chaired by LG VK Saxena, who is also Chairman, DDA, took major decisions that would make owning a house easier for the Economically Weaker Sections, promote green fuel in the city and ensure transparency in the allotment of land for religious purposes, amongst others.

            While discussing the Action Taken Report (ATR) of the last Authority Meeting, LG directed DDA to ensure that the long pending conversion of properties from lease hold to free hold.

            DDA has now decided to make allotment of houses under EWS Category more accessible and easier. To facilitate applicants applying for DDA flats under the EWS category, the authority has approved doing away with the requirement of having annual individual income of less than Rs 3 lakh for the applicants/allottees.

            To promote green fuel and fight the menace of air pollution, the authority granted approval to set up Electric Vehicle charging station on already allotted sites of DDA for Petrol/Diesel Pump & CNG station. It has also decided to levy lesser license fee for these fuel sites/stations.

            To ensure transparency and efficiency in the disposal of religious category plots, the authority has approved disposal of such plots from allotment to auction mode. A decision in this regard. has been pending since 2014.

            The Plinth area rates (PAR) to be used for calculation of construction cost of flats for the Financial Years 2022-23 was also approved. The PAR for flats offered for the first time in DDA Housing Scheme 2019 and 2021 have been kept unchanged & the PAR used for old inventory flats has been increased by 5%. The last increase in these cases was made in the year 2018.

              Delhi: Restoration of Timarpur lake and wetland park close to completion

              NEW DELHI: According to Delhi Jal Board, the rejuvenation of the Timarpur lake and the surrounding wetland park is nearing completion. Delhi government, under its City of Lakes project, is reviving around 250 waterbodies and 25 large lakes in the capital in an attempt to check the depleting groundwater reserves.

              In a tweet on Friday, Ankit Srivastava, member, Delhi Jal Board, said, “The restoration project at Timarpur lake is finally moving towards completion. The lake and wetland will purify 2.5 crore litres of water.”

              A 40-acre expanse around the Timarpur lake in northeast Delhi is being redeveloped with landscaping and creation of public areas and open spaces. The aim is to turn around the defunct lake and biodiversity park around. Approve in 2019, the project has already yielded tangible results.

              For the revival of such dying oxidation ponds, DJB has approved of a technique called engineered ecological system of treatment of wastewater. Water from polluted sources is put through a mechanism of treatment and this processed water is channelled to the waterbodies that have been first cleaned.

              The state government hopes that the steps taken to revive the drying lakes will improve the depleting groundwater levels of Delhi and help make the national capital water sustainable. According to DJB, excess water from below the ground will be taken out to augment the city’s daily drinking water supply whenever required.

              Under the city of lakes project, different models are being used to bring different lakes back to life depending on the conditions in the area. Some waterbodies would have treated sewage water locally supplied to revive them, while ponds in dry areas will be revived with water from nearby sewage treatment plants.

              Such wetlands as Timarpur with attractive landscapes are also being developed in Rohini, Nilothi and Burari, among others. The City of Lakes project was launched in December 2018 by CM Arvind Kejriwal, who assured Rs 376 crore for the rejuvenation of 159 waterbodies. Of this, Rs 53.85 crore was earmarked for the restoration of the 32-acre Rohini lake and Rs 23.5 crore for the 25-acre Nilothi lake.

                NEW DELHI: India's biggest real estate developer DLF is evaluating a bid for a prominent New Delhi shopping mall which has a starting auction price of $366 million, according to two sources and a public notice seen by Reuters.

                The 1.2 million square feet "Ambience Mall" in the posh southern district of India's capital has been put up for auction as its current owner, the Ambience Group, has not paid debt of $149 million to Indiabulls Housing Finance and other creditors, according to a previously unreported public auction notice.

                DLF will review data related to the mall's occupancy status and contractual obligations and then consider whether to bid for it or not, one of the sources with direct knowledge said on Thursday.

                DLF declined to comment. A director of Ambience Group, Aman Gehlot, declined to comment on the notice or auction process. Indiabulls did not immediately respond to Reuters queries.

                The Ambience mall houses prominent brands like Swedish fashion retailer H&M and Uniqlo, owned by Japan's Fast Retailing. It is located right next to two other giant DLF malls on the same stretch, including one that houses luxury brands.

                "It's a very well-located asset. It's become a destination in itself because of other malls around it. It's a bouquet of brands together," said the second source who declined to be named.

                The Ambience Group's website states it has interest in residential and office real estate, as well as shopping malls and hotels.

                A public notice stated the auction will end on Sept. 5 and that the reserve price for the mall was 29 billion rupees ($366 million). It was not immediately clear when the auction began.

                An Indiabulls executive involved in the auction process told Reuters two companies had expressed interest in the mall already, but declined to share their names.

                  Why rain brings Delhi to knees in a few hours: Waterbodies in disrepair, lack of local drains

                  NEW DELHI: Even a couple of hours of high intensity rainfall leaves the city waterlogged and there seems to be no lasting solution to this perennial problem. But experts feel the fault lies in Delhi not having local drains and its waterbodies, which act as natural reservoirs for stormwater, being derelict or in sore need of rejuvenation.

                  The drainage master plan for Delhi, prepared by experts from the Indian Institute of Technology, Delhi, was submitted to the state government in 2017. It was turned down in 2021 by the government’s expert committee for being “too theoretical”. Delhi has since had no proper plan to tackle the perpetual waterlogging during the rainy season.

                  Experts say that drains in many places have gradients that haven’t been estimated or are sloped wrongly against gravity, due to which flood water cannot flow out without the help of a powerful pump. Also, due to lack of local drains, the stormwater and sewage often flow together in the same line, causing overflowing and aggravating the problem.

                  “The issue of waterlogging can’t vanish overnight. Merely digging new drains won’t resolve the problem,” asserted professor A K Gosain of the department of civil engineering at IIT-D. “We analysed all the three basins of Delhi — trans-Yamuna, Barapullah and Najafgarh basins — and found each had distinct setbacks. He said in the trans-Yamuna basin, comprising parts of northeast and east Delhi and Shahdara, the majority of drains flowed west to east from the Yamuna to the eastern side of the basin against the natural east to west slope, an example of wrong planning and the cause of waterlogging. In south Delhi, the Chirag Delhi drain too is against the natural gradient from IIT Gate towards Modi Mill.”

                  Gosain also remarked that the multiplicity of agencies managing the city’s drains has led to a lack of coordination. “The departments managing the drains don’t have exact data or information about the ground, due to which high capacity drains are routed towards those of lesser capacity, leading to flooding. The same is true of data on sewerage,” said Gosain.

                  The absence of local drains is a factor too for flooding, with the stormwater flowing into sewage networks and overflowing. “We made several recommendations backed by plans, but it seems there was a lack of intention on the part of government officials,” Gosain claimed.

                  Government officials, however, said the drainage master plan was deficient in offering ways to handle waterlogging. “It was more or less like a textbook. It couldn’t be implemented and so the technical committee did not accept it,” said a PWD official. “In 2021, PWD was appointed the nodal agency to look into waterlogging. We decided to appoint three private drainage consultants for each of the three basins to give us implementable solutions.”

                  PWD expects to appoint the consultant for the Najafgarh basin by August. This is the most challenging of the basins because it channels sewage from other areas and is the largest of the three.

                  There are other reasons that experts cite for the problem of waterlogging in Delhi. Professor C R Babu, head, Centre for Environmental Management of Degraded Ecosystems, said, “Several low-lying areas that are plagued by waterlogging have actually lost their wetlands or have been concretised to an extent that their natural drainage system, or raw drains carved naturally in soil to carry water to the wetlands, has disappeared. There used to be hundreds of wetlands across Delhi. But they were neglected, levelled and built over. As a result, so many areas now become waterlogged.”
