सुप्रीम कोर्ट ने ग्रेटर नोएडा में जमीन अधिग्रहण को रद्द कर किसानों को जमीनें लौटाने के आदेश दिए तो फरीदाबाद के किसान भी रंग में आ गए। उन्होंने भी ग्रेटर फरीदाबाद में हुए अधिग्रहण को रद्द करने की मांग की है। नहर पार ग्रेटर फरीदाबाद किसान संघर्ष समिति के किसानों का कहना है कि सुप्रीम कोर्ट का किसानों के हक में किया गया यह फैसला ऐतिहासिक है।

गौरतलब है कि सुप्रीम कोर्ट ने ग्रेटर नोएडा के शाहबेरी में 156.093 हेक्टेरयर जमीन का अधिग्रहण रद्द कर इसे किसानों को लौटाने के आदेश दिए हैं। नोएडा अथॉरिटी पर 10 लाख रुपये का जुर्माना भी लगाया गया है। कोर्ट का कहना है कि ग्रेटर नोएडा इंडस्ट्रियल डिवेलपमेंट अथॉरिटी ने नियमों का उल्लघंन किया है और शाहबेरी में औद्योगिक कारणों का हवाला देकर किसानों से जो जमीन एक्वायर की थी , उसे बाद में बिल्डरों को बेच दिया गया। फरीदाबाद के किसानों ने सुप्रीम कोर्ट के इस फैसले का जबरदस्त स्वागत किया और फरीदाबाद में भी भूमि अधिग्रहण रद्द करने की मांग की। किसान संघर्ष समिति के कार्यकारी अध्यक्ष शिवदत्त वशिष्ठ का कहना है कि हरियाणा सरकार ने नहर पार किसानों की मर्जी के खिलाफ जमीन एक्वायर की। इस क्षेत्र की जमीन उपजाऊ है और यहां के किसानों के लिए काफी उपयोगी भी है , लेकिन सरकार ने बिल्डरों को जमीन एक्वायर करने दी है। खुद भी जमीन ले ली है। इससे किसानों का भारी नुकसान हुआ है। जो जमीन करोड़ों में जानी चाहिए थी , उसके लिए बहुत कम पैसे का भुगतान किया गया है। यहां पर भी जमीन का अधिग्रहण रद्द कर दिया जाना चाहिए।

वशिष्ठ ने बताया कि पूरे हरियाणा केे किसान 9 जुलाई को जींद में एक सम्मेलन में इक्कठा होंगे। इसमें हरियाणा की सभी किसान यूनियनों के पदाधिकारियों को बुलाया गया है ताकि सभी किसानों के हक में मजबूती से आवाज उठा सकें।

    इनवेस्टर्स का कहना है कि नहर पार डिवेलपमेंट की दर पहले की काफी धीमी है। अगर किसानों का आंदोलन और तेज हो जाता है, तो डिवेलपमेंट में और भी बाधाएं आ सकती है। ग्रेटर फरीदाबाद वेलफेयर असोसिएशन के सदस्य अजय यादव का कहना है कि ग्रेटर फरीदाबाद में बिल्डरों ने किसानों से सीधे ही जमीन खरीदी है। इसमें यहां की डिवेलपमेंट अथॉरिटी का कोई रोल नहीं है। इसलिए यहां पर किसानों को जमीन वापस देने की बात तो हो ही नहीं सकती। लेकिन यह जरूर है कि इस फैसले के बाद किसान अपना आंदोलन तेज कर सकते हैं और सुप्रीम कोर्ट में जा सकते हैं, जिससे यहां का डिवेलपमेंट प्रभावित होगा। जीएफडब्ल्यूए के सदस्य धीरज जैन का कहना है कि ग्रेटर फरीदाबाद में किसानों के आंदोलन के चलते पहले ही काफी जमीन पर कब्जा नहीं मिल पाया है, जिस कारण डिवेलपमेंट रुका हुआ है और अगर किसानों का आंदोलन बढ़ जाता है तो यह और भी धीमा हो जाएगा।

    I really doubt if this going to happen in grater Faridabad.

    Compensation given by HUDA to farmers is the maximum in the country. HUDA has not been as greedy as NA because it did not acquire sector land itself and sold it to builders at higher rate like NA did. In Naherpar builders acquired land directly from farmers.

    HUDA has acquired land for sector roads & other amentias at their rate which is highest from any other state.

    The point that farmers of Naherpar has been making is “ Compensations granted by HUDA is nothing as compared to money they got from builders “ & “Compensations granted to them by HUDA is less then what HUDA is now giving to other farmers” .

    LAO, Faridabad claimed to have settled theses issues & acquired 95% of land there. Now if farmers go to court (highly unlikely) seeking more compensation I strongly believe that HUDA will win the case.

    Noida Ext. farmers went to court against Land acquisition & got their land back. IF Naherpar farmer go to court that would be for higher compensation which is already high. Though it will slow down the progress of the area but ultimately farmers will be losers at the end.

  • It's not going to happen, just because it happened in GN it cant happen everywhere. They cant expect to get their land back as the farmers have a weak case. They are not in the same boat as the GN farmers. HUDA has the upper hand here.

    The Supreme Court relief for Shahberi villagers has rekindled hope for farmers of Greater Faridabad who have intensified their demand for return of land, acquired by the Haryana government. The land was acquired for setting up residential sectors and infrastructure projects in Nehar Par area. “We want our land back. Our representatives will take up the cause at the kisan panchayat at Jind on Saturday,” said Satpal Narvat, convener of the samiti.

    This is just a political drama..Rahul Gandhi will definately not go everywhere as he has already completed his QUOTA for publicity in NE...:bab (59):...So no one cares and as a result of this drama, who is oing to suffer is the end user only..

    Nahar par Faridabad farmers are getting 45 lacs per acre as compensation. While the market price in 2005-06 was over 1 crore per acre. This is the price at which private builders bought land in NP Faridabad. Just ask any farmer who is living in sector-78 villages.

    Now in 2011 the market price is even more. So 45 lacs per acre compensation is not good enough. Farmers have a legitimate demand here. No doubt Rahul Gandhi should start a Padyatra here also.

  • I think the best way out of this mess would be for SC to intervene and direct all parties concerned so negotiate and settle the issue. The SC could lay down broad guidelines for the disputed areas. For future, there is already a new land acquisition deal in place.

  • let me add my two cents. If some of you, have read my previous about NP Faridabad, so I was never encouraged and interested in NP Faridabad. No doubt, with Farmer's agitation HUDA and other government agencies have got the excuse and shelter for not doing any development work at Faridabad. In-fact, initially people were saying devlopment will be in place 2010 to 2011, few months earlier, they were saying 2013 - 2014 and now people have started saying beyond 2016. This farmer's agitation, development cost, EDC increase, BPTP ethics on elite floor (satire) will melt down the premium of this area.

    Farmer's group are united and will take this to any level. This is for sure that, they will not allow the development to happen till their demands are met. This movement is across NP Faridabad, Greater Noida and now at Rewari. Slowly, the LAND prices will increase many folds and property prices will increase with all these movements. However, actualy end user will be away from the purchases till this dust settles down completely.

    Greetings

    Charges of the case proven against GN acquistions in the SC order need to be understood by those protesting in Haryana. The purpose/reason for acquisition for land by HUDA was not defied unless otherwise proven by facts not known in the public domain.

    Compensation and solatium/annuities with increments for 33YEARS!!! are the maximum and mind boggling as paid to the farmers by HUDA/HOODA. Also govt jobs, residential and industrial plots allotments. This provides ample opportunity for employment/vocations to farmers as avg land holdings are reducing.

    Also the latest policy revisions are the most revolutionary and speak high of the current govt in regards to their responsiveness and positive attitude towards the acquisition of land from farmers.

    Issues with builders regarding non payment to farmers are different and administrative mechanisms are available to provide relief to such farmers.

    Administration now needs to play a mature role at handling such issues and ensure that development in the area is not stymied. This is already lagging way behing the schedule. Surprisingly to get a dream home of just a 1000sq ft an end user pays 272000 to govt (through builder as edc/idc) towards sewarage, roads, etc. The reality is no sewerage, roads and a very very bad infrastructure..
