High Court stays housing project near DU Metro station

The Delhi High Court on Tuesday stayed construction on a plot slated to have a 36-storey residential complex near the Vishwavidyalaya Metro station after admitting a petition by the Delhi University, which claimed that the high-rise structure will severely affect control norms and the aesthetics of the North Campus.

“The parties shall maintain the status quo with respect to the said plot,” ordered Justice Hima Kohli after placing on record the objections raised by the university on the manner in which the Delhi Development Authority (DDA) allowed Delhi Metro’s request to change the land use of the plot from “public and semi-public facilities” to “residential”. The Metro had subsequently auctioned the two hectare-plot and leased it to a private builder for 90 years for developing it into housing society.

Issuing notices to the DDA, DMRC and other parties in the case, the judge fixed the date for completing the pleadings before the registrar in July and put it for further hearing in September.

Appearing for the university, senior advocate Parag G Tripathi and Tarun Khurana, contended that the three hectare-plot in question was acquired for Mass Rapid Transit System in 2001-02. The land use was also accordingly converted from “residential” to “public and semi-public facilities”. They argued that the DDA could not have so converted the land use back to “residential” in 2005, since it defeated the entire purpose of acquisition.

The lawyers also questioned the DDA’s decisions to “overreach” provisions of the Delhi Master Plan 2021 and hand out “exceptional” treatment to the DMRC in sanctioning their developmental plan, allowing it to go beyond the permissible limits of floor area ratio as well as height restrictions.

The petition said since the Urban Development ministry had allowed the DMRC to generate resources through property development for six to 20 years, it cannot lease out the plot to Young Builders for 90 years.

While giving its go ahead, the DDA also failed to note that the Delhi Urban Arts Commission had not given its clearance to the proposed project.

“If this proposed project is allowed to be constructed, it will lead to congestion in the controlled area of the Delhi University as the access road from the main Ring Road to the university i.e. Chattra Marg won’t be able to cater to the rush of the students and the burden of a multi-storied residential complex,” said the plea.

  • Stamp duty evasion: Mumbai, Delhi realty deals under government scanner

    NEW DELHI: Many high value bungalows in Delhi and Mumbai are under the government's scanner for evasion of stamp duty. These include bungalows in Lutyens' Delhi and other upmarket neighbourhoods in Delhi such as Golf Links and Shantiniketan, as well as sea-facing apartments in south Mumbai, which are bought by the rich and the famous.

    In such transactions, buyers of these luxury homes - which include many leading businessmen - acquire shares of the seller's shell company, which owns the property, instead of transferring the property in their name by paying stamp duty, the usual practice followed for buying homes.

    This way, while the seller evades paying capital gains tax, the buyer pays only 0.25% taxes on the share transfer instead of the 6-8% stamp (registration) duty. In big deals running up to 150-300 crores, the tax evasion could be as high as 15-30 crore.

    Vijay Dev, principal secretary-revenue of Delhi, said the state government is setting up a financial services cell to monitor such transactions. "This cell will scrutinise all transactions involving financial instruments and matters pertaining to companies trading in properties and share market, with the aim to maximise revenue realisation... Transactions bordering on stamp duty evasion will also come under the purview of this new cell," he said.

    Sources said that a recent deal, executed in a similar manner, came under flak from a Delhi court, and ever since, the state government has stepped up its vigil and has been monitoring big deals in the capital.

    While at least half a dozen big bungalow deals happened last year in the Lutyens' Bungalow Zone and Golf Links areas, the registrar's office in Delhi, when contacted by ET, said they have no record of any property transaction in LBZ in the past two years.

    This happened because the buyer did not need to register the property in his name; it continues to be registered in the name of the company he acquired.

    A finance ministry official, who did not wish to be named, said such transactions would come under the anti-avoidance mechanism that the government is trying to bring through the introduction of General Anti-Avoidance Rule (GAAR). The implementation of GAAR has been postponed by a year, but once it is in place, such deals will be considered as tax evasion.

  • Highrises planned at 20 slum sites

    The Delhi Development Authority (DDA) has floated tenders for hiring consultants to initiate in situ rehabilitation — situated in the existing place or position — of 20 slum clusters in the city.

    Work has already begun in Kathputli Colony in West Delhi under a public-private partnership and tenders will soon be floated for construction of multi-storeyed blocks in Kalkaji. Slum clusters at Kusumpur Pahari near Vasant Kunj, Ashok Vihar and Shalimar Bagh will form part of the project.

    People living in slum clusters in A-14 Kalkaji will be rehabilitated in multi-storeyed buildings that will be constructed in an adjoining open area. As many as 8,000 slum dwellers will be rehabilitated under this scheme.

    “We are going to take up in situ rehabilitation in Kalkaji and tenders are likely to be floated soon. We will also be hiring a consultant to study in situ rehabilitation of 20 slum clusters in Delhi. This is the first time that such a project has been initiated in Delhi,’’ DDA spokesperson Neemo Dhar said.

    The Kalkaji project is going to be taken up in two phases and each building will have 15-16 floors. Vertical growth is being encouraged in such projects.

    “In Phase I, rehabilitation of 3,000 slum dwellers will be taken up. Flats will be constructed and tenders will involve coming up with architectural designs for the project. The approximate cost of this project is likely to be Rs 205 crore which will be borne by the DDA. A decision has to be taken on Phase II, on whether it will be under the the PPP mode or done by us,’’ a DDA official said. “The prices of these flats are being deliberated upon.”

    To encourage private players to take up such projects, a certain percentage of commercial exploitation of land along with development of high-end housing on the same plot will be permitted. This has been done in the case of Kathputli Colony near Shadipur depot.

    “This project is being looked at as the first of its kind in situ redevelopment project. At Kathputli Colony, it is spread over 5.22 hectares. The project envisages construction of 2,800 EWS units for the squatter families of Kathputli Colony. This will act as a pilot project in Delhi,’’ the official said.

    “The project will have a 10 per cent commercial component. Transit camps for shifting slum dwellers are being constructed at Anand Parbat. Around 1,100 people will be put up there. Another plot has been identified and 600 more transit accommodation will be made there. We still have to identify land for transit accommodation for the remaining 1,100. We hope that shifting takes place in six months,’’ the official said.

    can you please let me know if a plot owner sells its 200 sq yd plot in to 4 adjacent pieces of 50 sq yd... is that legal as he said the registry can be done immediately. Thanks.
  • sunny777, u may need to subdivide the plot & get it notified in the Jamabandi & Tatima ( revenue records ) . Different states have different rules for this . Do crosscheck, since i am not 100 % sure .

  • Delhi Metro plan to set up ‘shopping corridor'

    The Delhi Metro Rail Corporation's Phase III expansions plans are sure to please many more residents of the city. First it was the ‘heritage corridor' for heritage enthusiasts, now plans to connect four of South Delhi's prominent markets will surely prove a boon for shopaholics.

    By 2016, four major markets — Sarojini Nagar, INA, South Extension and Lajpat Nagar — will have dedicated underground metro stations connecting them. This chain of four consecutive metro stations will come up on the arterial Ring Road and it is estimated that two lakh more passengers will use these stations primarily to reach these markets that specialise in selling clothes, and other accessories.

    After construction of this new line — Mukundpur to Yamuna Vihar — shoppers will be able to reach places such as Dilli Haat and Ansal Plaza from far flung areas of East and North Delhi. The expected ridership in 2016 will be 15,000 in Sarojini Nagar, over 1,29,000 in INA, over 8,000 at South Extension and over 54,000 at Lajpat Nagar.

    Of these, the stations at INA and Lajpat Nagar will also be converted into interchange stations to further boost connectivity to these commercial hubs. With inter-station distances ranging from less than a kilometre to about one and a half kilometre, the Delhi Metro claims it will also provide a great impetus to business improvements in the area.

    Since shoppers at Sarojini Nagar and South Extension markets have had to rely on buses and auto-rickshaws to get to their destinations, the metro stations that will come up very close to the markets (within 50 metres) will make the transportation easier. Though these locations are well connected by buses, parking of private vehicles has always proved to be a major constraint for shoppers.

    The shopping hubs will now be directly accessible from areas such as Mayur Vihar, Trilokpuri (East Delhi), Ashram, Sriniwaspuri (South Delhi), Azadpur, Shalimar Bagh, Netaji Subhash Place (North Delhi), Punjabi Bagh, Rajouri Garden, Mayapuri (West Delhi). From Gurgaon also shoppers will be able to reach just by changing at INA, from Faridabad the commuters will be able to come directly to Lajpat Nagar and from Ghaziabad and Noida, shoppers will be able to reach Lajpat Nagar just by changing trains at Kalkaji Mandir.

  • DDA taking measures to repair cracks in Dwarka flats

    New Delhi: The Delhi Development Authority is taking measures to repair the cracks that have developed in several of its flats in Dwarka's sector 13.

    "Keeping in view the site condition of the flats, NCCBM (National Council for Cement and Building Material) has been appointed as consultant to inspect the flats and suggest remedial measures," Minister of State in the Urban Development Ministry Saugata Roy said.

    "DDA has informed that the repair work in dangerous roofs slab as per consultant's report has been taken," he said.

    He was responding to a question in Rajya Sabha about cracks in top floors of DDA flats in Metro View Apartment in Sector 13 in Dwarka.

    "The consultant, in their report, have found cracks in 44 numbers of roof slabs of the flats as against total 201 numbers of roofs of flats," he said.

    Roy also said that the repair of the flats would be carried out within a period of one year.

  • Govt officials suspended for aiding land grab

    New Delhi: Three government officials have been suspended following an internal inquiry which found they helped land mafia register ownership papers of huge government land in East Delhi in the names of private parties.

    Revenue secretary Vijay Dev said, “Sub-registrar Harish Bajaj, tehsildar Susheel Bharti and patwari Shyam Lal would take money from land grabbers for the fraud.”

    The three would register sale deeds of plots on government and agricultural land in Mandavali, an unauthorised colony, by giving a unique khasra number which did not exist, Dev said.

    The sub-registrar would then write to the tehsildar, without having the authority to do so, seeking a status report about a particular plot. The tehsildar, with the help of the patwari, would then give a false status report following which a sale deed would be registered, Dev said.

    A senior revenue official said, “We had got 154 such complaints of which we picked 39 and conducted our inquiry and found it to be true. While 29 such sale deeds pertained to government land, the remaining 10 were registered to plots on agricultural land.”

    The official said the department is now taking legal opinion to decide what they should do with the 154 plots that were sold to unsuspecting buyers.

    The government has also sent a formal complaint to the police.

    नई दिल्ली।। राजधानी की तीनों एमसीडी में अफसरों की कमी कामकाज में खासी बाधा बन रही है। अफसरों की कमी के कारण तीनों निगमों में अभी तक बड़े जरूरी काम शुरू नहीं हो पाए हैं। वैसे दिल्ली सरकार ने बड़े विभागों के हेड तो नियुक्त कर दिए हैं , लेकिन उन्हें तीनों निगमों में कामकाज देखना पड़ रहा है। खास बात यह है कि हेड के नीचे के अफसरों की नियुक्ति नहीं हो पाई है , जिससे हेड भी कामकाज नहीं कर पा रहे हैं।

    तीनों एमसीडी का गठन हुए एक महीने से ज्यादा हो चुके हैं और वहां सहूलियतों और कामकाज को लेकर काफी घमासान मचा हुआ है। चुने गए बड़े नेता और पार्षद कुर्सी से लेकर कमरे तक की मांग कर रहे हैं , तो सभी अफसरों की नियुक्ति न होने से तीनों एमसीडी का सिस्टम लगभग ठप सा दिखाई दे रहा है। तीनों निगमों में सत्तारूढ़ बीजेपी नेता आरोप लगा रहे हैं कि दिल्ली सरकार जानबूझकर अफसरों की नियुक्ति नहीं कर रही है , जिससे अपने इलाके तक में उनकी किरकिरी हो रही है। दूसरी तरफ सरकार कह रही है कि राजधानी मंे निगमों का विभाजन नई पहल है , इसलिए सिस्टम को दुरुस्त रखने के प्रयास किए जा रहे हैं। लेकिन इस कशमकश के बीच इतना साफ है कि तीनों एमसीडी की हालत बहुत अच्छी नहीं है।

    अभी हाल ही में दिल्ली सरकार ने तीनों निगमों के प्रमुख विभागों के हेड की नियुक्ति कर दी , लेकिन यह भी खासी हैरानी भरी रही। उसका कारण यह है कि इनमें से नौ अधिकारी ऐसे हैं , जिन्हें एक निगम के बजाय तीनों निगमों मंे विभागों का मुखिया बना दिया गया है। जैसे एम . एस . ए . खान तीनों निगमों के प्रॉपर्टी टैक्स व विज्ञापन विभाग के प्रमुख होंगे। ऐसे ही अफसरों में वाई . एस . मान सूचना व प्रचार , एस . नित्यानंदन सीवीओ , मयंक शर्मा सीए कम एफए , एस . एस . कांडपाल बागवानी , शमशेर सिंह चीफ टाउन प्लानर , आर . के . शर्मा इलेक्ट्रिकल आदि शामिल हैं। खास बात यह है कि इन अफसरों को विभाग प्रमुख के अलावा अन्य विभागों का चार्ज तो दे दिया गया है , लेकिन उन्हंे अभी तक मातहत अफसर नहीं मिले हैं , जिससे वो भी कोई कामकाज नहीं कर पा रहे हैं। इन अफसरों के साथ पहले ही दिक्कत यह है कि एक साथ तीनों निगमों का कामकाज संभालने में उन्हें खासी परेशानी का सामना करना पड़ रहा है।

    नॉर्थ व ईस्ट एमसीडी की स्थायी समिति के चेयरमैन योगेंद्र चंदोलिया व महक सिंह और साउथ दिल्ली निगम के नेता सदन सुभाष आर्य का कहना है कि नए सिस्टम के अनुसार अब तीनों निगमों में अफसरों की नियुक्ति दिल्ली सरकार करेगी और हम बार - बार सरकार से गुजारिश कर रहे हैं कि अफसरों को नियुक्त करो ताकि निगमों में सिस्टम बने , लेकिन समझ नहीं आ रहा है कि किन कारणों से उनकी नियुक्ति में देरी की जा रही है। निगम नेताआंे का आरोप है कि सरकार में सीएम ऑफिस व कुछ अफसरों का नेटवर्क बन चुका है जो अफसरों की नियुक्ति में जानबूझकर देरी कर रहा है। वैसे इस मामले मंे सरकार साफ कर चुकी है राजधानी में पहली बार निगमों का नया सेटअप बना है , जिसे लाइन पर आने में समय तो लगेगा ही। सरकार के एक आला अधिकारी के मुताबिक , हम मेहनत कर रहे हैं। उम्मीद है कि छह महीने के भीतर तीनों निगम ठीकठाक काम करने लगेंगी।

  • Heritage sites in way, Metro dials Europe

    After running into roadblocks on the Central Secretariat-Kashmere Gate Metro corridor, which passes several protected monuments, the Delhi Metro is looking at European countries for tips on how to deal with construction work near heritage structures.

    In a recent meeting, the Delhi Metro asked one of its design consultants, a Spain-based firm, to study the Metro systems that run close to heritage sites in Europe and compile information on the technology used to avoid any negative impact of vibrations during construction and operation.

    The company, which is developing the detailed design of the Mukundpur-Yamuna Vihar/Shiv Vihar corridor, has been asked to study the European Metro lines as it has been involved in some such projects.

    “Once this line comes through successfully, the technology and methodology used will be cited as an example for other Metro lines proposed near heritage structures across the country,” a senior Metro official said.

    The Delhi Metro has also asked contractors working on this corridor to use equipment, which cause the least vibrations during construction. DMRC is also considering a proposal to lay a cushion underneath Metro tracks to absorb trains’ vibrations.

    Meanwhile, National Monument Authority (NMA), in a meeting held on Monday, has decided to constitute a committee of heritage experts and engineers to study the impact of this upcoming corridor.

    Delhi Gate, Khooni Darwaza and Kashmere Gate have been identified as sensitive areas where the Metro will run through the restricted zone (300 metres from the monument).

    NMA member secretary Pravin Srivastava said, “We are setting up a team comprising members from NMA, Archaeological Survey of India, Delhi Metro and some independent experts. This team will further look into the impact of the upcoming corridor and examine all aspects of the line.”

  • By 2021, Capital’s rural areas will be connected by Metro


    After connecting almost all major parts of Delhi’s urban and semi-urban areas, the Delhi Metro plans to reach the Capital’s rural parts by 2021.

    To meet the target on time, the Delhi Metro Rail Corporation (DMRC) has already prepared a proposed map for phase 4, which includes a 116 km extension project.

    The map, which is yet to get a go ahead from state and central governments, shows connectivity to Bawana, Barwala, Puth Khurd and Pehladpur in northwest Delhi, Mangolpuri and Keshopur in west Delhi, Nand Nagari, New Seemapuri, Bhajanpura, Khajuri Khas and Loni Border in northeast Delhi.

    DMRC officials said that the extension hoped to benefit lakhs of residents in these areas by connecting them with the rest of Delhi.

    “Our target is to make Metro trains the most viable mode of transport for people across Delhi. The Metro will enter the remote areas of Delhi and benefit people of these areas,” said Anuj Dayal, chief spokesperson, DMRC.

    The Delhi Metro has prepared a tentative route map for the 116 km extension project comprising eight small corridors in phase 4. The proposed corridors include Yamuna Bank – Loni Border (11.97 km), Rithala – Bawana (12.50 km), Janakpuri West – Mukundpur (18.74 km), Mukundpur – Dilshad Garden (17,54 km), Kirti Nagar – Dwarka Sector 28 (18.17 km), Badarpur – Delhi Aerocity (20.79 km), Lajpat Nagar – Madangir (7.33 km) and Azadpur – RK Ashram (8.90 km).

    “In phase 4, the emphasis will be on providing connectivity to the interiors and remote areas of Delhi. We have sent a proposal with tentative corridors to the Delhi government and are awaiting a nod from it. Soon, we will start preparing a detailed project report,” said a DMRC official. “These corridors have been planned keeping Delhi’s rural area populace in view,” he said.

    Residents of many remote parts of the city are still deprived of a good public transport system. Metro will bring them closure to the heart of the city, said a DMRC official.

  • Ring Road projects get govt nod

    New Delhi: The Delhi government on Monday dusted off bigticket projects with the cabinet paving the way for making the 20km Outer Ring Road stretch between Vikaspuri and Wazirabad signal-free. The project, along with an elevated road over the 2.1km stretch on Ring Road between Prembari Pul and Azadpur, will cost about Rs 2,485 crore.

    The government is hopeful that work on the project will start by the year-end. The Public Works Department (PWD),which is undertaking the project, has set a deadline of two years. The projects are expected to set in motion the development campaign ahead of the assembly polls which are likely to be held at the end of 2013. For the Sheila Dikshit-led Government the next one year is critical if it wants to be elected the fourth time. The new projects will greatly help in saving fuel and streamline the traffic, said chief minister Sheila Dikshit after the meeting.

    The Outer Ring Road project will involve construction of three elevated roads of a total length of 8.5km. The first elevated road between Vikaspuri and Meera Bagh will have be 3.3kmlong. Its estimated cost is Rs 560 crore. The second elevated road between Mangolpuri and Madhuban Chowk, which will have a length of 2.6km, will cost Rs 423 crore, while the cost of the third elevated road from Madhuban Chowk to Mukarba Chowk2.6km-longhas been pegged at Rs 422 crore. Before this,three flyovers will come up at Bhalswa Chowk,Mukundpur Chowk and Burari Chowk. Also, a six-lane, 8km-long parallel road would be constructed between Mukarba Chowk and Wazirabad, the cost of which has been worked out at Rs 833 crore.

    According to a traffic study,making Outer Ring Road and Ring Road signal-free is the need of the hour. It shows that busy crossings like Keshopur are already under pressure with 14681 Passenger Car Units (PCUs) recorded during peak hours. The estimates for 2030 show this number increasing exponentially to 28,225.

    Similarly at Deepali Chowk, the peak-hour PCUs stand at 12,251 and they go up to 23,553 in 2030. At Shalimar Bagh crossing near Rohini Jail, 9, 324 PCUs have been recorded at peak hours. This may shoot up to 17,925 PCUs in 2030.

  • Connaught Place rents are now higher than Nariman Point

    Mumbai: Possibly for the first time ever, the house rents in the national capital region have surpassed that in Mumbai, the country’s financial capital where commercial real estate has long been considered prized.

    The South Mumbai business hub of Nariman Point has traditionally commanded the highest rentals in India, and has been among the top 10 costliest spaces in the world. But, a new report shows that rents here have slipped considerably.

    The report on the Asia-Pacific office market by property consultants Cushman and Wakefield shows that Connaught Place in Delhi has upstaged Nariman Point and Bandra-Kurla Complex, as far as office space rentals are concerned. The NCR has risen to the fifth place on the Asia-Pacific rental chart, while Mumbai has slipped to the tenth position.

    Piyali Dasgupta from Cushman and Wakefield said the reversal is mainly due to the fact that in Mumbai, most offices are moving to cheaper and larger offices to the north of the city. “Unlike Mumbai, where Bandra-Kurla Complex, Andheri or Lower Parel offer plenty of supply, the alternatives to Connaught Place are at some distance in Delhi. So while demand is on the wane at Nariman Point, at Connaught Place there is still a strong quality demand from consulting firms, banking, financial services and insurance and media companies,” she said.

    A RICS India Commercial Property Survey report adds that while demand for office space still remains relatively sluggish, there has been some uptake in absorption this quarter as compared to previous months.

    “There has been a clear preference for cost efficient locations, which is the reason why traditional high cost locations have seen a slight correction, while cities such as Bangalore, Delhi and Bangalore have seen a stable rise,” said Ravi Ahuja, executive director of office transactions at Cushman and Wakefield.

    Ahuja said while the Asia-Pacific market is expected to remain strong due to favourable economic and fiscal policies, the impact of the Euro zone crisis is still uncertain. Hong Kong, Singapore and Tokyo have retained their top three positions as far as expensive office spaces are concerned.

  • Land scam: No FIRs against officials yet

    New Delhi: It’s been close to two weeks since Delhi government unearthed a land scam in which senior officials of the revenue department allegedly connived with property dealers and land mafia and allowed them to “grab” government land in various areas of East Delhi but FIRs are yet to be registered against them.

    All three officials— a sub registrar, tehsildar and a patwari were suspended for allegedly manipulating land records, not following procedures, and executing fraudulent registries in 39 properties of which 29 cases pertain to government land.

    Following an internal inquiry into the alleged scam, chief secretary P K Tripathi on May 14 suspended the three officials — Harish Bajaj, Susheel Bharati and Shyam Pal.

    Additional district magistrate of East District V P Singh had filed a police complaint seeking filing of FIRs against the three accused. However, the deputy commissioner (East District) BM Misra said on Thursday that the police had not yet registered the FIRs. “We have send them another reminder and the DCP in-charge has assured that the cases will be registered soon,” Misra added.

    दूसरी गाडि़यां बस लेन में न जाएं, इसके लिए डिम्ट्स ने बस लेन के एंट्री पॉइंट्स पर प्लास्टिक के बैरियर के साथ गार्ड तैनात किए गए थे। जब कोई बस आती, तो गार्ड बैरियर हटा देते और बस के गुजरते ही बैरियर वापस लगा देते। हालांकि इसके बावजूद कई लोग डिवाइडर क्रॉस करके बस लेन में जा रहे थे। दोपहर तक तो किसी तरह गार्ड डटे रहे, लेकिन जैसे जैसे गर्मी बढ़ती गई, गार्डों की हिम्मत भी जवाब दे गई तो दूसरी गाडि़यों ने भी बस लेन से गुजरना शुरू कर दिया।

    लोगों को सबसे ज्यादा दिक्कत चिराग दिल्ली और सीरी फोर्ट क्रॉसिंग पर आ रही थी। इन दोनों जगहों पर सिग्नल सिस्टम में कुछ बदलाव किए गए थे। इसके तहत दाएं और सीधे जाने वालों के लिए अलग-अलग टाइम पर सिग्नल ग्रीन हो रहा था। दाएं जाने वालों के लिए सिग्नल रेड होने के कारण जनरल लेन में जा रही गाडि़यों को रुकना पड़ रहा था, लेकिन उसी समय सीधे जाने वालों के लिए सिग्नल ग्रीन चल रहा था। ऐसे में सीधे जाने वाली कई गाडि़यां भी दाएं मुड़ने के लिए रुकी गाडि़यों के बीच में फंस गई थीं। इस वजह से लोगों को भारी दिक्कत हो रही थी। जो लोग बस लेन से जा रहे थे, उन्हें भी सीधे या दाएं जाने के लिए रुकी बसों के बीच में फंसकर रुकना पड़ रहा था। सिग्नल साइकिल में किए गए इस बदलाव के कारण अन्य गाडि़यों के ही नहीं, बल्कि बसों के बीच भी टक्कर होने के हालात बन रहे थे।

    हालांकि नए सिस्टम के कारण चिराग दिल्ली और सीरी फोर्ट के आसपास जाम तो ज्यादा नहीं लगा, लेकिन कन्फ्यूजन के कारण लोगों को ज्यादा दिक्कत हो रही थी। उधर बीआरटी पर कंक्रीट के जो डिवाइडर तोड़े गए थे, उन्हें भी कुछ जगहों पर तो ठीक कर दिया गया था, लेकिन कुछ जगहों पर टूटे पत्थर रखकर गैप को भरने की कोशिश की गई थी। यहां से गुजर रहे ज्यादातर लोगों ने नए सिग्नल सिस्टम को गलत बताते हुए ट्रायल वाला ही ट्रैफिक पैटर्न फिर से लागू करने की मांग की।
